Cultural Theory argues that there are five ways of organizing (voices): the hierarchical (e.g. the Government), the egalitarian (e.g. Greenpeace), the individualistic (e.g. the markets), the fatalistic (nothing will make any difference) and the autonomous (deliberate avoidance of the coercive involvement in the other four). Each approach is a way of disorganising the other four, and without the other four it would have nothing to organize itself against. We may believe that one of these perspectives is the right one and that any interaction with opposing views is a messy and unwelcome contradiction. But, using a range of examples and analogies, the author shows that what is needed is to reach the best outcome is constructive and argumentative engagement between these approaches - the democratisation, in other words, of processes. And in order to actually do that democratising, we have to avoid silencing any of the voices. In this way each approach gets more of what it wants and less of what it doesn't want. The importance of Cultural Theory is brought into focus through case studies (UNEP, DfID, Shell, the World Bank, Nepal, Arsenal Football Club, to name a few) that illustrate the dynamics of this engagement and how it can enable responsible and enlightened action on challenging issues.

The fighting on the first day at Gettysburg on July 1, 1863, was unexpected, heavy, confusing, and in many ways, decisive. Much of it consisted of short and often separate simultaneous engagements or “firefights,” a term soldiers often use to describe close, vicious, and bloody combat. Several books have studied this important inaugural day of Gettysburg, but none have done so from the perspective of the rank and file of both armies. John Michael Priest’s “Strong Men of the Regiment Sobbed Like Children”: John Reynolds’ I Corps at Gettysburg on July 1, 1863 rectifies this oversight in splendid style. When dawn broke on July 1, no one on either side could have conceived what was about to take place. Anticipating a fight and with a keen appreciation for terrain, Brig. Gen. John Buford deployed his Union cavalry in a giant arc north and west of Gettysburg to slow down any Confederate advance until Maj. Gen. John Reynolds could bring up his infantry. By the time the foot soldiers of the I Corps arrived, A. P. Hill’s heavy Confederate formations had pushed back the troopers from the west. Richard Ewell’s troops would soon arrive from the north, threatening the town and its key road network. Reynolds, who would die early in the fighting, poured his troops in as they arrived. The road system and undulating ground broke up command control, and the various ridges, tall ground cover, and powder smoke made target recognition difficult. Brigades and regiments often engaged on their own initiatives without the direction of a division or corps commander. The men of both armies fought with determination born of desperation, valor, and fear. By the time the fighting ended, the I Corps was in shambles and in pell-mell retreat for Cemetery Hill. Its bold stand, together with the XI Corps north of town, bought precious hours for the rest of the Army of the Potomac to arrive and occupy good defensive ground. Priest, who Edwin Bearss hailed as “the Ernie Pyle of the Civil War,” spent a decade researching this study and walking the ground to immerse readers into the uncertain world of the rank-and-file experience. He consulted more than 300 primary sources, including letters, diaries, memoirs, newspaper accounts, recollections, casualty lists, and drill manuals to present the battle from the ground up. Nineteen detailed regimental-level maps illustrate the ebb and flow of the battle. The result is a fast-paced narrative sure to please the most demanding students of the Civil War. The footnotes alone are worth the price of admission. Readers will close the book with a full understanding of why a veteran New Yorker spoke for the survivors of both armies when he wrote, “Strong men of the regiment sobbed like children.”

The current movement toward more and better research experiences for undergraduates has spread across disciplines in the arts, humanities, science, mathematics, and engineering beyond the “research university” to the full range of post-secondary institutions of higher education. Along with this spread of practice is the need to take stock of the programs and make use of evaluation to inform program improvement and to communicate an understanding of the worth of the program to funders, institutional administrators, faculty/mentors, and students. The main aim of the book is to provide a practical guide for planning an evaluation of an undergraduate experience program. The intent is to enable a program director to plan with a team consisting of an internal evaluator and program staff, a systematic and rigorous study of the program (processes, products, organizational dynamics, etc.) including the gathering and analysis of information that is context-sensitive, and connected to an argument and justification for descriptive, causal, and practice-useful claims. It is useful for a program director to contract with an evaluator. It is specific to the field of undergraduate research experience while being useful for other fields. It places strong emphasis on how to find and specify evaluation questions that yield information that has high leverage for program improvement and demonstrating the effectiveness and worth of the program. A measure of attitude toward evaluation allows you to reflect on your leanings evaluation orientations such as formative/summative, process/product, preordinate goals/emergent goals, and other characteristics of approaches to and confidence in evaluation. The main readership is targeted to directors and developers of undergraduate research experience programs. While the examples are mainly in the undergraduate research experience, it will be found useful for instructors of courses in project evaluation and beginning level evaluators. The usefulness of the book is enhanced by a checklist in the final chapter that integrates the approaches from throughout the book referencing the earlier discussions.
