Architectural design leads to the physical construction of buildings - but much of what our brains achieve can be seen as a form of mental construction. A first look at neuroscience offers schema theory as a bridge from cognitive processes to neural circuitry. Some architects fear that neuroscience will strip the architect of any creativity. Sir Michael Lyons was commissioned to consider the case for changes to the present system of local government funding in England and make recommendations, including on the reform of council tax. The remit was extended to cover questions relating to the function of local government and its future role as well as how it is funded, and also to consider the implications of the Barker (ISBN 0118404857), Eddington (ISBN 0118404873) and Leitch (ISBN 0118404865) reports. His overall conclusions are as follows: (1) local government is an essential part of our system of government; (2) central and local government needs to work more closely together as part of a single system, and local people should have a greater say in setting local priorities to enable authorities to manage pressures on public expenditure and improve satisfaction; (3) a mosaic of reforms is needed in the short term to address the most urgent problems, paving the way for more radical reforms in the medium- and longer-term. Recommendations include: automated council tax benefit; an end to capping; revaluation of properties for council tax; new bands with higher bills for those in more expensive properties and lower bills for those in the cheapest; consider reserving a fixed proportion of income tax for local government; longer term options should include local income tax and relocalisation of the business rate. Sir Michael concludes that council tax is not 'broken', but that it is under too much pressure, is seen as unfair, and has some limitations in that it is not a naturally buoyant source of revenue.

Around 1900, the southern states embarked on a series of political campaigns aimed at disfranchising large numbers of voters. By 1908, Alabama, Arkansas, Georgia, Louisiana, Mississippi, North Carolina, South Carolina, Tennessee, Texas, and Virginia had succeeded in depriving virtually all African Americans, and a large number of lower-class whites, of the voting rights they had possessed since Reconstruction--rights they would not regain for over half a century. Struggle for Mastery is the most complete and systematic study to date of the history of disfranchisement in the South. After examining the origins and objectives of disfranchisement, Michael Perman traces the process as it unfolded state by state. Because he examines each state within its region-wide context, he is able to identify patterns and connections that have previously gone unnoticed. Broadening the context even further, Perman explores the federal government's seeming acquiescence in this development, the relationship between disfranchisement and segregation, and the political system that emerged after the decimation of the South's electorate. Moreover, there is an understandable tendency to focus on the massive destruction sustained by the U.S. Pacific Fleet. The attacks on NAS Kaneohe Bay, however, were equally destructive and no less disastrous, notwithstanding the station’s considerable distance from the harbor. The work focuses on descriptions of actions in the air and on the ground at the deepest practical, personal, and tactical level, from both the American and Japanese perspectives. Such a synthesis is possible only by pursuing every conceivable source of American documents, reminiscences, interviews, and photographs. Similarly, the authors sought out Japanese accounts and photography from the attacks, many appearing in print for the first time. Information from the Japanese air group and aircraft carrier action reports has never before been used. On the American side, the authors also have researched the Official Military Personnel Files at the National Personnel Records Center and National Archives in St. Louis, Missouri, extracting service photographs and details of the military careers of American officers and men. The authors are among the first historians to be allowed access to previously unused service records. The authors likewise delved into the background and personalities of key Japanese participants, and have translated and incorporated the Japanese aircrew rosters from the attack. This accumulation of data and information makes possible an intricate and highly integrated story that is unparalleled. The interwoven narratives of both sides provide a deeper understanding of the events near Kane'ohe Bay than any previous history.

Written in the author's maternal Greek, the Roman History of the third-century A.D. historian Cassius Dio is our fullest surviving historical source for the reign of the Emperor Augustus. In The Augustan Succession Peter Michael Swan provides an ample historical and historiographic commentary on Books 55-56 of the History. These books recount Augustus's last twenty-three years (9 B.C.-A.D. 14), during which the aging monarch, amid dynastic tragedies and military setbacks, orchestrated the continuation of the constitutional and imperial system developed under his leadership, which ended in his transmission of power to his son-in-law Tiberius. The Augustan Succession is the first commentary since the eighteenth century to offer full and fresh treatment of this segment of Dio's work. This commentary pays close critical attention to Dio's historical sources, methods, and assumptions as it also strives to present him as a figure in his own right. During a long life (ca. 164-after 229), Dio served as a Roman senator under seven emperors from Commodus to Severus Alexander, governed three Roman provinces, and was twice consul. An acute and interested contemporary observer of wide experience, positioned close to the seat of imperial power, he was a self-assured personality who embodied deeply conservative political and social views and prejudices. All these factors inform the pages of Dio's Augustan narrative, as does, above all, his doctrine that the best remedy for the troubles of his own age of "rust and iron" was rule on the model of Augustus. This is an historical commentary on Books 55-56 of Dio's Roman History. These books recount the last half of the reign of the Emperor Augustus, above all his orchestration of the first imperial succession. Addressed to both students and scholars, the new commentary is the first since the eighteenth century to offer full and fresh treatment of this segment of Dio's work.

It discusses concepts such as deep time and ancestral time, the ethics of genetic engineering of foods and viruses, and holistic ecological management. Northcott argues that an ontological turn that honours the differential agency of indigenous humans and other kind, and that draws on sacred traditions, will make it is possible to repair the destabilising impacts of contemporary human activities on the Earth System and its constituent ecosystems. This book will be of considerable interest to students and scholars of the environmental humanities, history, and cultural and religious studies.

Watts assesses the impacts of the major Dissenting preachers and provides insights into the various movements, such as romanticism and the higher, often German, biblical criticism. He shows that the preaching of hell and eternal damnation was more effective in recruiting to the chapels than the gentler interpretations. A major feature of the volume is a thorough analysis of surviving records of attendance at Nonconformist services. He provides fascinating accounts of Spurgeon and the other key figures of Nonconformity, including of the Salvation Army. Dr Watts also provides a fresh discussion of the contribution which Nonconformity made to the politics of mid- to late-Victorian Britain. He examines such issues of reform as Forster's Education Act of 1871, temperance, and Balfour's Education Act of 1902, and considers Nonconformist interventions in such controversies as the Bulgarian Agitation, Home Rule for Ireland, the Armenian massacres of the mid 1890s, and the Boer War. The volume concludes with the Liberal landslide in the 1906 general election, which saw probably more Nonconformists elected than any time since the era of Oliver Cromwell.
