A study of the powerful impact that sugar had on U.S.-Dominican relations as the primary vehicle of reciprocal manipulation from 1958 to 1962, Sugar and Power examines the development of the sugar industry in the Dominican Republic. Hall uncovers new evidence that supports the belief that U.S.-Latin American relations during this period were frequently a two-way street, with the United States reacting to Latin American initiatives just as frequently as Latin Americans responded to American initiatives. Both Eisenhower and Kennedy used sugar quota legislation as a foreign policy tool. At the same time, the Trujillo regime played upon Washington's fear of communism in response to the Cuban revolution to obtain an expanded sugar quota. Drawing heavily on U.S. and Dominican government documents, this study argues that the U.S. initiated economic sanctions against Trujillo to gain hemispheric support against Castro's Cuban revolution. Kennedy expanded those sanctions in an attempt to push the Dominican Republic along the path toward democracy. Although Juan Bosch's election at the end of 1962 and the allotment of a generous sugar quota indicated the apparent success of U.S. foreign policy toward the Dominican Republic, the overthrow of Bosch in 1963 indicated that the path toward democracy was longer than American policy makers had anticipated. This case study in the role of economic coercion in U.S.-Latin American relations during the Cold War tries to present a balanced account of both sides of the story.

Latin American societies were created as pre-industrial colonies, that is, peoples whose cultures and racial makeup were largely determined by having been conquered by Spain or Portugal. In all these societies, a colonial heritage created political and social attitudes that were not conducive to the construction of democratic civil societies. And yet, Latin America has a public life--not merely governments, but citizens who are actively involved in trying to improve the lives and welfare of their populations. Monteon focuses on the relation of people's lifestyles to the evolving pattern of power relations in the region. Much more than a basic description of how people lived, this book melds social history, politics, and economics into one, creating a full picture of Latin American life. There are two poles or markers in the narrative about people's lives: the cities and the countryside. Cities have usually been the political and cultural centers of life, from the conquest to the present. Monteon concentrates on cities in each chronological period, allowing the narrative to explain the change from a religiously-centered life to the secular customs of today, from an urban form organized about a central plaza and based on walking, to one dominated by the automobile and its traffic. Each chapter relates the connections between the city and its countryside, and explains the realities of rural life. Also discussed are customs, diets, games and sports, courting and marriage, and how people work.

Though Michel Foucault is one of the most important thinkers of the twentieth century, little is known about his early life. Even Foucault’s biographers have neglected this period, preferring instead to start the story when the future philosopher arrives in Paris. Becoming Foucault is a historical reconstruction of the world in which Foucault grew up: the small city of Poitiers, France, from the 1920s until the end of the Second World War. Beyond exploring previously unexamined aspects of Foucault’s childhood, including his wartime ordeals, it proposes an original interpretation of Foucault’s oeuvre. Michael Behrent argues that Foucault, in addition to being a theorist of power, knowledge, and selfhood, was also a philosopher of experience. He was a thinker intent on making sense of the events that he lived through. Behrent identifies four specific experiences in Foucault’s childhood that exercised a decisive influence on him and that, in various ways, he later made the subject of his philosophy: his family’s deep connections to the medical profession; his upbringing in a bourgeois household; the German Occupation during World War II; and his Catholic education. Behrent not only reconstructs the specific nature of these experiences but also shows how reference to them surfaces in Foucault’s later work. In this way, the book both sheds light on a formative period in the philosopher’s life and offers a unique interpretation of key aspects of his thought.

In those years, wealthy Mexicans moved away from the Zócalo, the city's traditional center, to western suburbs where they sought to imitate European and American ways of life. At the same time, poorer Mexicans, many of whom were peasants, crowded into eastern suburbs that lacked such basic amenities as schools, potable water, and adequate sewerage. These slums looked and felt more like rural villages than city neighborhoods. A century—and some twenty million more inhabitants—later, Mexico City retains its divided, robust, and almost labyrinthine character. In this provocative and beautifully written book, Michael Johns proposes to fathom the character of Mexico City and, through it, the Mexican national character that shaped and was shaped by the capital city. Drawing on sources from government documents to newspapers to literary works, he looks at such things as work, taste, violence, architecture, and political power during the formative Díaz era.
