Proposals for patient-centered care for chronic illness have not understood or incorporated the capacity of patients to be active agents of health and health care. Patients can not only make treatment choices, but help define their clinical problem and its resolution. Governments throughout the world confront enormous challenges when divesting. Whether it is poor-performing bank loans in Japan and Korea, military bases in the United States, or real estate in eastern Europe, the challenge of public divestment is more than just a question of how to map a path to economic efficiency. Conventional wisdom in public management and privatization literature says that the execution of such enormous tasks as divestment is typically done poorly, and that the government strategy is likely to be inefficient. Mark Cassell argues that privatization must be understood as a political and administrative puzzle rather than simply an exercise in economic efficiency. In August 1914, Admiral Alfred von Tirpitz convinced the German armed forces to create a new unit, called the MarineDivision Flandern, to garrison the Belgian coastline and prepare naval bases in for the implementation of a naval guerrilla war against Great Britain. The Germans called their strategy Kleinkrieg, or little war, and they intended to whittle away at British naval superiority by using their submarines and destroyers. Later expanded into the MarineKorps, the unit soon found itself in the middle of a land war as well. What had been intended as a garrison unit found itself on the frontlines when the war stalemated. The British had traditionally seen Belgium as a dagger pointed at the throat of England, and the Royal Navy feared what use the Germans might make of the position. The result was an active naval campaign in the English Channel. Karau brings to light the contributions of the MarineKorps Flandern, a force often neglected by historians. He examines the role of the MarineKorps in both land and naval wars and reaffirms the increasingly important role played by aircraft in the Flanders theater. Historians recognize the cultural centrality of the newspaper press in Britain, yet very little has been published regarding competing conceptions of the press and its proper role in British society. In Visions of the Press in Britain, 1850-1950, Mark Hampton surveys a diversity of sources--Parliamentary speeches and commissions, books, pamphlets, periodicals and select private correspondence--in order to identify how governmental elites, the educated public, professional journalists, and industry moguls characterized the political and cultural function of the press. How war gave birth to revolution in the 19th century The Franco-Prussian War of 1870-71 introduced new military technologies, transformed the organization of armies, and upset the continental balance of power, promulgating new regimented ideas of nationhood and conflict resolution more widely. However, the mass armies that became a new standard required mass mobilization and the arming of working people, who exercised a new power through both a German social democracy and popular insurgent French movements. As in the Russian Revolution of 1917, the Paris Commune of 1871 grew directly from the discontent among radicalized soldiers and civilians pressed into armed service on behalf of institutions they learned to mistrust. If this militarized class conflict, the brutality of the Commune's subsequent repression not only butchered the tens of thousands of Parisians but slaughtered an old utopian faith that appeals to reason and morality could resolve social tensions. War among nations became linked to revolution and revolution to armed struggle.

Japan was closed to the world until 1854 and its technology then was literally medieval. Great Britain, France and Russia divided the globe in the nineteenth century, but Japan was catching up. Its army and navy were retrained by Western powers and equipped with the latest weapons and ships. Japan wanted to further emulate its European mentors and establish a protectorate over Korea, yet Japanese efforts were blocked by Imperial Russia who had their own designs on the peninsula. The Russo-Japanese War started with a surprise Japanese naval attack against an anchored enemy fleet still believing itself at peace. It ended with the Battle of Tsushima, the most decisive surface naval battle of the 20th century.
