In December 2018, the United States Senate unanimously passed the nation’s first antilynching act, the Justice for Victims of Lynching Act. For the first time in US history, legislators, representing the American people, classified lynching as a federal hate crime. While lynching histories and memories have received attention among communication scholars and some interdisciplinary studies of traditional civil rights memorials exist, contemporary studies often fail to examine the politicized nature of the spaces. This volume represents the first investigation of the National Memorial for Peace and Justice and the Legacy Museum, both of which strategically make clear the various links between America’s history of racial terror and contemporary mass incarceration conditions, the mistreatment of juveniles, and capital punishment. Racial Terrorism: A Rhetorical Investigation of Lynching focuses on several key social agents and organizations that played vital roles in the public and legal consciousness raising that finally led to the passage of the act. Marouf A. Hasian Jr. and Nicholas S. Paliewicz argue that the advocacy of attorney Bryan Stevenson, the work of the Equal Justice Initiative (EJI), and the efforts of curators at Montgomery’s new Legacy Museum all contributed to the formation of a rhetorical culture that set the stage at last for this hallmark lynching legislation. The authors examine how the EJI uses spaces of remembrance to confront audiences with race-conscious messages and measure to what extent those messages are successful.
This book is about the ways U.S. cities have responded to some of the most pressing political, cultural, racial issues of our time as agentic, remembering actors. Our case studies include New York City’s securitized remembrances at the National September 11 Memorial and Museum; Charlottesville’s Confederate monument controversies in the wake of the 2017 Unite the Right Rally; and Montgomery’s “double consciousness” at the National Memorial for Peace and Justice and Legacy Museum. By tracing the genealogies that can be found across three contested cityscapes—New York, Charlottesville, and Montgomery—this book opens up new vistas for research for communication studies as it shows how cities are agentic actors that can wage “war” on urban landscapes as massive actor-networks struggling to remember (and forget). With the rise of sanctuary cities against nativistic immigration policies, “invasions” from white supremacists and neo-Nazis objecting to “the great replacement,” and rhizomic uprisings of Black Lives Matter protests in response to lethal police force against persons of color, this timely book speaks to the emergent realities of how cities have become battlegrounds in America’s continuing cultural wars.
This book analyses the debates on colonial genocide in the 21st century and introduces cases where states are reluctant to acknowledge genocides. The author departs from traditional studies of the work of Raphael Lemkin or U.N. definitions of genocide so that readers can examine genocide recognition as a political act that is bound up in partial perceptions and political motivations. The study looks at the Tasmanian genocide, Al-Nakba, and several other tragic events. It also looks at the ways that these historical and contemporary debates about colonial genocides are related to today’s conversations about apologies and other restorative justice acts. This work will be of interest to a wide range of audiences including researchers, scholars, graduate students, and policy makers in the fields of political history, genocide studies, and political science.
This book provides a critical analysis of Donald Trump’s mention of General Pershing and his alleged use of bullets dipped in pig’s blood to kill 49 out of 50 captured Muslims during the suppression years in the Philippines. The author argues that most observers who heard this “fable” dismissed it as an inaccurate representation of historical realities that also maligned a great general. Using critiques of both Trump and “post-truths,” the author argues that instead of being summarily dismissive of these comments, academics, investigative journalists and others ought to follow the US president’s admonition that we study “history,” but do so in nuanced ways. The author argues that there are times when false renditions of historical events may in fact provide opportunities to revisit contentious pasts, and this book suggests that in place of sanitized military histories, we take this opportunity to provide detailed analyses of the “Moro” rebellion.
The concentrations camps that existed in the colonised world at the turn of the 20th Century are a vivid reminder of the atrocities committed by imperial powers on indigenous populations. This study explores British, American and Spanish camp cultures, analysing debates over their legitimacy and current discussions on retributive justice.
Civilians in Gaza and Israel are caught up in complex, violent situations that have overstepped conventional battle lines. Both sides of the conflict have found ways to legitimate the use of violence, and continually swap accusations of violations of domestic and international humanitarian laws. Israel’s Military Operations in Gaza provides an ideological critique of the legal, military, and social media texts that have been used to legitimate historical incursions into the Gaza, with special focus on Operation Protective Edge. It argues that both the Palestinians and the Israelis have deployed various forms of ‘telegenic’ warfare. They have each used argumentative rhetorics based on competing interpretations of events, and are locked in a battle to convince international audiences and domestic constituencies of the righteousness of their causes. Hasian, Lawson, and McFarlane illustrate the importance of rhetoric to the expansion of the American national security state in the post-9/11 era through their examination of the global war on terrorism, enhanced interrogation techniques, drone crew stress, activities of Edward Snowden, rise of Special Forces, and popular representations of counterterrorism. This book provides readers with a critical analysis of the restorative justice efforts of the Ovaherero and Nama communities in Namibia, who contend that they should receive reparations for what happened to their ancestors during, and after the 1904–1908 German-Ovaherero/Nama war. Arguing that indigenous communities who once lived in a German colony called “German South West Africa” suffered from a genocide that could be compared to the World War II Holocaust Namibian activists sued Germany and German corporations in U.S. federal courts for reparations. The author of this book uses a critical genealogical approach to all of this “lawfare” (the politicizing of the law) in order to illustrate some of the historical origins of this quest for social justice. Portions of the book also explain some of the historical and contemporary realpolitik barriers that stood in the way of Ovaherero and Nama activists who were asking for acknowledgments of the “Namibian genocide,” apologies from German officials, repatriation of human remains from colonial times as well as restitution that might help with land redistribution in today’s Namibia. This book shows many of the difficulties that confront those indigenous communities who ask twenty-first century audiences to pay restitution for large-scale colonial massacres or imperial genocides that might have taken place more than a hundred years ago.
The Promise and Perils of " Silence" or " Temoignage" During Humanitarian Crises provides readers with a nuanced study of what happens when historical and 21st century medical humanitarian communities, armed with their idealistic rhetorics, choose whether to speak out or remain silent during various military or medical crises. The author uses a series of case studies from the late nineteenth century to the early twenty-first century to illustrate the politicized nature of these decisions. Unlike some that focus on the prescriptive need to follow certain universal medical humanitarian principles during crises, this book highlights the precarious nature of what some scholars call “medical advocacy/witnessing” or what the French call “témoignage.” The author argues that regardless of whether we are talking about lack of action during colonial crises or the Holocaust, it is oftentimes the lack of political will that determines how like “neutrality” or “impartiality” are interpreted. The book also acquaints readers with some of the challenges that have been recently posed to the “new” humanitarian Doctors Without Borders personnel, who have witnessed the targeting of medical hospitals and clinics. What researchers call the weaponization of medical care affects many in need living in places like Afghanistan, Iraq, Yemen, or Syria. The author concludes the book by underscoring the point that it is the presence or absence of political will, and not the inherent epistemic value of medical humanitarian principles, that dictates when this advocacy succeeds or fails.
The Securitization of Memorial Space argues that the National September 11 Memorial and Memorial Museum is a securitized site of memory—what Foucault called a dispositif—that polices visitors and publics to remember trauma, darkness, and victimage in ways that perpetuate the “necessity” of the Global War on Terrorism. Contributing to studies in public memory, rhetoric and argumentation, and critical security studies, Nicholas S. Paliewicz and Marouf Hasian Jr. show how various human and nonhuman actors participated in complicated argumentative formations that have mobilized political, performative, and militaristic practices of anti-terroristic violence in other parts of the world. While there were times that certain argumentative stakeholders—such as local New Yorkers—questioned the necessity of securitizing this site of memory, agentic factions including the families of those who died on 9/11, public supporters, security agents, and politicians created an ideologically oriented security assemblage that remembers 9/11 through counter-terroristic performances at Ground Zero. In chronological order from the 2001 “dustbowl” to the present popularization of 9/11 memories, the authors present seven chapters of rich rhetorical analysis that show how the National September 11 Memorial and Memorial Museum perpetuates grief, uncertainty, and angst that affects public memory in multidirectional ways.
Forensic Rhetorics and Satellite Surveillance: The Visualization of War Crimes and Human Rights Violations uses cases studies of satellite surveillance over the skies of Darfur, Gaza, Bosnia, Pakistan, and the Mediterranean to provide readers with an overview of some of the technological, analytic, and political complexities of satellite surveillance imagery usage. The author uses critical analyses of the rise of Blackwater, support for private security firms and private contracting, prosecutorial and defense preparations and the 2014 jury trial to argue that most observers have drastically underestimated the groundswell of support that existed for Erik Prince and many other defenders of military or security outsourcing. This book puts on display the cultural, legal, and political difficulties that confronted those who wanted to try former Blackwater security guards in the name of belated social justice.
Representing Ebola provides readers with a critical legal analysis of the recent West African Ebola Outbreak. The author argues that a review of the scientific, military, legal, economic, political, and mediated coverage of this latest outbreak highlights the ways that organizations like the World Health Organization or Doctors Without Borders want to conceptualize the importance of rapid emergence from the West during African Ebola epidemics. The author concludes that while the U.S. military and other organizations prided themselves on their belated responses to this outbreak oftentimes journalists, scientists, and others overlooked the contributions that were made by contract tracers and indigenous public health workers. Sadly, the 2013-2015 West African outbreak took the lives of thousands of individuals, and the author contends that this contributed to sensationalist ways of representing local burial and food habits. The book concludes by noting that while many West African leaders appreciated the billions of dollars of promised aid that would flow toward this region in the wake of the Ebola outbreak real “health security” measures have to involve longer term infrastructural changes. Talk of how Westerners rescued the West Africans need to be augmented with more nuanced ways of thinking about how many of those who actually battled Ebola need to become part of future conversations regarding everything from theories of “aerial” transmission to the steps that need to be taken during the first few weeks of recorded outbreaks.
