Inuit have among the highest suicide rates in the world - ten times the national average. Inuit narratives of suicide provide clues as to what can and in some cases has been done to combat the problem, but until recently they have not circulated far beyond Inuit communities themselves. At the same time, academic researchers have studied suicide among Indigenous peoples, but have stopped short of analyzing narrative accounts for their themes of cultural survival. Based on two decades of participatory action and ethnographic research, The Return of the Sun is a historical and anthropological examination of suicide among Inuit youth in Arctic Canada. Conceptualizing suicide among Inuit as a response to colonial disruption of family and interpersonal relationships and examining how the community has addressed the issue, Kral draws on research from psychology, anthropology, Indigenous studies, and social justice to understand and address this population. Central to the book are narrative accounts by Inuit of their experiences and perceptions of suicide, and the lives of youth and their community action for change. As these Indigenous community success stories have not previously been widely retold, The Return of the Sun gives voice to a historically ignored community. Kral also locates this community action within the larger Inuit movement toward self-determination and self-governance. This important volume will be of interest to a broad range of social scientists, as well as researchers and practitioners in the mental health fields.

My inspiration for doing this journal and writing this book is basically an outlet to have a say. Never have been one to get up in front of a group of people and speak. I always had this excellent memory and writing was a way for me to get it out and so, I decided to do just that. So many times down through the years I was told by friends and even some professional people, I should write a book. My attempt to live in a normal family, from the time I was very young, it was never destined to happen. Thats just the way it was, a higher power was and is the ruler over that. The thing that most people take for granted, family, has always been a missing link in my life. As a result, I have to talk mostly about experiences; things; hobbies; friends etc. and that is why you will find the absence of family in the context of my story. I would have loved to have had family to be a part of my life. When I retired from the Teamster via the BOEING Co. in October 1995, I already had work to go to immediately and worked clear into 2002. My Mother passed away in August 1999 and she had lived a full life to 95 years of age. Even though I had 3 daughters living and doing their thing in different parts of the country, at that particular time, my relationship with 2 of them was minimal and non-existent with the 3rd. After having moved up to Camano Island in 2003 and planning to stay there permanently, well.it turned out that wasnt what I really wanted after I got there and only lived there for 10 months, sold that house, packed up all my stuff and hauled it to Texas. I had decided I would make an attempt to live near my oldest daughter. It would at least give me a chance to maybe have a bond with my flesh and blood once in awhile. It worked in the very short term till she changed jobs and moved to Dallas. Too little, too late, it was not in the cards. At this point my oldest daughter and I have a pleasant relationship even though we see each other maybe twice a year. Flying up to my home area in Washington state once or twice a year is one of the things I really look forward to. I have some real solid friends in Washington that will always be my best friends. This book addresses two issues related to the structure of local government: the determinants of consolidation and the potential impact of consolidation on local government spending. This is a narrow undertaking and leaves important elements of local government reform for future analysis. The study's primary foci are examining the factors that influence city-county consolidation, considering the impact of city-county consolidation on local government spending, and estimating the potential savings that could result from the scale economies and efficiency gains from consolidating local government units. While other regions of the United States are considered in this study, but the analysis focuses primarily on the Midwest where population declines and changes in the employment base and state policies (such as property tax caps in Indiana) have had dramatic effects on the fiscal viability of local governments. The current economic climate, along with policy changes related to property tax restructuring in many states, has led to substantial reductions in local governments' budgets. As a result, many local governments are in crisis and are considering some level of consolidation. Statistical methods and data on consolidation referendum attempts in the United States since 1970 are used to test whether governments that have consolidated (i.e., voters approved the consolidation referendum) had higher spending prior to their consolidation (as measured by local government employment rates, payrolls, and expenditures) compared to the average local government in the state. The effects of city-county consolidation are explored; using consolidation referendum data, the impact of consolidation on local government employment rates, payrolls, and expenditures is examined. The influence of consolidation on economic development is also investigated with some interesting results. The study also used two methods to estimate the savings from government consolidation and presents aggregate models to examine the potential savings from economies of scale and efficiency improvements. The book also helpfully provides a helpful discussion of the economies of scale and efficiency for several functional areas, including police and fire protection, sewerage, solid waste, public welfare, administration, health, education, and libraries. This book will be an essential resource for political scientists and policy makers interested in American government. Written in a highly accessible manner, it will also be a valuable read for students and general readers.

This book presents the first unified conceptual and statistical framework for understanding the evolution of reproductive strategies. Using the concept of the opportunity for sexual selection, the authors illustrate how and why sexual selection, though restricted to one sex and opposed in the other, is one of the strongest and fastest of all evolutionary forces. They offer a statistical framework for studying mating system evolution and apply it to patterns of alternative mating strategies. In doing so, they provide a method for quantifying how the strength of sexual selection is affected by the ecological and life history processes that influence females' spatial and temporal clustering and reproductive schedules. Directly challenging verbal evolutionary models that attempt to explain reproductive behavior without quantitative reference to evolutionary genetics, this book establishes a more solid theoretical foundation for the field. Among the weaknesses the authors find in the existing data is the apparent ubiquity of condition-dependent mating tactics. They identify factors likely to contribute to the evolution of alternative mating strategies--which they argue are more common than generally believed--and illustrate how to measure the strength of selection acting on them. Lastly, they offer predictions on the covariation of mating systems and strategies, consider the underlying developmental biology behind male polyphenism, and propose directions for future research. Informed by genetics, this is a comprehensive and rigorous new approach to explaining mating systems and strategies that will influence a wide swath of evolutionary biology.
