This paper makes contributions to the study of bilateral swap lines (BSLs). First, this paper fills a BSL information gap by constructing a comprehensive database of BSLs based on publicly available information, including after the onset of the COVID-19 pandemic. Second, the paper provides the results of regression analysis exploring several empirical questions that were not covered in previous studies. The paper documents the evolution of BSLs into an important part of the Global Financial Safety Net (GFSN), with some helping to stabilize financial market during both the Global Financial Crisis (GFC) and the COVID-19 pandemic. Analysis suggests that countries on the recipient side of BSLs are more likely to sign and renew BSLs designed to alleviate balance of payments needs as their external position weakens. U.S. Federal Reserve BSLs appear to have been effective at stabilizing financial market conditions during the COVID-19 pandemic.

Healthcare in the U.S. faces two interpenetrating certainties. First, with over 66 racial and ethnic groupings, our “American Mosaic” of worldviews and values unavoidably generates clashes in hospitals and clinics. Second, our public increasingly mistrusts our healthcare system and delivery. One certainty fuels the other. Conflicts in the clinical encounter, particularly with patients from other cultures, often challenge dominant assumptions of morally appropriate principles and behavior. In turn, lack of understanding, misinterpretation, stereotyping, and outright discrimination result in poor health outcomes, compounding further mistrust. To address these cultural fault lines, healthcare institutions have initiated efforts to ensure “cultural competence.” Yet, these efforts become institutional window-dressing without tackling deeper issues, issues having to do with attitudes, understanding, and, most importantly, ways we communicate with patients. These deeper issues reflect a fundamental, original fault line: the ever-widening gap between serving our own interests while disregarding the concerns of more vulnerable patients, those on the margins, those Others who remain disenfranchised because they are Other. This book examines this and how we must become the voice for these Others whose vulnerability and suffering are palpable. The author argues that, as a vital and necessary condition for cultural competency, we must learn to cultivate the virtue of Presence - of genuinely being there with our patients. Cultural competency is less a matter of acquiring knowledge of other cultures. Cultural competency demands as a prerequisite for all patients, not just for those who seem different, genuine embodied Presence. Genuine, interpersonal, embodied presence is especially crucial in our screen-centric and Facebook world where interaction is mediated through technologies rather than through authentic face-to-face engagement. This is sadly apparent in healthcare, where we have replaced interpersonal care with technological intervention. Indeed, we are all potential patients. When we become ill, we too will most likely assume roles of vulnerability. We too may feel as invisible as those on the margins. These are not armchair reflections. Brannigan’s incisive analysis comes from his scholarship in healthcare and intercultural ethics, along with his longstanding clinical experience in numerous healthcare settings with patients, their families, and healthcare professionals.

The array of new technologies that came on the scene in the early 20th century resulted in widely varied new forms of military special operations once civilization embarked on its greatest war. Suddenly, fighting men could be delivered by parachute, submarine, glider, jeeps, and fast amphibious craft deep into enemy territory to perform special tasks; yet others would continue to perform missions the same as their ancestors in previous wars—on foot using stealth, endurance and patience. This work contains discussions of the employment of various special purpose, special mission organizations during World War II. These units operated in Allied and Axis countries and in various theaters of war including Europe, North Africa, the Pacific, Asia, and the continental United States. Representing every major combatant, the operations include various kinds of raids, intelligence gathering missions, support to partisan/guerrilla groups, prisoner rescues, direct-action missions, and at least two where the object was simply to steal something. Some missions would have been officially denied if the operations had been caught in the act. The book is divided into two sections: Behind Enemy Lines and Behind Friendly Lines, to demonstrate that special-purpose organizations can be employed wherever needed, even in areas controlled by military units of their own or allied countries. Many of the units described run the gamut of special mission types, from commando to parachute units, reconnaissance to sabotage units, and partisan training units as well as those with combined missions. Many of the operations described in this book continue to serve as templates for modern Special Operations missions, while still others—the first attempts of their kind—continue to serve as examples of what not to try under the circumstances. Michael F. Dilley served for 20 years in the U.S. Army’s Military Intelligence branch. After retiring from the Army, the author served for about ten years as an employee of the Department of Defense, then as a contractor for various U.S. Government agencies in several fields for 15 years. Author of several books and many articles, a number of these chapters are based on his previous writings for the legendary Behind the Lines magazine.

Tree Lines

Tree Lines unites striking ink drawings of high-altitude pine trees with poetic vignettes about how people interact with mountain environments. The drawings and text work together to form a direct artistic encounter with timberline conifers. The husband and wife team of Valerie and Michael Cohen employ a unique process whereby she draws in isolation, gives him her drawings, and he then writes whatever he’s inspired to create. Neither offers the other any kind of feedback or instruction. The result is an accessible and deeply engaging work that is also extremely well researched; the Cohens bring a lifetime of scholarship in literature, history, and the environment to this work. The drawings are black-and-white, pen-and-ink representations of high alpine ecosystems. The prose is stripped bare, abbreviated in an epigrammatic style that is poetic and spontaneous. Trees represented here are the Western Juniper or Sierra Juniper, the Limber, and the Bristlecone Pine—three species of long-lived, slow-growing conifers that grow across the Great Basin. While they represent only a small portion of the vegetative culture high in the western mountains, the Cohens use representation as abstraction as is utilized by writers and artists to convey a unique kind of microcosm of our natural environment. This book compares to such classics as Leopold’s A Sand County Almanac, and Berger’s Ways of Seeing, which open up lines of observation, analysis, and art for a new generation of readers.
