This long-anticipated work is the final volume of the CTMMA series and completes the publication of all the cuneiform-inscribed tablets and inscriptions (excluding those on sculptures, reliefs, and seals) in the collection of The Metropolitan Museum of Art. Published are 183 texts that include 154 cuneiform tablets and tablet fragments, one inscribed clay bulla, fourteen clay cylinders, five clay prisms, and four stone inscriptions. Economic and Administrative texts are from Sippar, Babylon, Kish, Dilbat, Nippur, Drehem, Uruk, and other sites in Babylonia and ancient Iran. First millennium B.C. royal inscriptions date to the reigns of Ashurnasirpal, Sennacherib, Esarhaddon, Ashurbanipal, Nebuchadnezzar, and Nabonidus. The texts are organized in five parts: Part One contains Neo- and Late Babylonian economic and administrative tablets and fragments from the archives of the Ebabbar temple in Sippar. Part Two includes Neo- and Late Babylonian period economic and administrative tablets from Babylonia and other sites. Part Three includes Late Babylonian administrative and archival tablets from Babylon. Part Four contains royal and non-royal brick, stone, bulla, cylinder, and prism inscriptions from the second and first millennia B.C. A final section (Part Five) includes three proto-cuneiform archaic tablets and two Ur III administrative tablets. Professors Ira Spar (Professor of Ancient Studies at Ramapo College of New Jersey and Research Assyriologist at The Metropolitan Museum of Art) and Michael Jursa (University Professor of Assyriology, University of Vienna) were assisted by a team of distinguished scholars and conservators who provided valuable insights into the preparation of scholarly editions of the texts, seal impressions, and technical analysis published in this volume. Ira Spar hand copied and made facsimile drawings of the Museum’s texts with the assistance of Charles H. Wood. Jo Ann Wood-Brown and Charles H. Wood prepared drawings of seal impressions and divine symbols. This four-volume series of publications reaffirms the Museum’s ongoing commitment to promoting wider knowledge of ancient Near Eastern civilizations. Volume one documents 120 tablets, cones, and bricks from the third and second millennia B.C. Volume two publishes 106 religious, scientific, scholastic, and literary texts written in Akkadian and Sumerian that primarily date to the later part of the first millennium B.C. Volume three includes 164 private archival texts and fragments from the first millennium B.C. 442 pages, 174 plates, including drawings of 183 texts and photographs of selected tablets.
In the mid-first millennium B.C., the Eanna temple at Uruk sacrificed a minimum of nine lambs every day in its basic routine of offerings to its gods; in addition to these, special occasions and festivals demanded the sacrifice of as many as 90 lambs in a single day. All told, the Eanna sacrificed about 4,300 lambs per year. There were more than 120 herdsmen connected to the Eanna at any given time, and the temple expected there to be tens of thousands of sheep and goats under their responsibility. These herdsmen delivered male lambs to the Eanna for sacrifice, and the temple had an internal infrastructure for the care, maintenance, and ritual expenditure of these lambs; they also delivered wool, which the Eanna sold mostly in bulk quantities. This book aims to analyze the economic organization of this entire system of sheep and goat maintenance and utilization, to explore the economic and social relationships between the Eanna and its herdsmen, and to integrate the study of the Eanna’s animal economy into the developing picture of the Neo-Babylonian temple economy as a whole. Kozuh’s careful examination of the bookkeeping records, the management records, and legal documents connected with this substantial enterprise sheds new light on an arcane area of first-millennium Mesopotamian life that will be sure to enlighten our understanding of the daily life, economy, and social structure of this region.

This book describes and assesses an emerging threat to states’ territorial control and sovereignty: the hostile control of companies that carry out privatized aspects of sovereign authority. The threat arises from the massive worldwide shift of state activities to the private sector since the late 1970s in conjunction with two other modern trends – the globalization of business and the liberalization of international capital flows. The work introduces three new concepts: firstly, the rise of companies that handle privatized activities, and the associated advent of "post-government companies" that make such activities their core business. Control of them may reside with individual investors, other companies or investment funds, or it may reside with other states through state-owned enterprises or sovereign wealth funds. Secondly, "imperfect privatizations:" when a state privatizes an activity to another state’s public sector. The book identifies cases where this is happening. It also elaborates on how ownership and influence of companies that perform privatized functions may not be transparent, and can pass to inherently hostile actors, including criminal or terrorist organizations. Thirdly, "belligerent companies," whose conduct is hostile to those of states where they are active.
