The Middle East is synonymous with internecine conflict. The mutual visceral hatred is not confined to blocks of religious groups, but flourishes with the same perniciousness within each of the three major religions of the region: Judaism, Christianity, and Islam. Throw into the mix American intervention, or imperialism, and the outcome is not the professed democracy propagated by the United States, but the camouflaged intention to divide. The 2003 invasion of Iraq was not only illegal under international law, but its principal architects in George W Bush and Tony Blair were guilty of war crimes and crimes against humanity. The pretence of relying on false intelligence does not wash. Bush and Blair stand convicted by history, but not by any Tribunal. What about the guilt of the followers of Judaism, Christianity, and Islam? Can they be put on trial for crimes against humanity? When a religion professes to be the word of God, and the word of God is full of promise to His people and alienation towards non-believers, then is that God of that religion responsible for the consequences of the faith? What if that God is the same God of the three conflicting religions, each claiming ownership of land either by divine right or legal process? This is Book 1 of a legal journey, beginning with representatives of Judaism, Christianity, and Islam each arguing their case for ownership of the same parcel of land before a specially convened Tribunal.

This report examines the role of incentives, trust, and engagement as critical determinants of service delivery performance in MENA countries. Focusing on education and health, the report illustrates how the weak external and internal accountability undermines policy implementation and service delivery performance and how such a cycle of poor performance can be counteracted. Case studies of local success reveal the importance of both formal and informal accountability relationships and the role of local leadership in inspiring and institutionalizing incentives toward better service delivery performance. Enhancing services for MENA citizens requires forging a stronger social contract among public servants, citizens, and service providers while empowering communities and local leaders to find 'best fit' solutions. Learning from the variations within countries, especially the outstanding local successes, can serve as a solid basis for new ideas and inspiration for improving service delivery. Such learning may help the World Bank Group and other donors as well as national and local leaders and civil society, in developing ways to enhance the trust, voice, and incentives for service delivery to meet citizens’ needs and expectations.

It is an amazing account of Arab militaries doing what America would not, preventing Iran from taking a foothold on the Arabian Peninsula. The risks for global security were huge: Iran already overshadowed one of the world's greatest maritime straits, at Hormuz, and now it sought to dominate the southern approaches to the Suez Canal as well. Aden had to hold out against the Houthis. The Gulf States were used to America stepping up at such moments, but the White House was partway through negotiating a nuclear deal with Iran. No help would come from Washington. Instead, for the first time, the Gulf States acted alone. Told by an expert communicator on the region, it is a unique story. If the US is truly a global empire in decline, then the story may hold important pointers for a future of warfare driven by emergent powers in the gap left by the withdrawal of American influence.

Before the time of Napoleon, the most ambitious effort to explore and map the Nile was undertaken by the Ottomans, as attested by two monumental documents: an elaborate map, with 475 rubrics, and a lengthy travel account. Both were achieved at about the same time—c. 1685—and both by the same man. Evliya Çelebi’s account of his Nile journeys, in the tenth volume of his Book of Travels (Seyahatname), has been known to the scholarly world since 1938, when that volume was first published. The map, held in the Vatican Library, has been studied since at least 1949. Numerous new critical editions of both the map and the text have been published over the years, each expounding upon the last in an attempt to reach a definitive version. The Ottoman Explorations of the Nile provides a more accurate translation of the original travel account. Furthermore, the maps themselves are reproduced in greater detail and vivid color, and there are more cross-references to the text than in any previous edition. This volume gives equal weight and attention to the two parts that make up this extraordinary historical document, allowing readers to study the map or the text independently, while also using each to elucidate and accentuate the details of the other.
