How professionalization and scholarly “rigor” made social scientists increasingly irrelevant to US national security policy To mobilize America’s intellectual resources to meet the security challenges of the post–9/11 world, US Secretary of Defense Robert M. Gates observed that “we must again embrace eggheads and ideas.” But the gap between national security policymakers and international relations scholars has become a chasm. In Cult of the Irrelevant, Michael Desch traces the history of the relationship between the Beltway and the Ivory Tower from World War I to the present day. Recounting key Golden Age academic strategists such as Thomas Schelling and Walt Rostow, Desch’s narrative shows that social science research became most oriented toward practical problem-solving during times of war and that scholars returned to less relevant work during peacetime. Social science disciplines like political science rewarded work that was methodologically sophisticated over scholarship that engaged with the messy realities of national security policy, and academic culture increasingly turned away from the job of solving real-world problems. This highly readable new collection of thirty pieces by Michael Oakeshott, almost all of which are previously unpublished, covers every decade of his intellectual career, and adds significantly to his contributions to the philosophy of historical understanding and political philosophy, as well as to the philosophy of education and aesthetics. The essays were intended mostly for lectures or seminars, and are consequently in an informal style that will be accessible to new readers as well as to those already well acquainted with Oakeshott's works. Early pieces include a long essay ‘On the Relations of Philosophy, Poetry, and Reality', and Oakeshott’s comments on ‘The Cambridge School of Political Science’ through which he himself had passed as an undergraduate. The collection also reproduces a substantial wartime essay ‘On Peace with Germany’. There are two new essays on the philosophy of education, and the essay which gives the work its title, ‘What is History?’, is just one of over half a dozen discussions of the nature of historical knowledge. Oakeshott’s later sceptical, ‘hermeneutic’, thought is also well represented by pieces such as ‘What is Political Theory?’ and ‘The Emergence of the History of Thought.’ Reviews of books by English and European contemporaries such as Butterfield, Hayek, Voegelin, and Arendt also help to place him in context more clearly than before. The book will be indispensable for all Oakeshott’s readers, no matter which area of his thought concerns them most.

They put concerts on and sold handcrafted items made by themselves making donations to Dr Barnardo’s Homes. The accent was on hard work and fun. Pat Stacey compiled log books with hand written essays by the girls so the story is written by them. Michael Parkinson has completed the picture by researching and writing histories of Ovaltine, Barnardo’s and the Youth Hostel Association – all important to Pat and the girls.

At its core this myth embodies the Trudeauian ideal of Canadian society - one that features a constitution that empowers impartial judges at the expense of politically motivated legislators; one that allows each individual to enjoy a uniform range of rights, freedoms, and means of belonging to the larger Canadian society; and one that seeks to ensure the primacy of the national government rather than the provincial. Trudeau called his vision the Just Society. But justice is an illusive and amorphous concept. Defining it, much less institutionalizing it, is fraught with risk. In modern liberal democracies, justice is typically understood as the product of some mix of liberty and equality, process and substance, with the amount of each component varying according to taste. It is not unusual for political actors to seek to institutionalize their own formulas for justice, but it is also not reasonable to expect these formulas to go unchallenged. An atmospheric phenomenon is considered as 'explained' when we have succeeded in deducing it on the basis of accepted principles of physics. (H. Ertel, Methods and problems of dynamical meteorolo gy,p. l) Until recently, noctilucent clouds were regarded merely as a curious atmos pheric phenomenon, the occurrence of which aroused only limited scientific attention. However, in the last two decades the interest they have been given has markedly increased. The clouds, usually pale blue in colour, may be seen on a clear night at high latitudes. Typical examples are illustrated in the book. Clouds looking like these in daytime would be classified as cirrostratus. What sets noctilucent clouds apart is their occurrence in the middle of the night, their very obvious pale blue colour, and their disappearance into the dawn close to the onset of civil twilight when the Sun is 6° below the horizon. as being set apart from ordinary Noctilucent clouds were first recognized clouds in 1884/1885 and in a series of sightings that followed their return in the summer of 1885. That year marked the beginning of observations and the interpretation of twilight phenomena. The impetus came from the extraordi nary Krakatoa eruption, which was not only one of the most spectacular volcanic eruptions in recorded history, but which also turned out to be a startling event in atmospheric science with repercussions even in our time.

Winner of the Harold Adams Innis Prize, Politics and Ideology in Canada examines a period of crucial historical change in Canada, beginning in the mid-1970s when the crisis of the Keynesian welfare state precipitated a transition to a new political order based on the progressive "downsizing" of state involvement in the economy and society. Using class and ideology as key concepts, Michael Ornstein and Michael Stevenson examine this transition in terms of the nature of hegemony and hegemonic crisis and the conditions of political order and instability. These concepts guide the interpretation of three large surveys of representative samples of the Canadian public and two unique elite surveys, conducted between 1975 and 1981. The surveys cover an exceptionally broad spectrum of political issues, including social programs, civil and economic rights, economic policy, foreign ownership, labour relations, and language issues and sovereignty. A wide-ranging analysis of public and elite attitudes reveals a hegemonic order through the early 1980s, built around public support for the institutions of the Canadian welfare state. But there was also widespread public alienation from politics. Public opinion was quite strongly linked to class but not to party politics. Regional variation in political ideology on a broad range of issues was less pronounced than differences between Quebec and English Canada. Much deeper ideological divisions separated the elites, with a dramatic polarization between corporate and labour respondents. State elites fell between these two, though generally more favourable to capital. The responses of the business elites reveal the ideological roots of the Mulroney years in support for cuts in social programs, free trade, privatization, and deregulation.
