Governments around the world have had to deal with the UFO phenomenon for a good part of a century. How and why they did so is the subject of UFOs and Government, a history that for the first time tells the story from the perspective of the governments themselves. It's a perspective that reveals a great deal about what we citizens have seen, and puzzled over, from the "outside" for so many years. The story, which is unmasked by the governments' own documents, explains much that is new, or at least not commonly known, about the seriousness with which the military and intelligence communities approached the UFO problem internally. Those approaches were not taken lightly. In fact, they were considered matters of national security. At the same time, the story reveals how a subject with such apparent depth of experience and interest became treated as if it were a triviality. And it explains why one government, the United States government, deemed it wise, and perhaps even necessary, to treat it so. Though the book focuses primarily on the U. S. government's response to the UFO phenomenon, also included is the treatment of the subject by the governments of Sweden, Australia, France, Spain, and other countries. This large-format, fully illustrated book is the result of a team effort that called itself "The UFO History Group," a collection of veteran UFO historians and researchers who spent more than four years researching, consulting, writing, and editing to present a work of historical scholarship on government response to the UFO phenomenon. Michael Swords was the primary author of the United States chapters. The work was coordinated and edited by Robert Powell. Clas Svahn, Vicente-Juan Ballester Olmos, Bill Chalker, and Robert Powell contributed country chapters. Jan Aldrich was the primary content consultant, with additional content consultation and writing coming from Barry Greenwood and Richard Thieme. Steve Purcell was the primary photo illustration editor. From the foreword by Jerome Clark: "While UFOs and Government revisits an often unhappy history, the reading of it is far from an unhappy experience. The authors, eloquent, intelligent, sophisticated, and conscientious, provide us with the first credible, comprehensive overview of official UFO history in many years... Most of the current volume deals with U.S. military and intelligence responses to the UFO phenomenon, but it also features richly informative chapters that expand the story across the international arena. If you're looking for an example of a nation that dealt productively with the UFO reports that came its official way, you will take heart in the chapter on the French projects... From here on, every responsible treatment of UFOs and government will have to cite UFOs and Government prominently among its sources... this is the real story as accurately as it can be reconstructed in the second decade of the new century. I expect to keep my copy close at hand and to return to it often. While it cannot be said of many books, UFO-themed or otherwise, this is among the essential ones. Stray from it at your peril.

To this end, robots are equipped with structured reactive plans (SRPs) which are concurrent control programs that can not only be interpreted but also be reasoned about and manipulated. The author develops a representation for SRPs in which declarative statements for goals, perceptions, and beliefs make the structure and purpose of SRPs explicit and thereby simplify and speed up reasoning about SRPs and their projections; furthermore a notation is introduced allowing for transforming and manipulating SRPs. Using this notation, a planning system can diagnose and forestall common flaws in robot plans that cannot be dealt with in other planning representations. Finally the language for writing SRPs is extended into a high-level language that can handle both planning and execution actions.

The titanic three-day battle of Gettysburg left 50,000 casualties in its wake, a battered Southern army far from its base of supplies, and a rich historiographic legacy. Thousands of books and articles cover nearly every aspect of the battle, but not a single volume focuses on the military aspects of the monumentally important movements of the armies to and across the Potomac River. One Continuous Fight: The Retreat from Gettysburg and the Pursuit of Lee's Army of Northern Virginia, July 4-14, 1863 is the first detailed military history of Lee's retreat and the Union effort to catch and destroy the wounded Army of Northern Virginia. Against steep odds and encumbered with thousands of casualties, Confederate commander Robert E. Lee's post-battle task was to successfully withdraw his army across the Potomac River. Union commander George G. Meade's equally difficult assignment was to intercept the effort and destroy his enemy. The responsibility for defending the exposed Southern columns belonged to cavalry chieftain James Ewell Brown (Jeb) Stuart. If Stuart fumbled his famous ride north to Gettysburg, his generalship during the retreat more than redeemed his flagging reputation. The ten days of retreat triggered nearly two dozen skirmishes and major engagements, including fighting at Granite Hill, Monterey Pass, Hagerstown, Williamsport, Funkstown, Boonsboro, and Falling Waters. President Abraham Lincoln was thankful for the early July battlefield victory, but disappointed that General Meade was unable to surround and crush the Confederates before they found safety on the far side of the Potomac. Exactly what Meade did to try to intercept the fleeing Confederates, and how the Southerners managed to defend their army and ponderous 17-mile long wagon train of wounded until crossing into western Virginia on the early morning of July 14, is the subject of this study One Continuous Fight draws upon a massive array of documents, letters, diaries, newspaper accounts, and published primary and secondary sources. These long-ignored foundational sources allow the authors, each widely known for their expertise in Civil War cavalry operations, to describe carefully each engagement. The result is a rich and comprehensive study loaded with incisive tactical commentary, new perspectives on the strategic role of the Southern and Northern cavalry, and fresh insights on every engagement, large and small, fought during the retreat. In this groundbreaking book, Michael Marmot, president of the World Medical Association, reveals social injustice to be the greatest threat to global health In Baltimore's inner-city neighborhood of Upton/Druid Heights, a man's life expectancy is sixty-three; not far away, in the Greater Roland Park/Poplar neighborhood, life expectancy is eighty-three. The same twenty-year avoidable disparity exists in the Calton and Lenzie neighborhoods of Glasgow, and in other cities around the world. In Sierra Leone, one in 21 fifteen-year-old women will die in her fertile years of a maternal-related cause; in Italy, the figure is one in 17,100; but in the United States, which spends more on healthcare than any other country in the world, it is one in 1,800 (and now, with the new administration chipping away at Obamacare, the statistics stand to grow even more devastating). Why? Dramatic differences in health are not a simple matter of rich and poor; poverty alone doesn't drive ill health, but inequality does. Indeed, suicide, heart disease, lung disease, obesity, and diabetes, for example, are all linked to social disadvantage. In every country, people at relative social disadvantage suffer health disadvantage and shorter lives. Within countries, the higher the social status of individuals, the better their health. These health inequalities defy the usual explanations. Conventional approaches to improving health have emphasized access to technical solutions and changes in the behavior of individuals, but these methods only go so far. What really makes a difference is creating the conditions for people to have control over their lives, to have the power to live as they want. Empowerment is the key to reducing health inequality and thereby improving the health of everyone. Marmot emphasizes that the rate of illness of a society as a whole determines how well it functions; the greater the health inequity, the greater the dysfunction. Marmot underscores that we have the tools and resources materially to improve levels of health for individuals and societies around the world, and that to not do so would be a form of injustice. Citing powerful examples and startling statistics (“young men in the U.S. have less chance of surviving to sixty than young men in forty-nine other countries”), The Health Gap presents compelling evidence for a radical change in the way we think about health and indeed society, and inspires us to address the societal imbalances in power, money, and resources that work against health equity.

Police are required to obey the law. While that seems obvious, courts have lost track of that requirement due to misinterpreting the two constitutional provisions governing police conduct: the Fourth and Fourteenth Amendments. The Fourth Amendment forbids "unreasonable searches and seizures" and is the source of most constitutional constraints on policing. Although that provision technically applies only to the federal government, the Fourteenth Amendment, ratified in the wake of the Civil War, has been deemed to apply the Fourth Amendment to the States. This book contends that the courts’ misinterpretation of these provisions has led them to hold federal and state law enforcement mistakenly to the same constitutional standards. The Fourth Amendment was originally understood as a federalism, or “states’ rights,” provision that, in effect, required federal agents to adhere to state law when searching or seizing. Thus, applying the same constraint to the States is impossible. Instead, the Fourteenth Amendment was originally understood in part as requiring that state officials (1) adhere to state law, (2) not discriminate, and (3) not be granted excessive discretion by legislators. These principles should guide judicial review of modern policing. Instead, constitutional constraints on policing are too strict and too forgiving at the same time. In this book, Michael J.Z. Mannheimer calls for a reimagination of what modern policing could look like based on the original understandings of the Fourth and Fourteenth Amendments.

What would an Anti-Federalist Constitution look like? Because we view the Constitution through the lens of the Federalists who came to control the narrative, we tend to forget those who opposed its ratification. And yet the Anti-Federalist arguments, so critical to an understanding of the Constitution’s origins and meaning, resonate throughout American history. By reconstructing these arguments and tracing their development through the ratification debates, Michael J. Faber presents an alternative perspective on constitutional history. Telling, in a sense, the other side of the story of the Constitution, his book offers key insights into the ideas that helped to form the nation’s founding document and that continue to inform American politics and public life. Faber identifies three distinct strands of political thought that eventually came together in a clear and coherent Anti-Federalism position: (1) the individual and the potential for governmental tyranny; (2) power, specifically the states as defenders of the people; and (3) democratic principles and popular sovereignty. After clarifying and elaborating these separate strands of thought and analyzing a well-known proponent of each, Faber goes on to tell the story of the resistance to the Constitution, focusing on ideas but also following and explaining events and strategies. Finally, he produces a “counterfactual” Anti-Federalist Constitution, summing up the Anti-Federalist position as it might have emerged had the opposition drafted the document. How would such a constitution have worked in practice? A close consideration reveals the legacy of the Anti-Federalists in early American history, in the US Constitution and its role in the nation’s political life.
