A retired Texas Ranger recalls a career that took him from shootouts in South Texas to film sets in Hollywood. When his picture appeared on the cover of Texas Monthly, Joaquin Jackson became the icon of the modern Texas Rangers. Nick Nolte modeled his character in the movie Extreme Prejudice on him. Jackson even had a speaking part of his own in The Good Old Boys with Tommy Lee Jones. But the role that Jackson has always played the best is that of the man who wears the silver badge cut from a Mexican cinco peso coin, a working Texas Ranger. Legend says that one Ranger is all it takes to put down lawlessness and restore the peace: one riot, one Ranger. In this adventure-filled memoir, Joaquin Jackson recalls what it was like to be the Ranger who responded when riots threatened, violence erupted, and criminals needed to be brought to justice across a wide swath of the Texas-Mexico border from 1966 to 1993. Jackson has dramatic stories to tell. Defying all stereotypes, he was the one Ranger who ensured a fair election—and an overwhelming win for La Raza Unida party candidates—in Zavala County in 1972. He followed legendary Ranger Captain Alfred Y. Allee Sr. into a shootout at the Carrizo Springs jail that ended a prison revolt and left him with nightmares. He captured “The See More Kid,” an elusive horse thief and burglar who left clean dishes and swept floors in the houses he robbed. He investigated the 1988 shootings in Big Bend’s Colorado Canyon and tried to understand the motives of the Mexican teenagers who terrorized three river rafters and killed one. He even helped train Afghan mujahedin warriors to fight the Soviet Union. Jackson’s tenure in the Texas Rangers began when older Rangers still believed that law need not get in the way of maintaining order, and concluded as younger Rangers were turning to computer technology to help solve crimes. Though he insists, “I am only one Ranger. There was only one story that belonged to me,” his story is part of the larger story of the Texas Rangers becoming a modern law enforcement agency that serves all the people of the state. It’s a story that’s as interesting as any of the legends. And yet, Jackson’s story confirms the legends, too. The orphan has turned out to be an extraordinarily versatile literary figure. By juxtaposing diverse fictional representations of orphans, this volume sheds light on the development of cultural concepts such as childhood, family, the status of parental legacy, individualism, identity and charity. The first chapter argues that the figure of the orphan was suitable for negotiating a remarkable range of cultural anxieties and discourses in novels from the Victorian period. This is followed by a discussion of both the (rare) examples of novels from the first half of the 20th century in which main characters are orphaned at a young age and Anglophone narratives written from the 1980s onward, when the figure of the orphan proliferated once more. The trope of the picaro, the theme of absence and the problem of parental substitutes are among the issues addressed in contemporary orphan narratives. The book also looks at the orphan motif in three popular fantasy series, namely Rowling’s Harry Potter septology, Pullman’s His Dark Materials trilogy and Martin’s A Song of Ice and Fire series. It then traces the development of the orphan motif from the end of the 19th century to the present in a range of different types of comics, including funnies and gag-a-day strips, superhero comics, underground comix, and autobiographical comics.
Why is it so difficult to design and implement fundamental educational reform in large city schools in spite of broad popular support for change? How does the politics of race complicate the challenge of building and sustaining coalitions for improving urban schools? These questions have provoked a great deal of theorizing, but this is the first book to explore the issues on the basis of extensive, solid evidence. Here a group of political scientists examines education reform in Atlanta, Baltimore, Detroit, and Washington, D.C., where local governmental authority has passed from white to black leaders. The authors show that black administrative control of big-city school systems has not translated into broad improvements in the quality of public education within black-led cities. Race can be crucial, however, in fostering the broad civic involvement perhaps most needed for school reform. In each city examined, reform efforts often arise but collapse, partly because leaders are unable to craft effective political coalitions that would commit community resources to a concrete policy agenda. What undermines the leadership, according to the authors, is the complex role of race in each city. First, public authority does not guarantee access to private resources, usually still controlled by white economic elites. Second, local authorities must interact with external actors, at the state and national levels, who remain predominantly white. Finally, issues of race divide the African American community itself and often place limits on what leaders can and cannot do. Filled with insightful explanations together with recommendations for policy change, this book is an important component of the debate now being waged among researchers, education activists, and the community as a whole.

The rich heritage of Virginia horse racing traces its roots back to the colonial days of the late seventeenth century. Horse racing began as single-day events held at county fairs, family farms, and hunt meets, taking a long and meandering path to become the sport we know and love today. Colonial Downs and More examines the important changes that occurred in Virginias horse racing industry during the last half century, with a particular focus on the debates over pari-mutuel wagering. The legalization of pari-mutuel wagering became a hot-button legislative issue in the 1980s, sparked by horse breeders and owners hoping to improve the industry. In 1988, voters approved the legalization of pari-mutuel wagering, a move that opened the doors for the establishment of a new racetrack that would come to be known as Colonial Downs. Colonial Downs faced major obstacles from its inception. Construction was bogged down by licensing delays and legal issues. Nine long years elapsed before it finally opened its gates in 1997. After a modest opening, attendance and wagering slumped over the next three to five years. Nonetheless, despite the difficulties, the track and associated operations remain high quality, offering breeders and owners needed funds and providing racing fans with unparalleled fun and excitement.

In 1838, the British government outlawed the slave trade, emancipated all of the slaves in its possessions, and began to interdict slave ships en route to the Americas. Almost at once, colonies that had depended on slave labour were faced with a liberated and unwilling labour force. At the same time, newly freed slaves in Sierra Leone (and later from America and elsewhere) were "persuaded" to emigrate to other British colonies to provide a new workforce to replace or augment remnants of the old. Some became paid labourers, others indentured servants. These two groups - one, English-speaking colonists; the other, new African immigrants - are the focus of this study of "receptive" communities in the West Indies. Adderley describes the formation of these settlements, and, working from scant records, tries to tease out information about the families of liberated Africans, the labour they performed, their religions, and the culture they brought with them. She addresses issues of gender, ethnicity, and identity, and concludes with a discussion of repatriation.
