The use of consultants by successive Hawke Labour governments in the mid-to-late 1980s to facilitate reviews of public policy was a strategy important to dealing with the complexity of these issues. In the 1980s Australian governments experienced dramatic and often unprecedented change in policy-making environment. Moves towards market-orientated, 'small' government in a context of worlds economic liberalisation created new and challenging issues for national governments. The use of consultants by successive Hawke Labour governments in the mid-to-late 1980s to facilitate reviews of public policy was a strategy important to dealing with the complexity of these issues. Using insights from a range of public policy literatures, the research investigated the hypothesis that the use of consultants to review important policy areas could be an effective strategy for devising major new directions needed in a context of economic turbulence. In this situation, the book suggests, use of policy consultants complements traditional policy-making processes and the management of public policy change by government.

It was our intention when we first en visaged this book that it should contain a description of a range of circumstances in which biological monitoring techniques have been employed in the terrestrial environment and that it should be seen as a practical text which dealt with the merits, shortcomings and suitability of biological monitoring materials. Monitoring is, however, a manifold process. It serves not only to provide information on past and present concentrations of toxic materials in various components of the environ ment, but also to provide information on the processes of environmental release, transport, accumulation and toxicity. Indeed, this may be one of the greatest virtues of biological monitoring over other forms of monitor ing. According to the skill of the staff employed in the monitoring procedure, the information that is accrued can have a vastly different value.

They are: masculinities politics, deep ecology, ecological feminism and feminist care theory. This dissertation addresses emerging developer communities in a new field of science and technology as well as methods to capture exchange processes between them. It contributes to the discussion about a new mode of knowledge production and a changing division of labour between public research, industry, and government by investigating 'nanotechnology' - an emerging area between science and technology. To explore exchange processes in this field, the study applies various methods. In particular, it uses patent citation analysis. The methodological contribution is a new interpretation of this indicator, which sees patent citations as information flows that point to reciprocal exchange processes and potential overlaps between science and technology. This is in contrast to the received interpretation, which suffers from the application of a framework that was developed in the context of scholarly citation and does not fully appreciate that a patent citation is established by the patent examiner - a party external to the inventive process. Various formats of patent citation analysis describe 'nanotechnology' as a set of instrument-driven scientific fields on their way towards science-related technologies. Even though nanotechnology patents contain more patent citations to the scientific literature than other technical fields, the science and technology systems are relatively autonomous. What links them in the case of nano-science and technology is a common interest in improving techniques of nano-scale measurement and manipulation. Another finding is that both countries and firms exhibit relatively strong path-dependencies. While nanotechnology comprises a key set of technological areas - instrumentation, electronics, and pharmaceuticals/chemicals - nano-scale activities vary considerably from country to country. Also knowledge-building activities of firms follow a strong technological path-dependency. As a result, 'social capital' seems to be confined to chiefly technological or scientific trajectories. Hence, 'social capital' appears not to be very useful in explaining how knowledge is accumulated and integrated at the nano-scale. Given the central role of instrumentation and the mediated nature of exchange between science and technology at the nano- scale, public policies should be directed towards supporting education and infrastructure in the area rather than more 'direct' transfer mechanisms.

This book covers the entire field of research in the area of minor tranquillizers and its application to current clinical practice in the treatment of anxiety and insomnia. These drugs are principally the benzodiazepines and related drugs with a similar mechanism of action, such as zolpidem and zopiclone. The molecular mechanism of action of benzodiazepines is described, focussing on the interaction of these drugs with the different isoform of the GABAA^O >receptor, and the consequences of this for brain function. Recent advances in this knowledge have provided a framework for defining the physiochemical nature of the interaction between such drugs and their receptor protein, and thus pave the way for the design of new anxiolytic and hypnotic drugs. The animal models available for evaluating the potential of such new therapeutic agents in the treatment of anxiety and insomnia are discussed. Furthermore, understanding of the physiological regulation of the GABAA receptor may provide insights into the aetiopathology of these diseases. The clinical use of benzodiazepines and related drugs in the treatment of anxiety, insomnia, epilepsy and as anaesthetics are explored. The advantages and limitations of such treatments are discussed, and the impact of drugs evaluated. A chapter is devoted to the issue of independence, the clinical pertinence of tolerence and dependence, and evaluates treatment options that may minimise the risk of dependence.

The approach unifies two scientific disciplines: computational geometry and mechanical engineering. Topics of practical importance that are dealt with include the selection of tool sizes, the determination of tool paths, and the optimization of tool paths. Full details of the algorithms are given from a practical point of view, including information on implementation issues. This practice-minded approach is embedded in a rigorous theoretical framework enabling concise statement of definitions and proof of the correctness and efficiency of the algorithms. In particular, the construction of Voronoi diagrams and their use for offset calculations are investigated in great detail. Based on Voronoi diagrams, a graph-like structure is introduced that serves as a high-level abstraction of the pocket geometry and provides the basis for algorithmically performing shape interrogation and path planning tasks. Finally, the efficiency and robustness of the approach is illustrated with figures showing pocketing examples that have been processed by the author's own implementation.

The analysis of this paper indicates that the unsatisfactory overall economic performance of sub-Saharan African countries during 1986–93 was due to inappropriate policies pursued by a number of countries. The countries that have pursued broadly appropriate adjustment policies have performed much better, achieving positive per capita GDP growth. The analysis is supported with an econometric investigation of the effects of macroeconomic policies, structural reforms, and exogenous factors on economic performance. The results indicate that progress in achieving macroeconomic stability and implementing structural reforms have been conducive to better growth, savings, and private investment.
