A growing concern of mine has been the unrealistic expectations for new computer-related technologies introduced into all kinds of organizations. Unrealistic expectations lead to disappointment, and a schizophrenic approach to the introduction of new technologies. The UNIX and real-time UNIX operating system technologies are major examples of emerging technologies with great potential benefits but unrealistic expectations. Users want to use UNIX as a common operating system throughout large segments of their organizations. A common operating system would decrease software costs by helping to provide portability and interoperability between computer systems in today's multivendor environments. Users would be able to more easily purchase new equipment and technologies and cost-effectively reuse their applications. And they could more easily connect heterogeneous equipment in different departments without having to constantly write and rewrite interfaces. On the other hand, many users in various organizations do not understand the ramifications of general-purpose versus real-time UNIX. Users tend to think of "real-time" as a way to handle exotic heart-monitoring or robotics systems. Then these users use UNIX for transaction processing and office applications and complain about its performance, robustness, and reliability. Unfortunately, the users don't realize that real-time capabilities added to UNIX can provide better performance, robustness and reliability for these non-real-time applications. Many other vendors and users do realize this, however. There are indications even now that general-purpose UNIX will go away as a separate entity. It will be replaced by a real-time UNIX. General-purpose UNIX will exist only as a subset of real-time UNIX.

Consent pop-ups continually ask us to download cookies to our computers, but is this all-too-familiar form of privacy protection effective? No, Meg Leta Jones explains in The Character of Consent, rather than promote functionality, privacy, and decentralization, cookie technology has instead made the internet invasive, limited, and clunky. Good thing, then, that the cookie is set for retirement in 2024. In this eye-opening book, Jones tells the little-known story of this broken consent arrangement, tracing it back to the major transnational conflicts around digital consent over the last twenty-five years. What she finds is that the policy controversy is not, in fact, an information crisis—it’s an identity crisis. Instead of asking how people consent, Jones asks who exactly is consenting and to what. Packed into those cookie pop-ups, she explains, are three distinct areas of law with three different characters who can consent. Within (mainly European) data protection law, the data subject consents. Within communication privacy law, the user consents. And within consumer protection law, the privacy consumer consents. These areas of law have very different histories, motivations, institutional structures, expertise, and strategies, so consent—and the characters who can consent—plays a unique role in those areas of law. The Character of Consent gives each computer character its due, taking us back to their origin stories within the legal history of computing. By doing so, Jones provides alternative ways of understanding the core issues within the consent dilemma. An authoritative history of the energy crises of the 1970s and the world they wrought In 1973, the Arab OPEC cartel banned the export of oil to the United States, sending prices and tempers rising across the country. Dark Christmas trees, lowered thermostats, empty gas tanks, and the new fifty-five-mile-per-hour speed limit all suggested that America was a nation in decline. “Don’t be fuelish” became the national motto. Though the embargo would end the following year, it introduced a new kind of insecurity into American life—an insecurity that would only intensify when the Iranian Revolution led to new shortages at the end of the decade. As Meg Jacobs shows, the oil crisis had a decisive impact on American politics. If Vietnam and Watergate taught us that our government lied, the energy crisis taught us that our government didn’t work. Presidents Nixon, Ford, and Carter promoted ambitious energy policies that were meant to rally the nation and end its dependence on foreign oil, but their efforts came to naught. The Democratic Party was divided, with older New Deal liberals who prized access to affordable energy squaring off against young environmentalists who pushed for conservation. Meanwhile, conservative Republicans argued that there would be no shortages at all if the government got out of the way and let the market work. The result was a political stalemate and panic across the country: miles-long gas lines, Big Oil conspiracy theories, even violent strikes by truckers. Jacobs concludes that the energy crisis of the 1970s became, for many Americans, an object lesson in the limitations of governmental power. Washington proved unable to design an effective national energy policy, and the result was a mounting skepticism about government intervention that set the stage for the rise of Reaganism. She offers lively portraits of key figures, from Nixon and Carter to the zealous energy czar William Simon and the young Donald Rumsfeld and Dick Cheney. Jacobs’s absorbing chronicle ends with the 1991 Gulf War, when President George H. W. Bush sent troops to protect the free flow of oil in the Persian Gulf. It was a failure of domestic policy at home that helped precipitate military action abroad. As we face the repercussions of a changing climate, a volatile oil market, and continued turmoil in the Middle East, Panic at the Pump is a necessary and lively account of a formative period in American political history.

If the coronavirus does not get us, our ignorance might. The COVID-19 pandemic exposed serious gaps in Americans’ education. Did education cause the outbreak? No. Did our assumptions, false narratives about the world, and our willingness to blindly accept whatever our partisan poohbahs said contribute to our woes? Perhaps. Could education be improved so we can better understand the world, nature, public health, economics, and our own government? Absolutely. During the pandemic, thousands of teachers flocked to the silicon sanctuary as shelter-in-place mandates forced schools and universities into the digital classroom. Instructors urgently wanted to know which boxes to click in their learning management systems. The “how to” literature proliferated, and much of it walked a fine line between reasonable adjustments and outright abdication of high standards of academic achievement and intellectual development. A case is made here that education was in trouble long before COVID-19 appeared, and that if we do not make substantial reforms in our schools and colleges—whether online or not—we will be at the mercy of our own ignorance, as the problems of the twenty-first century crash into our lives.

It is not time to abandon hope in our goodness, however, and it is not time to surrender our conscience to Caesar. Our experiences as boomers teach us that it is possible to bring the love of God to bear in our lives, despite Caesar's constant pressure to cherish power, wealth, celebrity, and things more than we cherish people.
