As 1979 dawned, President Jimmy Carter extended diplomatic recognition to the People’s Republic of China. upending longstanding U.S. foreign policy in Asia. For thirty years after the triumph of Mao’s revolution, the United States continued to recognize the claim of the Republic of China, based on Taiwan, to govern the entire country. Intricate economic and cultural relations existed between Washington and Taipei, backed by a Mutual Defense Treaty. While Carter withdrew from the treaty, satisfying a core Chinese condition for diplomatic relations, he presented Congress with legislation to allow other ties with Taiwan to continue unofficially. Many in Congress took issue with the President. Generally supportive of his policy to normalize relations with China, they worried about Taiwan’s future. Believing Carter’s legislation was incomplete, especially regarding Taiwan’s security, they held extensive hearings and lengthy debates, substantially strengthening the bill. The President ensured the measure comported with the terms of normalization. He negotiated with Congress to produce legislation he could sign and Beijing could at least tolerate. Although the final product enjoyed broad consensus in Congress, fights over amendments were fierce, and not always to the President’s advantage. Passage of the Taiwan Relations Act stabilized America’s position in Asia and its situation with Taipei, while allowing the new China to be properly launched. Now in its fourth decade, the Act remains highly impactful on the leading bilateral relationship in the world.The United States Constitution makes Congress the President’s partner in shaping American foreign policy. The Taiwan Relations Act of 1979 vividly demonstrates how robust congressional engagement and inter-Branch cooperation leads to stronger and more durable policy outcomes, which enjoy a greater degree of public acceptance.

Morality and mental health are now inseparably linked in our view of character. Alcoholics are sick, yet they are punished for drunk driving. Drug addicts are criminals, but their punishment can be court ordered therapy. The line between character flaws and personality disorders has become fuzzy, with even the seven deadly sins seen as mental disorders. In addition to pathologizing wrong-doing, we also psychologize virtue; self-respect becomes self-esteem, integrity becomes psychological integration, and responsibility becomes maturity. Moral advice is now sought primarily from psychologists and therapists rather than philosophers or theologians.In this wide-ranging, accessible book, Mike W. Martin asks: are we replacing morality with therapy, in potentially confused and dangerous ways, or are we creatively integrating morality and mental health? According to him, it's a little bit of both. He surveys the ways in which morality and mental health are related, touching on practical concerns like love and work, self-respect and self-fulfillment, guilt and depression, crime and violence, and addictions. Terming this integrative development "the therapeutic trend in ethics," Martin uses examples from popular culture, various moral controversies, and draws on a line of thought that includes Plato, the Stoics, Freud, Nietzsche, and contemporary psychotherapeutic theories. Martin develops some interesting conclusions, among them that sound morality is indeed healthy, and that moral values are inevitably embedded in our conceptions of mental health. In the end, he shows how both morality and mental health are inextricably intertwined in our pursuit of a meaningful life. This book will be of interest to philosophers, psychologists, psychiatrists, and sociologists, as well as the general reader.

Where water supply, railway transportation, and oil reserves have been abundant, towns in central West Texas have prospered; where these resources are few, settlements have maintained only slight growth or disappeared entirely. Supporting his conclusions with profuse statistical evidence, Robert L. Martin traces the economic development of six major towns in the area, all with over 10,000 residents in 1960: Lamesa, Snyder, Sweetwater, Big Spring, Midland, and Odessa. Ranching brought the first settlers to West Texas in the 1870s and dominated the economy until 1900. In the 1880s farmers began to arrive, and between 1900 and 1930 agricultural production replaced ranching as the most important industry. With the influx of population came the railroad, and small settlements were established along its route. Those with sufficient water supply prospered and, as counties were organized, became county seats and supply centers for the surrounding agricultural regions. The land could not support a large agricultural population, and agriculture-related manufactures soon drew population to the towns. However, it was not until the oil discoveries of the 1920's that the modern city emerged. After World War II, oil production and oil-related industries generated great wealth and caused a boom in population growth and urban development. Despite the growth in prosperity, the economy is precariously balanced. Urban centers dependent on oil—an industry of limited life—have matured in an area without sufficient water or agricultural resources to support them. Martin concludes that, without careful planning and a solution to the water problem, these cities could some day become ghost towns on the plains.
