A study of the powerful impact that sugar had on U.S.-Dominican relations as the primary vehicle of reciprocal manipulation from 1958 to 1962, Sugar and Power examines the development of the sugar industry in the Dominican Republic. Hall uncovers new evidence that supports the belief that U.S.-Latin American relations during this period were frequently a two-way street, with the United States reacting to Latin American initiatives just as frequently as Latin Americans responded to American initiatives. Both Eisenhower and Kennedy used sugar quota legislation as a foreign policy tool. At the same time, the Trujillo regime played upon Washington's fear of communism in response to the Cuban revolution to obtain an expanded sugar quota. Drawing heavily on U.S. and Dominican government documents, this study argues that the U.S. initiated economic sanctions against Trujillo to gain hemispheric support against Castro's Cuban revolution. Kennedy expanded those sanctions in an attempt to push the Dominican Republic along the path toward democracy. Although Juan Bosch's election at the end of 1962 and the allotment of a generous sugar quota indicated the apparent success of U.S. foreign policy toward the Dominican Republic, the overthrow of Bosch in 1963 indicated that the path toward democracy was longer than American policy makers had anticipated. This case study in the role of economic coercion in U.S.-Latin American relations during the Cold War tries to present a balanced account of both sides of the story.

How violent events and autocratic parties trigger democratic change How do democracies emerge? Shock to the System presents a novel theory of democratization that focuses on how events like coups, wars, and elections disrupt autocratic regimes and trigger democratic change. Employing the broadest qualitative and quantitative analyses of democratization to date, Michael Miller demonstrates that more than nine in ten transitions since 1800 occur in one of two ways: countries democratize following a major violent shock or an established ruling party democratizes through elections and regains power within democracy. This framework fundamentally reorients theories on democratization by showing that violent upheavals and the preservation of autocrats in power—events typically viewed as antithetical to democracy—are in fact central to its foundation. Through in-depth examinations of 139 democratic transitions, Miller shows how democratization frequently follows both domestic shocks (coups, civil wars, and assassinations) and international shocks (defeat in war and withdrawal of an autocratic hegemon) due to autocratic insecurity and openings for opposition actors. He also shows how transitions guided by ruling parties spring from their electoral confidence in democracy. Both contexts limit the power autocrats sacrifice by accepting democratization, smoothing along the transition. Miller provides new insights into democratization’s predictors, the limited gains from events like the Arab Spring, the best routes to democratization for long-term stability, and the future of global democracy. After demonstrating how the French Fourth Republic failed, wherein Singapore’s totalitarianism is a dangerous model, Washington is enmeshed in gridlock, and there is a global democracy deficit, solutions are offered to revitalize democracy as the best form of government. The book demonstrates how mass society politics operates, with intermediate institutions of civil society (media, pressure groups, political parties) no longer transmitting the will of the people to government but instead are concerned with corporate interests and have developed oligarchical mindsets. Lyndon Johnson invaded the Dominican Republic. Richard Nixon sponsored a coup attempt in Chile. Ronald Reagan waged covert warfare in Nicaragua. Nearly a dozen times during the Cold War, American presidents turned their attention from standoffs with the Soviet Union to intervene in Latin American affairs. In each instance, it was declared that the security of the United States was at stake-but, as Michael Grow demonstrates, these actions had more to do with flexing presidential muscle than responding to imminent danger. From Eisenhower's toppling of Arbenz in Guatemala in 1954 to Bush's overthrow of Noriega in Panama in 1989, Grow casts a close eye on eight major cases of U.S. intervention in the Western Hemisphere, offering fresh interpretations of why they occurred and what they signified. The case studies also include the Bay of Pigs fiasco, Reagan's invasion of Grenada in 1983, and JFK's little-known 1963 intervention against the government of Cheddi Jagan in British Guiana. Grow argues that it was not threats to U.S. national security or endangered economic interests that were decisive in prompting presidents to launch these interventions. Rather, each intervention was part of a symbolic geopolitical chess match in which the White House sought to project an image of overpowering strength to audiences at home and abroad-in order to preserve both national and presidential credibility. As Grow also reveals, that impulse was routinely reinforced by local Latin American elites-such as Chilean businessmen or opposition Panamanian politicians-who actively promoted intervention in their own self-interest. LBJ's loud lament—“What can we do in Vietnam if we can't clean up the Dominican Republic?”—reflected just how preoccupied our presidents were with proving that the U.S. was no paper tiger and that they themselves were fearless and forceful leaders. Meticulously argued and provocative, Grow's bold reinterpretation of Cold War history shows that this special preoccupation with credibility was at the very core of our presidents' approach to foreign relations, especially those involving our Latin American neighbors.
