Historians have so far interpreted the interactions between captors and captives in America as the beginning of the post-war friendship between the United States, Germany and Italy. Matthias Reiss argues that this paradigm is too simplistic. Widespread fraternisation also led to sexual relationships which created significant negative publicity, and some Axis POWs got caught up in the U.S. Army's new campaign against homosexuals. By focusing on the fight against fraternisation and same-sex activities, this study treads new ground. It stresses that contact between captors and captives was often loaded with conflict and influenced by perceptions of gender and race. Today, the concept of globalisation seems exhausted. Protectionists are on the rise and the dynamic expansion of global trade has come to a halt. With regards to migration, Western politicians seem more inclined to rebuild fences than to open up borders, especially after the refugee influx into Europe. Comparing the current situation to the development of migration, trade, capital flow and technology spill-over during the “first globalisation” (1870-1914) reveals that there are new reasons for the current struggles, which include the lack of adequate institutions in developing and newly industrialised economies, illusions about the inevitable automatism of capitalist efficiency in developed countries, and conflict surrounding the meaning, responsibilities and design of multilateral institutions. This volume shows that there is an underestimated normative conflict between the transatlantic West and its ideas of 1789, revived in 1989, and the Chinese claim, outlined by Deng Xiaoping in 1978, to shape the world economy on the basis of a newly developed meritocracy. As highlighted here, it is crucial to identify a normative value base for international interaction, in order for all economies to participate inclusively in an economically and ecologically sustainable globalisation.

What is the story behind the paradoxical survival of small and weak states in a world of great powers and crude power politics? And what explains the dramatic rise and fall in the number of states overtime, following no consistent trend and not showing an immediately obvious direction or pattern? The answers lie at the system-level: Small states survival is shaped by the international states system. Small state survival and proliferation is determined first and foremost by features of and dynamics created at the states system. As the states system changes and evolves the chances for small states to survive or proliferate change as well. In fact, a quantitive investigation confirms this, showing that over the course of more than 31⁄2 centuries, the number of small states did fluctuate widely and at times dramatically.
There has been growing acceptance of the insight that the methods so far used in the testing of visual functions have been inadequate when it comes to specific problems and should, therefore, be supplemented with more specialised methods for dynamic testing. As long as two decades ago, large-scale mass screening produced evidence to the effect that visual acuity, so far exclusively determined by means of still samples, was not identical with visual acuity in the ocular pursuit of moving targets (dynamic visual acuity). In other words, vision testing can, at present, provide little informa tion on an individual's capability of identification, appreciation, and judge ment of mobile objects. Spatial, three-dimensional perception of moving targets, hereafter re ferred to as dynamic stereoacuity, is the particular subject on which findings are reported in this article. Findings of that kind are of considerable relevance to everyday life, since many of the phenomena that have to be three-dimensionally perceived in private life and in occupational practice, are in movement. So far, dynamic stereoacuity has never been systematical ly studied and is still a blank space on the maps of ophthalmology and physiology. This is equally true for dynamic stereoscopy in binocular vision as well as for perception on the basis of movement parallax, a phenomenon of differentiated contour displacement within a given field of vision which is also available to the monocular individual under conditions of head or body or object movement within the visual space.

Many product markets have gone global already. Others are following. The globalization of markets is well understood by business. It has also come to dominate the economic policy agenda of nation states and supranational organizations. They all compete for inward investment to create and preserve employment opportunities. Economic law is one of several parameters in the global competition of systems. This study takes note of that new and additional function of economic law. Part I sets out to examine the making of economic law by states, by business and by international and supranational organizations. Part II discusses some of the main rules of substantive economic law divided into chapters on market law, transactions law and property rights law, and Part III addresses key issues of enforcement by the executive branch, on the one hand, and by the judiciary and arbitral tribunals, on the other. Each of the 32 chapters contains an essay on a current cross-border related problem of economic law, often as reflected in recent case law. Nearly 300 cases are discussed, or at least referred to, in that way. They were selected from international case law and from cases decided by EC, US and German courts (and courts of ten more countries) as well as by ICC, ICSID and other arbitral tribunals. The introductory notes to, and summaries of, the various parts and chapters integrate economic and political theory, and provide the common thread. This book has two main purposes. On the one hand, it provides a concise and systematic development of the theory of lower previsions, based on the concept of acceptability, in spirit of the work of Williams and Walley. On the other hand, it also extends this theory to deal with unbounded quantities, which abound in practical applications. Following Williams, we start out with sets of acceptable gambles. From those, we derive rationality criteria---avoiding sure loss and coherence---and inference methods---natural extension---for (unconditional) lower previsions. We then proceed to study various aspects of the resulting theory, including the concept of expectation (linear previsions), limits, vacuous models, classical propositional logic, lower oscillations, and monotone convergence. We discuss n-monotonicity for lower previsions, and relate lower previsions with Choquet integration, belief functions, random sets, possibility measures, various integrals, symmetry, and representation theorems based on the Bishop-De Leeuw theorem. Next, we extend the framework of sets of acceptable gambles to consider also unbounded quantities. As before, we again derive rationality criteria and inference methods for lower previsions, this time also allowing for conditioning. We apply this theory to construct extensions of lower previsions from bounded random quantities to a larger set of random quantities, based on ideas borrowed from the theory of Dunford integration. A first step is to extend a lower prevision to random quantities that are bounded on the complement of a null set (essentially bounded random quantities). This extension is achieved by a natural extension procedure that can be motivated by a rationality axiom stating that adding null random quantities does not affect acceptability. In a further step, we approximate unbounded random quantities by a sequences of bounded ones, and, in essence, we identify those for which the induced lower prevision limit does not depend on the details of the approximation. We call those random quantities 'previsible'. We study previsibility by cut sequences, and arrive at a simple sufficient condition. For the 2-monotone case, we establish a Choquet integral representation for the extension. For the general case, we prove that the extension can always be written as an envelope of Dunford integrals. We end with some examples of the theory.

ndustrial laser systems for material processing applications rely on the availability of highly efficient, high-brightness diode lasers. GaAs-based broad-area laser bars play a vital role in such applications as pump sources for high-beam-quality solid-state lasers and, increasingly, as direct processing tools. This work studies 940 nm-laser bars emitting 1 kW optical power at room temperature, identifying those physical mechanisms that are currently limiting electrical-to-optical conversion efficiency as well as lateral beam quality. In the process, several diagnostic studies on bars with varied lateral-longitudinal design were carried out. The effects of technological measures for performance optimization were analyzed, yielding a new benchmark in efficiency and lateral divergence. The studies into altered resonator lengths of 4 and 6 mm as well as fill factors between 69 and 87 % successfully reduce both the voltage dropping across the device and power saturation at high currents, enabling 66 % efficiency at the operation point. Concrete measures how to reach efficiencies ≥70 % are presented thereafter, showing that doubling the efficiency value of the first 1 kW-demonstration in 2007 – amounting to 35 % – is in near reach. Investigation of the beam quality bases on a herein proposed and realized concept, in which the far field is resolved for each individual bar emitter. In this way, it is possible to determine how far-field profiles vary along the bar width and how much these variations affect the overall bar far-field. Further, such effects specific to bar structures can be separated into non-thermal and thermal influences. The effect of mechanical chip deformation (bar smile) as well as neighboring-emitter interaction has been investigated for the first time in active kW-class devices, yielding a lateral divergence as low as 8.8° at the operation point.
