This document describes a study done for the U.S. Army Combined Arms Support Command (CASCOM) to assess future needs for temporary petroleum pipeline structure. At the time this work was begun, the Army was weighing further development of a new pipeline capability, the Rapidly Installed Fuel Transfer System (RIFTS), and also conducting its normal cycle of future force structure planning. This project reviewed historical uses of temporary pipelines and surveyed future scenarios in order to develop a broad list of potential pipeline requirements. Next, against this list of likely requirements, the performance of several fuel distribution options -- including existing and planned pipeline units and equipment, new pipeline options, and the use of trucks -- was assessed across a variety of performance dimensions. The analytic results pointed to no clearly best choice. Instead, the preferred course of action is very sensitive to the decisionmaker's assessment of the environment and weighting among the importance of the different performance dimensions. A decision-support table to help the decisionmaker with this assessment is provided along with supplementary recommendations on near-term investment of reset funds and the reallocation of personnel within existing petroleum pipeline unit designs. The findings in this document should be of interest to those engaged with future Army logistics support force structure requirements.

Hernando closely examines one of the most famous of these vigilante groups—the Bald Knobbers. Hernando sifts through the folklore and myth surrounding the Bald Knobbers to produce an authentic history of the rise and fall of Missouri’s most famous vigilantes. He details the differences between the modernizing Bald Knobbers of Taney County and the anti-progressive Bald Knobbers of Christian County, while also stressing the importance of Civil War-era violence with respect to the foundation of these vigilante groups. Despite being one of America’s largest and most famous vigilante groups during the nineteenth century, the Bald Knobbers have not previously been examined in depth. Hernando’s exhaustive research, which includes a plethora of state and federal court records, newspaper articles, and firsthand accounts, remedies that lack. Bias analysis quantifies the influence of systematic error on an epidemiology study’s estimate of association. The fundamental methods of bias analysis in epi- miology have been well described for decades, yet are seldom applied in published presentations of epidemiologic research. More recent advances in bias analysis, such as probabilistic bias analysis, appear even more rarely. We suspect that there are both supply-side and demand-side explanations for the scarcity of bias analysis. On the demand side, journal reviewers and editors seldom request that authors address systematic error aside from listing them as limitations of their particular study. This listing is often accompanied by explanations for why the limitations should not pose much concern. On the supply side, methods for bias analysis receive little attention in most epidemiology curriculums, are often scattered throughout textbooks or absent from them altogether, and cannot be implemented easily using standard statistical computing software. Our objective in this text is to reduce these supply-side barriers, with the hope that demand for quantitative bias analysis will follow.

School improvement, like motherhood, has many advocates. Everyone is for it, without having to campaign actively on its behalf. And just as the 100% of people who have had mothers think they know how mothering could be done better, so the (nearly) 100% of people who have been pupils in schools, or have even taught in or managed them, think they know how schools can be im proved. More precisely, they are sure that schools ought to be improved. The trouble is that they propose a staggering, conflicting range of methods of improving the schools, from ;'back to the woodshed" to teacher merit pay, a stiffer curriculum, a stronger tax base, reorganization, a more humane climate, "teacher-proof" innovations, community involvement-the list is nearly end less. Furthermore, the issues are not merely technical, but normative and po litical. The term improvement is itself problematic. One person's version of improvement is another's version of wastefulness or even of worsening the schools. Furthermore, the versions that win out in any particular school are not Improvement sometimes turns out to be merely a necessarily technically "best. " code word for the directives that administrators have successfully put into place, or for the agreements that teachers have lobbied into being. How much do we really know about school improvement? The available research literature is quite substantial, but not as helpful as it might be.
