Between 1864 and 1877, during the height of the Plains Indian wars, Pawnee Indian scouts rendered invaluable service to the United States Army. They led missions deep into contested territory, tracked resisting bands, spearheaded attacks against enemy camps, and on more than one occasion saved American troops from disaster on the field of battle. In War Party in Blue, Mark van de Logt tells the story of the Pawnee scouts from their perspective, detailing the battles in which they served and recounting hitherto neglected episodes. Employing military records, archival sources, and contemporary interviews with current Pawnee tribal members—some of them descendants of the scouts—Van de Logt presents the Pawnee scouts as central players in some of the army's most notable campaigns. He argues that military service allowed the Pawnees to fight their tribal enemies with weapons furnished by the United States as well as to resist pressures from the federal government to assimilate them into white society. According to the author, it was the tribe's martial traditions, deeply embedded in their culture, that made them successful and allowed them to retain these time-honored traditions. The Pawnee style of warfare, based on stealth and surprise, was so effective that the scouts' commanding officers did little to discourage their methods. Although the scouts proudly wore the blue uniform of the U.S. Cavalry, they never ceased to be Pawnees. The Pawnee Battalion was truly a war party in blue.

The success of such quantitative disciplines as economics and psychology during World War I forced social scientists to reexamine their methods and practices and to consider recasting their field as a more objective science separated from its historical foundation in social reform. The debate that ensued, fiercely conducted in books, articles, correspondence, and even presidential addresses, made its way into every aspect of social science thought of the period and is the subject of this book. Smith first provides a historical overview of the controversy over the nature and future of the social sciences in early twentieth-century America and, then through a series of intellectual biographies, offers an intensive study of the work and lives of major figures who participated in this debate. Using an extensive range of materials, from published sources to manuscript collections, Smith examines "objectivists"--economist Wesley Mitchell and political scientist Charles Merriam--and the more "purposive thinkers"--historian Charles Beard, sociologist Robert Lynd, and political scientist and neo-Freudian Harold Lasswell. These biographies bring to vivid life a contentious moment in American intellectual history and reveal its significance in the shaping of social science in this country.

In contemporary constitutional politics, Section 1 of the Fourteenth Amendment—which includes the citizenship, privileges and immunities, due process, and equal protection clauses—is the star of the show. But this was not the focus for the Republican members of the Thirty-Ninth Congress. Their interest was instead in Sections 2, 3, and 4. Today we tend to think the purpose of the Fourteenth Amendment was to protect persons of color. But the Republicans engaged in Reconstruction saw its purpose as preventing “rebel rule” by punishing treason and rewarding loyalty, particularly the loyalty of white men who remained faithful to the Union during the Civil War. In this first of three planned volumes for the University Press of Kansas’s Constitutional Thinking series, Mark A. Graber aims to restore to contemporary memory the Fourteenth Amendment drafted by those Republican and Unionist members of Congress who supported congressional reconstruction. In Punish Treason, Reward Loyalty, Graber breaks new ground researching Reconstruction, the Fourteenth Amendment, and constitutionalism by highlighting the importance of Sections 2, 3, and 4 to the representatives in the Thirty-Ninth Congress and their relative indifference to Section 1. His work underscores the importance and impact that legislative primacy and partisan supremacy had to Republican constitutional thinking about constitutional authority immediately after the Civil War. Centered on Reconstruction and constitutional reform, Graber shows anew the Republican effort to prevent rebel rule by empowering and protecting loyalty.
