For more than one hundred years, governments have grappled with the complex problem of how to revitalize distressed urban areas. In 1995, the original urban Empowerment Zones (Atlanta, Baltimore, Chicago, Detroit, New York, and Philadelphia) each received a $100 million federal block grant and access to a variety of market-oriented policy tools to support the implementation of a ten-year strategic plan to increase economic opportunities and promote sustainable community development in high-poverty neighborhoods. In Collaborative Governance for Urban Revitalization, Michael J. Rich and Robert P. Stoker confront the puzzle of why the outcomes achieved by the original Empowerment Zones varied so widely given that each city had the same set of federal policy tools and resources and comparable neighborhood characteristics.The authors' analysis, based on more than ten years of field research in Atlanta and Baltimore and extensive empirical analysis of EZ processes and outcomes in all six cities shows that revitalization outcomes are best explained by the quality of local governance. Good local governance makes positive contributions to revitalization efforts, while poor local governance retards progress. While policy design and contextual factors are important, how cities craft and carry out their strategies are critical determinants of successful revitalization. Rich and Stoker find that good governance is often founded on public-private cooperation, a stance that argues against both the strongest critics of neoliberalism (who see private enterprise as dangerous in principle) and the strongest opponents of liberalism (who would like to reduce the role of government).

At the age of 43, Thomas Brookbank volunteered to join the army in September 1914 just weeks after the start of the war and when the wounded from the first encounters with the German army at Mons and Le Cateau were arriving back in England. There was nothing special about Tom Brookbank. He was a painter and a decorator by trade, but he was swept along in the surge of patriotism that drove hundreds of thousands of ordinary men and women to respond to the Kitchener's call for the raising of a great volunteer army - an enterprise that most military men of the time, friend and foe alike, regarded as a ludicrous waste of time and money. This much was known by family legend, together with knowledge that he had gone to Italy in November 1917 with the 41st Division in response to the near collapse of the Italian army at Caporetto that he ended the war in Belgium with this Division. Tom Brookbank need not have volunteered at all. He was too old to be fighting a soldier and was well over the age group that Kitchener was calling for, but there was also a need for men in the support services behind the lines - the men of the Army Services Corps - and this is where Tom Brookbank and fellow men like him ended up. Exploring a variety of musical genres and sections of books of hours with musical implications, this book presents a richly textured sound world gleaned from dozens of extant manuscript sources from fifteenth-century France. It offers the first overview of the musical content of these handbooks to liturgy and devotional prayer, together with cues that show scribal awareness for the articulation of sacred plainchants. Although books of hours lack musical notation, this survey elucidates the full range of musical genres and styles suggested both within and beyond the liturgical offices prescribed in books of hours. Privileging sound and ritual enactment in the experience of the hours, the survey complements studies of visual imagery that have dominated the category. The book’s interdisciplinary approach within a musical context, and beautiful full-color illustrations, will attract not only specialists in musicology, liturgy, and late medieval studies, but also those more broadly interested in the history of the book, memory, performance studies, and art history.
