Russia has cultivated an opaque web of economic and political patronage across the Central and Eastern European region that the Kremlin uses to influence and direct decisionmaking. This report from the CSIS Europe Program, in partnership with the Bulgarian Center for the Study of Democracy, is the result of a 16-month study on the nature of Russian influence in five case countries: Hungary, Slovakia, Bulgaria, Latvia, and Serbia.
In The Kremlin Playbook 2: The Enablers, the CSIS Europe Program and the Center for the Study of Democracy explored whether some of these jurisdictions and companies could be enabling forces that amplify Russian malign economic influence in some countries in Europe. The study analyzed the following case study countries: Austria, Czech Republic, Italy, Montenegro, the Netherlands, and Romania. The report shows that some countries facilitate or enable Russian malign economic influence, and by doing so these enablers actively participate in the weakening and discrediting of their own democratic structures. The Kremlin Playbook 2 concludes that Russian malign economic influence and illicit finance operate in a financial gray zone that is a clear and present danger to U.S. national security as well as transatlantic security. To push back against this threat, the United States and its European allies must take decisive action to limit Russia’s malign behavior in their financial systems. Only transparency and enforcement of our rule of law can guarantee trust in the system and rebuild confidence in democratic institutions.

Hysteresis is an exciting and mathematically challenging phenomenon that oc curs in rather different situations: jt, can be a byproduct offundamental physical mechanisms (such as phase transitions) or the consequence of a degradation or imperfection (like the play in a mechanical system), or it is built deliberately into a system in order to monitor its behaviour, as in the case of the heat control via thermostats. The delicate interplay between memory effects and the occurrence of hys teresis loops has the effect that hysteresis is a genuinely nonlinear phenomenon which is usually non-smooth and thus not easy to treat mathematically. Hence it was only in the early seventies that the group of Russian scientists around M. A. Krasnoselskii initiated a systematic mathematical investigation of the phenomenon of hysteresis which culminated in the fundamental monograph Krasnoselskii-Pokrovskii (1983). In the meantime, many mathematicians have contributed to the mathematical theory, and the important monographs of 1. Mayergoyz (1991) and A. Visintin (1994a) have appeared. We came into contact with the notion of hysteresis around the year 1980.
Dur previous volume 14 was devoted to an exposition of the topics of sensitivity analysis and uncertainty theory with its development and application in nuclear reactor physics at the heart of the discussion. In this volume, we return to our customary format as a selection of topics of current interest, authored by those working in the field. These topics range from the theoretical underpinnings of the (linear) Boltzmann transport equation to a resume of our ex pectations in what still may be thought of as twenty-first century technology, the world's fusion reactor program. In the first article of this volume, we have Protopop escu's analysis of the structure of the Boltzmann equation and its solutions for energy and space-dependent problems of an eigenvalue nature. There long has been a curious "folk history" effect in this area~ Wigner and Weinberg could de scribe it as "what was generally known was generally untrue". This account of the Boltzmann equation surely will show that a rigorous basis for our expectations of certain solutions can be well-founded on analysis. Ely Gelbard's review of the methods of determining diffusion-type parameters in complex geometries where simple diffusion theory would be welcome has required just as much rigor to determine how such modeling can be made accurate, although to a more immediate and practical purpose. The two articles can be seen as interesting contrasts, facets of the same underlying problem showing apparently different aspects of the same central core.
