Policymakers worry that "ungoverned spaces" pose dangers to security and development. Why do such spaces exist beyond the authority of the state? Earlier scholarship—which addressed this question with a list of domestic failures—overlooked the crucial role that international politics play. In this shrewd book, Melissa M. Lee argues that foreign subversion undermines state authority and promotes ungoverned space. Enemy governments empower insurgents to destabilize the state and create ungoverned territory. This kind of foreign subversion is a powerful instrument of modern statecraft. But though subversion is less visible and less costly than conventional force, it has insidious effects on governance in the target state. To demonstrate the harmful consequences of foreign subversion for state authority, Crippling Leviathan marshals a wealth of evidence and presents in-depth studies of Russia's relations with the post-Soviet states, Malaysian subversion of the Philippines in the 1970s, and Thai subversion of Vietnamese-occupied Cambodia in the 1980s. The evidence presented by Lee is persuasive: foreign subversion weakens the state. Ever since the Custer massacres on June 25, 1876, the question has been asked: What happened - what REALLY happened - at the Battle of the Little Bighorn? We know some of the answers, because half of George Armstrong Custer’s Seventh Cavalry - the men with Major Marcus Reno and Captain Frederick Benteen - survived the fight, but what of the half that did not, the troopers, civilians, scouts, and journalist who were with Custer? Now, because a grass fire in August 1983 cleared the terrain of brush and grass and made possible thorough archaeological examinations of the battlefield in 1984 and 1985, we have many answers to important questions. On the basis of the archaeological evidence presented in this book, we know more about what kinds of weapons were used against the cavalry. We know exactly where many of the men fought, how they died, and what happened to their bodies at the time of or after death. We know how the troopers were deployed, what kind of clothing they wore, what kind of equipment they had, how they fought. Through the techniques of historical archaeology and forensic anthropology, the remains and grave of one of Custer’s scouts, Mitch Boyer, have been identified. And through geomorphology and the process of elimination, we know with almost 100 percent certainty where the twenty-eight missing men who supposedly were buried en masse in Deep Ravine will be found.

Prior to the COVID pandemic, there was little published information to guide technical services operations on how to deal with crises and emergencies. Viewed as a backroom operation by administration, little thought historically has been given to how these employees might protect equipment and resources and continue to provide services that seamlessly support the rest of the library. Virtual Technical Services: A Handbook is the first to address emergency and crisis planning specifically for technical services. The authors address how to create an emergency plan and how to prepare for an uncertain future that will undoubtedly include other threats to our health and safety. We discuss how the pivot to remote work can revolutionize technical services librarianship and allow us to better serve the needs of a 21st Century library. As the WFH period extended longer than anticipated, libraries and other organizations realized both the challenges and benefits of working remotely. WFH is about more than just doing one’s job, and we focus on employees as individuals with needs that include work/life balance, self-care, and the flexibility to meet life circumstances including childcare, eldercare, and appointments. A unique feature of our book is the focus on employee well-being, including burnout and self-care. Prior to COVID-19, employee well-being was typically not emphasized as part of personnel management. The risks to our health and safety and being removed from the physical workplace provided the opportunity to re-examine priorities and reframe them to forge a stronger and more collaborative relationship between employers and employees. Technical services personnel, in particular, are subject to burnout as their operations are frequently understaffed and they face competing demands of serving both libraries’ physical needs and supporting electronic and digital resources. Management in a remote work environment has challenges that are not present in an on-site operation. Communication, setting expectations, and documentation and training take on added significance when WFH, as does accountability. Our book addresses these aspects of management through a WFH lens. The book also covers the return to work after a shift to remote, whether it is completely on-site, hybrid, or some combination. Normalization, determining staffing levels, employee accommodations, and an adjustment period are discussed. Since most technical services personnel have not previously had to pivot to remote on short notice and for an extended period, the book addresses these issues for libraries as they make decisions about repopulating their workplaces.

Politicians and lobbyists have incentives to conceal any quid pro quo relationships between them, leaving scholars largely unable to link campaign money to legislative votes. Using behind-the-scenes information gained from novel data sources such as legislators' schedules, fundraising events, legislative amendments, and the campaign contributions of individual lobbyists and the political action committees these lobbyists control, Amy McKay instead investigates how lobbyists influence the content of congressional legislation. The data reveal hidden relationships between lobbyists' campaign assistance and legislators' action on behalf of those lobbyists. Relative to constituents and even average lobbyists, the lobbyists who provide campaign money to members of Congress are more likely to secure meetings with those members, to see their requests introduced as legislation, and to achieve a larger portion of their legislative goals adopted into law. These findings raise important normative concerns about the ability of some to use money to co-opt the democratic process.

In this Element, we investigate how economic geography, the distribution of subnational economic endowments within a nation, shapes long-run patterns of inequality through its impact on the development of fiscal capacity. We present an argument that links economic geography to capacity through different types of industrialization processes. We show how early industrializers shape spatial distributions domestically by investing in productivity across their nations, and externally by reinforcing spatial polarization among late industrializers. We also show how differences in economic geography impact the process of capacity building, setting the stage for the modern politics of redistribution discussed in Volume II. We support this argument with descriptive data, case studies, and cross-national analyses.
