A longitudinal study of race relations in a major southern city, Macon Black and White examines the ways white and black Maconites interacted over the course of the entire twentieth century. Beginning in the 1890s, in what has been called the nadir of race relations in America, Andrew M. Manis traces the arduous journey toward racial equality in the heart of Central Georgia. The book describes how, despite incremental progress toward that goal, segregationist pressures sought to silence voices for change on both sides of the color line. First exploration of Lincoln’s relationship with the Native population in more than four decades President Abraham Lincoln ordered the largest mass execution of Indigenous people in American history, following the 1862 uprising of hungry Dakota in Minnesota and suspiciously speedy trials. He also issued the largest commutation of executions in American history for the same act. But there is much more to the story of Lincoln’s interactions and involvement, personal and political, with Native Americans, as Michael S. Green shows. His evenhanded assessment explains how Lincoln thought about Native Americans, interacted with them, and was affected by them. Although ignorant of Native customs, Lincoln revealed none of the hatred or single-minded opposition to Native culture that animated other leaders and some of his own political and military officials. Lincoln did far too little to ease the problems afflicting Indigenous people at the time, but he also expressed more sympathy for their situation than most other politicians of the day. Still, he was not what those who wanted legitimate improvements in the lives of Native Americans would have liked him to be. At best, Lincoln’s record is mixed. He served in the Black Hawk War against tribes who were combating white encroachment. Later he supported policies that exacerbated the situation. Finally, he led the United States in a war that culminated in expanding white settlement. Although as president, Lincoln paid less attention to Native Americans than he did to African Americans and the Civil War, the Indigenous population received considerably more attention from him than previous historians have revealed. In addition to focusing on Lincoln’s personal and familial experiences, such as the death of his paternal grandfather at the hands of Indians, Green enhances our understanding of federal policies toward Native Americans before and during the Civil War and how Lincoln’s decisions affected what came after the war. His patronage appointments shaped Indian affairs, and his plans for the West would also have vast consequences. Green weighs Lincoln’s impact on the lives of Native Americans and imagines what might have happened if Lincoln had lived past the war’s end. More than any many other historians, Green delves into Lincoln’s racial views about people of color who were not African American.
Many accounts of the secession crisis overlook the sharp political conflict that took place in the Border South states of Delaware, Kentucky, Maryland, and Missouri. Michael D. Robinson expands the scope of this crisis to show how the fate of the Border South, and with it the Union, desperately hung in the balance during the fateful months surrounding the clash at Fort Sumter. During this period, Border South politicians revealed the region's deep commitment to slavery, disputed whether or not to leave the Union, and schemed to win enough support to carry the day. Although these border states contained fewer enslaved people than the eleven states that seceded, white border Southerners chose to remain in the Union because they felt the decision best protected their peculiar institution. Robinson reveals anew how the choice for union was fraught with anguish and uncertainty, dividing families and producing years of bitter internecine violence. Letters, diaries, newspapers, and quantitative evidence illuminate how, in the absence of a compromise settlement, proslavery Unionists managed to defeat secession in the Border South.
In recent years, as government agencies have encouraged faith-based organizations to help ensure social welfare, many black churches have received grants to provide services to their neighborhoods’ poorest residents. This collaboration, activist churches explain, is a way of enacting their faith and helping their neighborhoods. But as Michael Leo Owens demonstrates in God and Government in the Ghetto, this alliance also serves as a means for black clergy to reaffirm their political leadership and reposition moral authority in black civil society. Drawing on both survey data and fieldwork in New York City, Owens reveals that African American churches can use these newly forged connections with public agencies to influence policy and government responsiveness in a way that reaches beyond traditional electoral or protest politics. Enough of Experts: Expert Authority in Crisis analyses the challenges and threats to expert authority in neoliberal political economies and societies. It focuses upon the deep-seated political, economic, social and cultural transformations which have fundamentally destabilized and eroded the institutional foundations of expert authority over more than four decades. The book critically assesses the orthodox or ‘received’ model of expert authority as it has come under escalating pressures from a nexus of ideological, organizational, technological and cultural changes that have radically weakened the former’s core ‘institutional logic’ and practical efficacy. It also looks forward to a range of ‘expert futures’ in which expert groups and organizations decline in power and status as their prevalence proliferates to a stage where they become ubiquitous in neoliberal regimes. Finally, the book presents an alternative reflexive model of expert authority and governance that is grounded in the ‘dynamics of contestation and trust’ and stands in direct contrast to the orthodox, rational model.
Police are required to obey the law. While that seems obvious, courts have lost track of that requirement due to misinterpreting the two constitutional provisions governing police conduct: the Fourth and Fourteenth Amendments. The Fourth Amendment forbids "unreasonable searches and seizures" and is the source of most constitutional constraints on policing. Although that provision technically applies only to the federal government, the Fourteenth Amendment, ratified in the wake of the Civil War, has been deemed to apply the Fourth Amendment to the States. This book contends that the courts’ misinterpretation of these provisions has led them to hold federal and state law enforcement mistakenly to the same constitutional standards. The Fourth Amendment was originally understood as a federalism, or “states’ rights,” provision that, in effect, required federal agents to adhere to state law when searching or seizing. Thus, applying the same constraint to the States is impossible. Instead, the Fourteenth Amendment was originally understood in part as requiring that state officials (1) adhere to state law, (2) not discriminate, and (3) not be granted excessive discretion by legislators. These principles should guide judicial review of modern policing. Instead, constitutional constraints on policing are too strict and too forgiving at the same time. In this book, Michael J.Z. Mannheimer calls for a reimagination of what modern policing could look like based on the original understandings of the Fourth and Fourteenth Amendments.

Charles Cooper, a timid, retiring, weak-voiced, sickly and barely successful English barrister, accepted appointment as Judge in South Australia in 1839.A sound rather than a brilliant lawyer, duty was his watchword, evangelical churchmanship his consolation. For 17 years, he trudged on through illness and the meanness of the Colonial Office which saw him one of the worst paid judges on colonial service. In 1856 he was recognized at last with appointment as the Province's first Chief Justice.Dr Bennett shows that the appointment was well merited. In a strong re-evaluation, Cooper is shown to have been a good and effective judge, whose puny modern reputation has been shaped too much by the distorted, politically based, views of critics of his day.His early years on the Bench required him to grapple with the problem of trying to apply English law to the indigenous people. He brought peace to a querulous legal profession and did much to reverse entrenched community contempt for authority existing in Adelaide on his arrival.His workload was enormous. He remained the only judge until 1850 and thereafter he found himself often in collision with the eccentric and irrepressible Benjamin Boothby (appointed puisne judge in 1853). Sick and exhausted, Sir Charles Cooper retired to England on a pension in 1861. There he regained his health and survived to the age of 92, a further 26 years. He had supported the explorations of Charles Sturt who named the legendary Cooper's Creek in his honour.

The Dialect of Modernism uncovers the crucial role of racial masquerade and linguistic imitation in the emergence of literary modernism. Rebelling against the standard language, and literature written in it, modernists, such as Joseph Conrad, Gertrude Stein, T.S. Eliot, Ezra Pound, and William Carlos Williams reimagined themselves as racial aliens and mimicked the strategies of dialect speakers in their work. In doing so, they made possible the most radical representational strategies of modern literature, which emerged from their attack on the privilege of standard language. At the same time, however, another movement, identified with Harlem, was struggling to free itself from the very dialect the modernists appropriated, at least as it had been rendered by two generations of white dialect writers. For writers such as Claude McKay, Jean Toomer, and Zora Neale Hurston, this dialect became a barrier as rigid as the standard language itself. Thus, the two modern movements, which arrived simultaneously in 1922, were linked and divided by their different stakes in the same language. In The Dialect of Modernism, Michael North shows, through biographical and historical investigation, and through careful readings of major literary works, that however different they were, the two movements are inextricably connected, and thus, cannot be considered in isolation. Each was marked, for good and bad, by the other.
School social work enters its second century as a profession still conflicted about its central mission. Are school social workers meant to be "in-house" clinicians providing services to kids in need, or are they meant to be involved in program development to enhance the social and emotional learning of all students in a school? Whatever school social workers claim to do in their schools, it's clear that they are going to have to prove that they are effective doing it. The demands of federal legislation like No Child Left Behind and state requirements for certification are making it increasingly necessary that school social workers demonstrate that they are highly qualified school-based mental health and social service professionals who can demonstrate outcomes that impact school "bottom line" issues like student achievement, attendance, and behavior. Rather than recoil from this pressure, school social workers can utilize the skills of evidence based practice (EBP) to help them enhance both their effectiveness and their knowledge of interventions that work to help students, teachers, parents, and staff in school contexts. With the bombing of Pearl Harbor in December 1941, Louisville mobilized to fight Nazi Germany and Imperial Japan. Citizens of all races and economic classes united in the effort, both abroad and at home. Louisville's many industries banded together as well: the Mengel Company made wood products used in the war, and its staff burned a Nazi flag in an employee-held rally; Reynolds Aluminum Company manufactured arms and other war materials; Liberty National Bank sold war bonds at special windows; and the Louisville Ford Motor Company made at least 93,389 military jeeps out of the roughly 500,000 employed in the war. Perhaps Louisville's most significant war contribution, though, was the use of Bowman Field as a United States Army Air Corps Detachment Squadron. The pilots trained there were vital to the war effort.
