The sizeable increase in income inequality experienced in advanced economies and many parts of the world since the 1990s and the severe consequences of the global economic and financial crisis have brought distributional issues to the top of the policy agenda. The challenge for many governments is to address concerns over rising inequality while simultaneously promoting economic efficiency and more robust economic growth. The book delves into this discussion by analyzing fiscal policy and its link with inequality. Fiscal policy is the government’s most powerful tool for addressing inequality. It affects households ‘consumption directly (through taxes and transfers) and indirectly (via incentives for work and production and the provision of public goods and individual services such as education and health). An important message of the book is that growth and equity are not necessarily at odds; with the appropriate mix of policy instruments and careful policy design, countries can in many cases achieve better distributional outcomes and improve economic efficiency. Country studies (on the Netherlands, China, India, Republic of Congo, and Brazil) demonstrate the diversity of challenges across countries and their differing capacity to use fiscal policy for redistribution. The analysis presented in the book builds on and extends work done at the IMF, and also includes contributions from leading academics.

Blackface minstrelsy is associated particularly with popular culture in the United States and Britain, yet despite the continual two-way flow of performers, troupes and companies across the Atlantic, there is little in Britain to match the scholarship of blackface studies in the States. This book concentrates on the distinctively British trajectory of minstrelsy. The historical study and cultural analysis of minstrelsy is important because of the significant role it played in Britain as a form of song, music and theatrical entertainment. Minstrelsy had a marked impact on popular music, dance and other aspects of popular culture, both in Britain and the United States. Its impact in the United States fed into significant song and music genres that were assimilated in Britain, from ragtime and jazz onwards, but prior to these influences, minstrelsy in Britain developed many distinct features and was adapted to operate within various conventions, themes and traditions in British popular culture. Pickering provides a convincing counter-argument to the assumption among writers in the United States that blackface was exclusively American and its British counterpart purely imitative. Minstrelsy was not confined to its value as song, music and dance. Jokes at the expense of black people along with demeaning racial stereotypes were integral to minstrel shows. As a form of popular entertainment, British minstrelsy created a cultural low-Other that offered confirmation of white racial ascendancy and imperial dominion around the world. The book attends closely to how this influence on colonialism and imperialism operated and proved ideologically so effective. At the same time British minstrelsy cannot be reduced to its racist and imperialist connections. From the beginning of the sound era until the end of the 1930s, independent movie-making thrived. Many of the independent studios were headquartered in a section of Hollywood called "Poverty Row." Here the independents made movies on the cheap, usually at rented facilities where shooting was limited to only a few days. From Allied Pictures Corporation to Willis Kent Production, 55 Poverty Row Studios are given histories in this book. Some of the studios, such as Diversion Pictures and Cresent Pictures, came into existence for the sole purpose of releasing movies by established stars. Others, for example J.D. Kendis, were early exploitation filmmakers under the guise of sex education. The histories include critical commentary on the studio's output and a filmography of all titles released from 1929 through 1940.

Following the collapse of the former regimes of Eastern and Central Europe and Latin America the choice of all of the democratising countries was to move towards liberal democracy. Likewise in Africa, many authoriatarian regimes seem to be in retreat, perhaps most significantly in South Africa. Democracy seems to be the only valued political system of the late twentieth century, so that even China for example, describes itself as the people's democratic dictatorship. So have we really, as Francis Fukuyama suggested, reached the end of history? Should we not look seriously at the tension between liberalism and democracy which have led to dissatisfaction with the liberal model in countries such as Britain and France? Is it not important to discuss the real problems of stabilisation and survival which the democratising countries are experiencing? This timely collection examines questions of central concern to scholars and practitioners of politics. It looks at both the concept of democracy and the process of democratisation, combining theoretical chapters by historians of ideas and political theorists, with empirical chapters on the process of democratisation in Eastern Europe, China, The Middle East and Latin America, as well as in established democracies such as Britain and France.
