Yet inequality policy is notoriously complex and contested. This book approaches the issue from two linked perspectives. First, a focus on functional requirementshighlights what policymakers think they need to deliver policy successfully, and the gap between their requirements and reality. We identify this gap in relation to the theory and practice of policy learning, and to multiple sectors, to show how it manifests in health, education, and gender equitypolicies. Second, a focus on territorial politics highlights how the problem is interpreted at different scales, subject to competing demands to take responsibility. This contestation and spread of responsibilities contributes to different policy approaches across spatial scales. We conclude thatgovernments promote many separate equity initiatives, across territories and sectors, without knowing if they are complementary or contradictory. This outcome could reflect the fact that ambiguous policy problems and complex policymaking processes are beyond the full knowledge or control ofgovernments. It could also be part of a strategy to make a rhetorically radical case while knowing that they will translate into safer policies. It allows them to replace debates on values, regarding whose definition of equity matters and which inequalities to tolerate, with more technicaldiscussions of policy processes. Governments may be offering new perspectives on spatial justice or new ways to reduce political attention to inequalities.
Consumer Credit and the American Economy examines the economics, behavioral science, sociology, history, institutions, law, and regulation of consumer credit in the United States. After discussing the origins and various kinds of consumer credit available in today's marketplace, this book reviews at some length the long run growth of consumer credit to explore the widely held belief that somehow consumer credit has risen "too fast for too long." It then turns to demand and supply with chapters discussing neoclassical theories of demand, new behavioral economics, and evidence on production costs and why consumer credit might seem expensive compared to some other kinds of credit like government finance. This discussion includes review of the economics of risk management and funding sources, as well discussion of the economic theory of why some people might be limited in their credit search, the phenomenon of credit rationing. This examination includes review of issues of risk management through mathematical methods of borrower screening known as credit scoring and financial market sources of funding for offerings of consumer credit. The book then discusses technological change in credit granting. It examines how modern automated information systems called credit reporting agencies, or more popularly "credit bureaus," reduce the costs of information acquisition and permit greater credit availability at less cost. This discussion is followed by examination of the logical offspring of technology, the ubiquitous credit card that permits consumers access to both payments and credit services worldwide virtually instantly. After a chapter on institutions that have arisen to supply credit to individuals for whom mainstream credit is often unavailable, including "payday loans" and other small dollar sources of loans, discussion turns to legal structure and the regulation of consumer credit. There are separate chapters on the theories behind the two main thrusts of federal regulation to this point, fairness for all and financial disclosure. Following these chapters, there is another on state regulation that has long focused on marketplace access and pricing. Before a final concluding chapter, another chapter focuses on two noncredit marketplace products that are closely related to credit. The first of them, debt protection including credit insurance and other forms of credit protection, is economically a complement. The second product, consumer leasing, is a substitute for credit use in many situations, especially involving acquisition of automobiles. This chapter is followed by a full review of consumer bankruptcy, what happens in the worst of cases when consumers find themselves unable to repay their loans. Because of the importance of consumer credit in consumers' financial affairs, the intended audience includes anyone interested in these issues, not only specialists who spend much of their time focused on them. For this reason, the authors have carefully avoided academic jargon and the mathematics that is the modern language of economics. It also examines the psychological, sociological, historical, and especially legal traditions that go into fully understanding what has led to the demand for consumer credit and to what the markets and institutions that provide these products have become today.
Since 1845, the United States Naval Academy has prepared professional military leaders at its Annapolis, Maryland, campus. Although it remains steeped in a culture of tradition and discipline, the Academy is not impervious to change. Dispelling the myth that the Academy is a bastion of tradition unmarked by progress, H. Michael Gelfand examines challenges to the Naval Academy's culture from both inside and outside the Academy's walls between 1949 and 2000, an era of dramatic social change in American history. Drawing on more than two hundred oral histories, extensive archival research, and his own participatory observation at the Academy, Gelfand demonstrates that events at Annapolis reflect the transformation of American culture and society at large in the Cold War and post-Cold War periods. In eight chapters, he discusses recruiting and minority midshipmen, the end of mandatory attendance at religious services, women's experiences as they sought and achieved admission and later served as midshipmen, and the responses of multiple generations of midshipmen to societal changes, particularly during the Vietnam War era. This cultural history not only sheds light on events at the Naval Academy but also offers a novel perspective on democratic ideals in the United States.

She is blackmailed and kidnapped. The hero’s secret lover is caught in this web. The plot is resolved when the hero and his aides rush to the rescue of the heroine and the lover. Action takes place in Los Angeles, Maracaibo, Paris, Monte Carlo, Ventimiglia and Biarritz.

There are two typical views of energy security and oil crisis, with distinct analytical approaches and policy recommendations, either politics or economics. The geopolitical approach links imports to vulnerability or at least influence, and maintains that reduced oil imports improve security. One of its major weaknesses is the focus on petroleum trade balances among regions and countries as the critical variable, ignoring the fact that oil is a fungible commodity. If necessary, almost any amount of crude oil an be replaced fairly quickly in the event of a single-nation embargo. Economics often directly contradict the geopolitical view, presuming that all trade is done for money, and that specific trade disruptions are irrelevant because oil is a fungible commodity and any disruptions will be resolved through markets. Energy security, according to this view, need only concern itself with the ability of the market to allocate supply efficiently during a disruption. Although consumers often treat short-term price fluctuations as crises, they really represent normal cyclical behavior for a cartelized commodity. Oil crisis are political events, but the primary damage is economic, through the mechanism of oil price chance. Even when supply and consumption are relatively balanced, hoarding can create or exacerbate price increases. A major element that causes hoarding (and price changes in a more general sense) is uncertainty about supply, which is typically worse due to political interference in the market, whether international (as in 1973) or an exogenous event (as in 1979). Future oil crises, while far milder than 1979, can be expected to exceed the experience of 1990 in terms of price increase and related economic damage. Hoarding appears to be the most likely danger, but other elements, including policy mistakes, remain a concern. The passage of time reduces the number of policymakers with experience of oil crises, and raises the likelihood of poor policy choices during future supply disruptions. However, the primary current energy security threat is that of hoarding, give the significant probability of supply disruptions which are just large enough to cause price spikes, and which would be greatly worsened by the wrong inventory behavior. This is pertinent to policy-makers because hoarding is rational behavior during a period of supply uncertainty. Since the political element of supply disruptions creates or magnifies uncertainly about supply and encourages this trend, political intervention to reduce it seems particularly appropriate.

The American prison system has grown tenfold since the 1970s, but crime rates in the United States have not decreased. This doesn't surprise Michael J. Lynch, a critical criminologist, who argues that our oversized prison system is a product of our consumer culture, the public's inaccurate beliefs about controlling crime, and the government's criminalizing of the poor. While deterrence and incapacitation theories suggest that imprisoning more criminals and punishing them leads to a reduction in crime, case studies, such as one focusing on the New York City jail system between 1993 and 2003, show that a reduction in crime is unrelated to the size of jail populations. New species of animal and plant are being discovered all the time. When this happens, the new species has to be given a scientific, Latin name in addition to any common, vernacular name. The Forest Stubfoot Toad Atelopus farci is named after the FARC, a Colombian guerrilla army who found refuge in the toad’s habitat and thereby, it is claimed, protected it. Hoipollo's Bubble-nest Frog Pseudophilautus hoipolloi was named after the Greek for ‘the many’, but someone assumed the reference was to a Dr Hoipollo. Meanwhile, the man who has everything will never refuse an eponym: Sting's Treefrog Dendropsophus stingi is named after the rock musician, in honour of his ‘commitment and efforts to save the rainforest’. Following the success of their Eponym Dictionary of Reptiles, the authors have joined forces to give amphibians a similar treatment. They have tracked down 1,609 honoured individuals and composed for each a brief, pithy biography. In some cases these are a reminder of the courage of scientists whose dedicated research in remote locations exposed them to disease and even violent death.
