In September 1980, the Special Programme Panel on Systems Sciences of the North Atlantic Treaty Organization (NATO) sponsored an Advanced Research Institute (ARI) on "Systems Analysis in Urban Policy-Making and Planning" which was held at New College, Univer sity of Oxford, from 21st to 27th September. This week-long meeting brought together 35 invited delegates from most countries of the NATO Alliance to discuss the impact which syst~ms analysis has had and is likely to have on urban affairs. The manuscript was submitted to the publisher in June of 1982. Although the goal of the ARI was to assess the impact of urban systems analysis as seen through the eyes of those closely involved in such work, the meeting also addressed opportunities for future research and development, and therefore in this book we have attempted to synthesize discussions at the meeting with this in mind. But before we describe the structure of this book, it is worth recounting in a little more detail the intentions and organi zation of the meeting, for this has had an important effect on the type of papers produced here, the way they have been written, and the issues they address.

Since the first edition of this volume was published in 1976, interest in the problem of intelligence in general and infant intelligence in particu lar has continued to grow. The response to the first edition was hearten ing: many readers found it a source of information for the diverse areas of study in infant intelligence. Because of the success of that volume, we have decided to issue a second edition. This edition is in many ways both similar to and different from the first. Its similarity lies in the fact that many of the themes and many of the contributors remain the same. Its difference can be found in the updating of old chapters and the addition of several new ones. Taken together, the chapters present a rounded picture of the cen tral issues in infant intelligence. Because the aim was to present a picture of the issues, no attempt, other than the selection of authors and themes, can be made to integrate these chapters into a single coherent whole. In large part, this reflects the diversity of study found in the area of early intellectual behavior. Rather than having a comprehensive theo ry of infant intelligence, the field abounds with a series of critical ques tions. To unite these chapters into some coherence, it will be necessary to articulate what these issues might be. Five major themes run through out the field of infant intelligence and thus through this volume.

Since the first edition of this book was published there have been considerable changes in continuing care. NHS nursing homes have been created, enthusiasts have developed new initiatives, and attempts have been made to improve attitudes. The recent White Paper on Community Care is likely to accelerate the transfer of large numbers of elderly patients from long-stay hospital beds to private-sector accommodation: a move often accompanied by much anxiety about standards of care. Although Health Authorities visit private nursing homes and apply the National Association of Health Authorities' standards to them, anxieties continue. Unfortunately for the patients who remain in hospital, many Health Authorities seem reluctant to apply these same standards to their own long-stay departments, since many would fail abysmally. The 1987 annual report of the Health Advisory Service (see Chapter 3) presents a damning indictment of the care given to old people: A recent review of twelve consecutive HAS Reports on services for older people in hospitals shows that long-stay wards consistently offered environments which were unable to offer privacy, homely surroundings, personal space and possessions or adequate furniture. In the twelve districts there was not one comprehensive personalised clothing service. Half of the reports commented on the lack of effec tive management of continence. Catering was often provided according to the needs of the institution rather than those of the resident patients.

The Market of Virtue - Morality and Commitment in a Liberal Society is a contribution to the present controversy between liberalism and communitarianism. This controversy is not only confined to academic circles but is becoming of increasing interest to a wider public. It has become popular again today to criticize a liberal market society as being a society in which morality and virtues are increasingly being displaced by egoism and utility maximization. According to this view the competition between individuals and the dissolution of community ties erode the respect for the interests of others and undermine the commitment to the common good. The present book, however, develops quite a different picture of a liberal society. An analysis of its fundamental principles shows that anonymous market-relations and competition are by no means the only traits of a liberal society. Such a society also provides the framework for freedom of cooperation and association. It gives its citizens the right to cooperate with other people in pursuit of their own interests. Just as the rivalry between competitors is a basic element of a liberal society so is the cooperation between partners. Thus not only self-centred individualism is rewarded. The main part of the book explains how the freedom to cooperate and to establish social ties lays the empirical foundation for the emergence of civil virtues and moral integrity. It is the basic insight of this analysis that it can no longer be maintained that a liberal society is incapable of producing moral attitudes and social commitment. If a civil society can develop under a liberal order, then one can reckon with citizens who voluntarily contribute to public goods and who commit themselves of their own accord to the society, its constitution and institutions. However this book not only develops further arguments for the current debate between liberalism and communitarianism by explaining the emergence of morality and virtue in a market society. It also provides new aspects for the present theoretical and methodological controversies over the fundaments of the social sciences and contributes to the advancement of the modern individualistic approach in social theory. In this context it aims especially at an improvement of a sociological model of behaviour.
