Mike Bayer's book, "The Blue Planet: Informal International Police Networks and National Intelligence," makes a powerful argument for why the United States needs to make better use of its federal law enforcement agencies abroad as an integral part of our national counterterrorism strategy. Bayer's book criticizes the primacy of the military/intelligence model in our foreign counterintelligence strategy, arguing that the counterterrorism role reserved for the FBI makes insufficient use of the global networking capabilities of our many other American law enforcement agencies abroad. Bayer's book makes an important contribution to the literature on international governmental networks, such as the work of Anne-Marie Slaughter and Kal Raustiala, describing the unique ability that informal networks of cooperating law enforcement agencies have to collect information about local conditions and local communities that may prove crucial in identifying terrorist threats and preventing terrorist attacks. Bayer argues that such networks have proven immensely successful in investigating organized crime, but that these capabilities have been underused against international terrorist networks. By virtue of their omnipresence around the globe, police are "natural anticipatory collectors" of vast amounts of information. They are for that reason well-placed to detect suspicious activities, particularly given the overlap between terrorist cells and criminal networks. Law enforcement personnel have a unique ability to draw on trust and a common culture with their counterparts in other countries, resulting in a regular informal interchange of useful information. Building on the work of Mathieu Deflem, Bayer recognizes the particular advantage that the police enjoy by virtue of their professional autonomy and relative independence from the centers of political decision-making. This book examines transnational civil society-based democracy-promoting resistance activities in Asia in a global era, focusing on the cases of Myanmar and Palestine. The work contributes to our understanding of the nexus between globalization, power and democracy by examining: (i) the ways in which globalization/global governance are influencing various resistance practices of the civil societies in Myanmar and Palestine, and what this means for local democracy promotion; and (ii) the ways in which these two civil societies influence and have a democracy-promoting impact on their respective communities. It is guided by the overarching question of how civil society-based resistance contributes to local democracy in Myanmar and Palestine. The book is structured as follows: both civil resistance cases begin with an overview of each country’s non-violent resistance history, and the findings are then presented for the two cases, i.e., the pro-democracy movements in the Saffron uprising in Myanmar and the Bil’in village struggle against the Israeli Security Barrier plans to build through their farmlands. Then follows a presentation of the life-story interview made with two members from the respective campaigns. A concluding chapter proposes some new theoretical insights for how civil resistance can impact on democracy. The book empirically and theoretically contributes to our understanding of how civil society-based resistance and democracy interrelate in a global era. This book will be of much interest to students of civil resistance, democracy, Asian studies, Middle Eastern studies and international relations in general.

These proceedings are from the Tenth International Conference on Representations of Algebras and Related Topics (ICRA X) held at The Fields Institute. In addition to the traditional ``instructional'' workshop preceding the conference, there were also workshops on ``Commutative Algebra, Algebraic Geometry and Representation Theory'', ``Finite Dimensional Algebras, Algebraic Groups and Lie Theory'', and ``Quantum Groups and Hall Algebras''. These workshops reflect the latest developments and the increasing interest in areas that are closely related to the representation theory of finite dimensional associative algebras. Although these workshops were organized separately, their topics are strongly interrelated. The workshop on Commutative Algebra, Algebraic Geometry and Representation Theory surveyed various recently established connections, such as those pertaining to the classification of vector bundles or Cohen-Macaulay modules over Noetherian rings, coherent sheaves on curves, or ideals in Weyl algebras. In addition, methods from algebraic geometry or commutative algebra relating to quiver representations and varieties of modules were presented. The workshop on Finite Dimensional Algebras, Algebraic Groups and Lie Theory surveyed developments in finite dimensional algebras and infinite dimensional Lie theory, especially as the two areas interact and may have future interactions. The workshop on Quantum Groups and Hall Algebras dealt with the different approaches of using the representation theory of quivers (and species) in order to construct quantum groups, working either over finite fields or over the complex numbers. In particular, these proceedings contain a quite detailed outline of the use of perverse sheaves in order to obtain canonical bases. This is then applied to various cohomology theories in algebra and topology. The volume could be used as a text for a course that combines homological algebra and algebraic topology. Required background includes a standard course in abstract algebra and some knowledge of topology. The volume contains many exercises. It is also suitable as a reference work for researchers.

It is often claimed that the case against genetically modified (GM) crops and foods is based on emotion, not science, and that to oppose GM crop and food technology is to be anti-science. It is also claimed that GM crops offer higher yields and better nutrition, that they are safe for health and the environment, that they reduce agrochemical use, and that they are needed to feed the world’s growing population. This book, co-authored by two genetic engineers and a writer/researcher, exposes these claims as false, using scientific and other documented evidence. At 164 pages of paperback size, this new condensed version is shorter and more accessible than the authors’ 330-page report by the same name, which has been downloaded over half a million times. The book shows that conventional breeding continues to outstrip GM in developing crops that deliver high yields, better nutrition, and tolerance to extreme weather conditions and poor soils. In agreement with over 400 international experts who co-authored a UN and World Bank-sponsored report on the future of farming, the authors conclude that modern agroecology, rather than GM, is the best path for feeding the world’s current and future populations in a safe and sustainable way.
