Over seven percent of all children in the United States--more than 5 million children--have experienced a parental incarceration, and an estimated 2.7 million children currently have a parent who is incarcerated. An additional 5 million children under age 18 live with at least one parent who is unauthorized to be in the United States and faces deportation. Children and other dependents suffer the collateral consequences of "preventive justice" measures increasingly used by liberal democratic countries to combat a broad range of suspected crime and anti-state activities. But what does the state owe to the innocent dependents of accused caregivers? In Born Innocent, Michael J. Sullivan explores the impact of vicarious punishment on children, with a particular focus on children in socioeconomically disadvantaged and racialized communities that are disproportionately subject to family separation based on their identity, allegiances, and immigration status. Sullivan advocates a turn from retribution to rehabilitation for convicted offenders, with a view towards helping them to become more effective caregivers who can continue to support their dependents during their sentence. Born Innocent goes beyond the children's rights literature on the collateral consequences of punishment to consider how "punishment drift" creates problems for both retributive and utilitarian theories of punishment. He draws on care ethics theory to widen our understanding of the range of collateral victims of punishment as well as possible rehabilitative and restorative measures. Sullivan also considers the limits of this approach, especially where it pertains to offenders who victimize their families, and those who resist rehabilitation and persist in anti-state actions that harm others. Original and compelling, Born Innocent provides one of the first unified treatments of state-sponsored family separation and its impact on disadvantaged citizens and immigrants.

The authors examine the key events of the Department's involvement: Prime Minister Trudeau's quarrel with the International Olympic Committee (IOC) over the conditions under which Taiwan could compete in the 1976 Montreal Olympics; the Canadian government's successful efforts to avoid a boycott of the 1978 Edmonton Commonwealth Games by black African nations; government acquiescence to demands from the United States that Canada support its boycott of the 1980 Moscow Olympics; government use of sport in the 1980s to maintain a leadership role within the Commonwealth in the fight against apartheid in South Africa; and government motives in announcing in October 1987 that sport would be used more frequently to further wider foreign policy objectives. The authors also consider the consequences of the federal government's February 1992 decision to close the international sports relations section in External Affairs and subsume its functions under the corresponding unit in Fitness and Amateur Sport. Grounding this study in transnational relations theory, the authors argue that sport and international relations can no longer be understood only in terms of traditional, "realist" theories of international politics. Placing recent developments in sport in the context of broader trends in international politics, they offer observations and speculations about the future role of international sport and, in particular, the IOC in the new world of interdependence.

Convinced that education was one of the essential keys to the renewal and growth of their communities, revitalized Francophone organizations and leaders lobbied for constitutional entrenchment of official bilingualism and of a mandated Charter right to education in their own language, including the right to governance over their own schools and school boards. Having achieved their objectives in the 1982 Charter of Rights and Freedoms, Francophone provincial and national leaders learned the techniques of micro-constitutional politics to convince the Ontario, Alberta, and Manitoba provincial governments to implement full and unfettered school governance by and for Francophone minority communities. These communities received the backing of Canada's Supreme Court, which gave a collectivist and remedial interpretation to the Charter's official language minority education rights section 23. The Canadian government assisted the Francophone minority in two ways: it made funds available to Francophone organizations and parents via the Court Challenges program and it signed lucrative financial agreements with the provinces to help defray the additional costs of establishing French-language schools and school boards. While the Francophone minority communities were pursuing implementation of their section 23 Charter rights, they found themselves drawn into the mega-constitutional negotiations and ratification procedures surrounding the controversial Meech Lake Constitutional Accord, 1987-90, and the omnibus Charlottetown Consensus Report, 1990-92. During the Quebec/Provincial Round, their Charter rights remained intact when the Meech Lake Accord failed to obtain ratification. During the Canada Round, they managed to obtain recognition of their conception of a pan-Canadian cultural and linguistic duality which helped minimize the constitutional and political impact of the Quebec government's insistence upon a territorial conception of duality, that is, an asymmetrical Canada/Quebec federation. When Canadians rejected the Charlottetown deal, neither conception achieved formal constitutional recognition. Nevertheless, Canada's Francophone minority communities were regenerated by the intertwined developments of constitutional renewal and their winning of school governance. A new, vigorous Francophone pan-Canadian national community emerged, one capable of ensuring the survival of its constituents communities well into the twenty-first century.

On what grounds should language rights be accorded in Canada, and to whom? This is the central question that is addressed in C. Michael MacMillan's book The Practice of Language Rights in Canada. The issue of language rights in Canada is one that is highly debated and discussed, partly because the basic underlying principles have been a neglected dimension in the debate. MacMillan examines the normative basis of language rights in Canadian public policy and public opinion. He argues that language rights policy should be founded upon the theoretical literature of human rights. Drawing on the philosophy behind human rights, the arguments for recognizing a right to language are considered, as well as the matter of whether such rights possess the essential features of established rights. Another model that is examined is the idea that rights are a reflection of the established values, attitudes, and practices of society. This analysis reveals that there is a significant gap between what a political theory of language rights would endorse and what garners support in public opinion. MacMillan also scrutinizes the federal and provincial contexts in the development of a language rights framework. From these explorations, a case is developed for a recognition of language rights that is consistent with the logic of human rights and that corresponds roughly with developing Canadian practice. The Practice of Language Rights in Canada is a unique contribution to the current literature not only because it conceives of language rights as a human right but also because it frames the whole debate about language rights in Canada as a question of values and entitlements.

In the first book to critically examine each of the fourteen feature films Sam Peckinpah directed during his career, Michael Bliss stresses the persistent moral and structural elements that permeate Peckinpah’s work. By examining the films in great detail, Bliss makes clear the moral framework of temptation and redemption with which Peckinpah was concerned while revealing the director’s attention to narrative. Bliss shows that each of Peckinpah’s protagonists is involved with attempting, in the words of Ride the High Country’s Steve Judd, "to enter my house justified." The validity of this systematic method is clearly demonstrated in the chapter devoted to The Wild Bunch. By enumerating the doublings and triplings of action and dialogue found in the film, Bliss underscores its symbolic and structural complexity. Beginning the chapters treating Junior Bonner and The Getaway with analyses of their important title sequences, Bliss shows how these frequently disregarded pieces present in miniature the major moral and narrative concerns of the films. In his chapter on The Osterman Weekend, Bliss makes apparent Peckinpahs awareness of and concern with the self-reflexive nature of filmmaking itself. Bliss shows that like John Ford, Peckinpah moved from optimism to pessimism. The films of the director’s early period, from The Deadly Companions to Cable Hogue, support the romantic ideals of adventure and camaraderie and affirm a potential for goodness in America. In his second group of films, which begins with Straw Dogs and ends with Bring Me the Head of Alfredo Garcia, both heroes and hope have vanished. It is only in The Osterman Weekend that Peckinpah appears finally to have renewed his capacity for hope, allowing his career to close in a positive way.
