Parliamentary democracy involves a never-ending cycle of elections, government formations, and the need for governments to survive in potentially hostile environments. These conditions require members of any government to make decisions on a large number of issues, some of which sharply divide them. Officials resolve these divisions by 'logrolling'– conceding on issues they care less about, in exchange for reciprocal concessions on issues to which they attach more importance. Though realistically modeling this 'governance cycle' is beyond the scope of traditional formal analysis, this book attacks the problem computationally in two ways. Firstly, it models the behavior of “functionally rational” senior politicians who use informal decision heuristics to navigate their complex high stakes setting. Secondly, by applying computational methods to traditional game theory, it uses artificial intelligence to model how hyper-rational politicians might find strategies that are close to optimal.

This book explores the extent to which fuzzy set logic can overcome some of the shortcomings of public choice theory, particularly its inability to provide adequate predictive power in empirical studies. Especially in the case of social preferences, public choice theory has failed to produce the set of alternatives from which collective choices are made. The book presents empirical findings achieved by the authors in their efforts to predict the outcome of government formation processes in European parliamentary and semi-presidential systems. Using data from the Comparative Manifesto Project (CMP), the authors propose a new approach that reinterprets error in the coding of CMP data as ambiguity in the actual political positions of parties on the policy dimensions being coded. The range of this error establishes parties’ fuzzy preferences. The set of possible outcomes in the process of government formation is then calculated on the basis of both the fuzzy Pareto set and the fuzzy maximal set, and the predictions are compared with those made by two conventional approaches as well as with the government that was actually formed. The comparison shows that, in most cases, the fuzzy approaches outperform their conventional counterparts.

In theory, popular control could be achieved through a process entirely driven by supply-side politics, with omniscient and strategic political parties converging on the median voter's policy preference at every turn. The more realistic view taken here portrays democracy as an ongoing series of give and take between political parties' policy supply and a mass public's policy demand. Over the past five centuries, advances in Western understanding of and control over the material world have strongly influenced European responses to non-Western peoples and cultures. In Machines as the Measure of Men, Michael Adas explores the ways in which European perceptions of their scientific and technological superiority shaped their interactions with people overseas. Adopting a broad, comparative perspective, he analyzes European responses to the cultures of sub-Saharan Africa, India, and China, cultures that they judged to represent lower levels of material mastery and social organization. Beginning with the early decades of overseas expansion in the sixteenth century, Adas traces the impact of scientific and technological advances on European attitudes toward Asians and Africans and on their policies for dealing with colonized societies. He concentrates on British and French thinking in the nineteenth century, when, he maintains, scientific and technological measures of human worth played a critical role in shaping arguments for the notion of racial supremacy and the "civilizing mission" ideology which were used to justify Europe's domination of the globe. Finally, he examines the reasons why many Europeans grew dissatisfied with and even rejected this gauge of human worth after World War I, and explains why it has remained important to Americans. Showing how the scientific and industrial revolutions contributed to the development of European imperialist ideologies, Machines as the Measure of Men highlights the cultural factors that have nurtured disdain for non-Western accomplishments and value systems. It also indicates how these attitudes, in shaping policies that restricted the diffusion of scientific knowledge, have perpetuated themselves, and contributed significantly to chronic underdevelopment throughout the developing world.
