Jane Fonda's visit to Hanoi in July 1972 and her pro-North Vietnamese, anti-American conduct, especially her pose with an anti-aircraft gun used to shoot down American planes and her propaganda broadcasts directed toward American troops, angered many Americans. In their eyes, she was guilty of treason, but she was never charged by the American legal system. Instead, she has made millions, been the recipient of countless awards, and remained an honored American icon. This work investigates Fonda's activities in North Vietnam and argues that she could have been indicted for treason, that there would have been enough evidence to take the case to a jury, that she could have been convicted, and that a conviction probably would have been upheld on appeal. It also considers Fonda's early life and the effect it had on her behavior and beliefs in her later years, her audience of American POWs who were forced by the Vietnamese to listen to her broadcasts condemning them as war criminals, her arrival in Vietnam and how it was viewed by American servicemen and civilians, the crime of treason throughout history, and the only Congressional inquiry into her actions, which resulted in the government's decision to take no legal action against her. Texts of Fonda's radio broadcasts to American servicemen comprise the appendix.

The habitats of most species have been fragmented by human actions, isolating small populations that consequently develop genetic problems. Millions of small, isolated, fragmented populations are likely suffering from inbreeding depression and loss of genetic diversity, greatly increasing their risk of extinction. Crossing between populations is required to reverse these effects, but managers rarely do so. A key reason for such inaction is that managers are often advised to manage populations in isolation whenever molecular genetic methods indicate genetic differences among them. Following this advice will often doom small populations to extinction when the habitat fragmentation and genetic differences were caused by human activities. A paradigm shift is required whereby evidence of genetic differentiation among populations is a trigger to ask whether any populations are suffering genetic problems, and if so, whether they can be rescued by augmenting gene flow. Consequently, there is now an urgent need for an authoritative practical guide to facilitate this paradigm shift in genetic management of fragmented populations.

The tropics are home to most of the world’s biodiversity and are currently the frontier for human settlement. Tropical ecosystems are being converted to agricultural and other land uses at unprecedented rates. Land conversion and maintenance almost always rely on fire and, because of this, fire is now more prevalent in the tropics than anywhere else on Earth. Despite pervasive fire, human settlement and threatened biodiversity, there is little comprehensive information available on fire and its effects in tropical ecosystems. Tropical deforestation, especially in rainforests, has been widely documented for many years. Forests are cut down and allowed to dry before being burned to remove biomass and release nutrients to grow crops. However, fires do not always stop at the borders of cleared forests. Tremendously damaging fires are increasingly spreading into forests that were never evolutionarily prepared for wild fires. The largest fires on the planet in recent decades have occurred in tropical forests and burned millions of hectares in several countries. The numerous ecosystems of the tropics have differing levels of fire resistance, resilience or dependence. At present, there is little appreciation of the seriousness of the wild fire situation in tropical rainforests but there is even less understanding of the role that fire plays in the ecology of many fire adapted tropical ecosystems, such as savannas, grasslands and other forest types.

Since 1985, scientists have been documenting a hypoxic zone in the Gulf of Mexico each year. The hypoxic zone, an area of low dissolved oxygen that cannot s- port marine life, generally manifests itself in the spring. Since marine species either die or ee the hypoxic zone, the spread of hypoxia reduces the available habitat for marine species, which are important for the ecosystem as well as commercial and recreational shing in the Gulf. Since 2001, the hypoxic zone has averaged 2 1 16,500 km during its peak summer months , an area slightly larger than the state 2 2 of Connecticut, and ranged from a low of 8,500 km to a high of 22,000 km . To address the hypoxia problem, the Mississippi River/Gulf of Mexico Watershed Nutrient Task Force (or Task Force) was formed to bring together represen- tives from federal agencies, states, and tribes to consider options for responding to hypoxia. The Task Force asked the White House Of ce of Science and Technology Policy to conduct a scienti c assessment of the causes and consequences of Gulf hypoxia through its Committee on Environment and Natural Resources (CENR).
