To aid research in crisis management, we reviewed the literature pertaining to synchronous, non-collocated, cross-organizational, time-sensitive collaboration. We examined the theoretical constructs that researchers have proposed for collaborative systems and determined that several of these, such as common ground and awareness theory, have particular applicability to crisis management. We reviewed collaboration models that were developed to provide frameworks for understanding the multiple facets of technological support to group work. Because teams normally need to come to a common understanding of the situation and the relevant decisions, we examined research in team awareness, sensemaking and decision-making. Types of group tasks affect technology use and adoption, so we considered the literature surrounding these topics, as well, before turning to case studies of new collaboration technologies. We end with our assessment of the findings most relevant to developing new crisis management collaboration approaches, including procedures, needed functionality, and candidate capabilities.

In qualitative research, one can often hear the statement that research results are just (social) constructions. In criminal cases and in court hearings, we tend to expect that the true sequence of events has to be found rather than just any story. Here the author shows that qualitative social research can be conducted in the manner of police work or court proceedings. He does so by exhibiting how short pieces of transcriptions can be approached to uncover who, when, where, and how participated, what kind of social situation produced the transcription, and so on without any background knowledge other than that talk itself. Commenting on transcriptions of a researcher in the course of doing rigorous data analysis, readers learn doing ethnographically adequate accounts and critical institutional ethnography “at the elbow” of an experienced practitioners. Further topics include the role of turn sequences, the ethnomethods of knowledge-power and institutional relations, the documentary method of interpretation, and time-sensitive social analysis.

It evaluates options available to seniors, their aids, for and not-for and for-profit organizations and government to reduce vulnerability to hazard events. These include coordinated planning, risk assessment, regulations and guidelines, education, and other risk management efforts. Using interviews with experts, cases studies, especially of Superstorm Sandy, and literature, it culls best practice and identify major gaps. It is original and successful in making the connection between the growing group of vulnerable US seniors, environmental events, and risk management practices in order to isolate the most effective lessons learned.

Such approaches extend the implications of dialogue beyond the boundaries of literary theory, to anthropology, philosophy, linguistics, and cultural studies.
