Over the past decade, rising oil prices have translated into high levels of public investment in most MENA and CCA oil exporters. This has prompted questions about the efficiency of public investment in generating growth and closing infrastructure gaps, as well as concerns about fiscal vulnerabilities. When public investment is inefficient, higher levels of spending may simply lead to larger budget deficits, without sufficiency increasing the quantity or quality of public infrastructure in support of economic growth. This paper examines the efficiency of public investment in the MENA and CCA oil exporters using several techniques, including a novel application of the efficiency frontier analysis, estimates of unit investment costs, and assessments of public investment processes. The analysis confirms that these oil exporters have substantial room to improve public investment efficiency. Reforms in the public financial and investment management systems are needed to achieve this objective.

Conservation and balance laws on networks have been the subject of much research interest given their wide range of applications to real-world processes, particularly traffic flow. This open access monograph is the first to investigate different types of control problems for conservation laws that arise in the modeling of vehicular traffic. Four types of control problems are discussed - boundary, decentralized, distributed, and Lagrangian control - corresponding to, respectively, entrance points and tolls, traffic signals at junctions, variable speed limits, and the use of autonomy and communication. Because conservation laws are strictly connected to Hamilton-Jacobi equations, control of the latter is also considered. An appendix reviewing the general theory of initial-boundary value problems for balance laws is included, as well as an appendix illustrating the main concepts in the theory of conservation laws on networks.

The sixteen studies in this book include six specially translated from Greek and another two published here for the first time. They deal with the art of painting in Crete at a time when the island was under Venetian rule. The main emphasis is on the 15th century and especially on the painter Angelos. More than thirty icons with his signature survive, and at least twenty more can be reliably attributed to him. Angelos was the most significant artist of a particularly significant era. It was at this time that the centre of artistic production migrated from Constantinople, the capital of the Byzantine Empire to Candia, the capital of Venetian-occupied Crete. These studies try to reconstruct the personality of this late Byzantine painter, Angelos, not only through his icons but also through his will (1436), now in the State Archives in Venice. In this context they also explore the status of the Cretan painter in society. The large number of extant Cretan icons clearly indicates the striking increase in production from the 15th century onwards. Similarly, archival documents are used to examine the trade of icons in Crete and the way Cretan artists had to organize their workshops in order to meet the requirements of the market.

Amidst a global backdrop of persistent post-COVID inflation and spillovers from Russia’s war in Ukraine, the countries of the Caucasus and Central Asia (CCA) region have faced strong price pressures in recent years. Inflation is estimated to have peaked in early 2023, but still exceeds central bank targets. In particular, core inflation remains stubbornly high reflecting a combination of second-round effects, surges in global energy and food prices, and domestic demand pressures. More broadly, uncertainty and downside risks also weigh on the economic outlook, including due to regional tensions, financial turmoil related to international monetary policy normalization, and a growth slowdown in key trading partners. In this context, CCA countries’ ability to contain inflationary pressures and anchor inflation expectations hinges on the credibility and effectiveness of their monetary policy frameworks. Since gaining independence in the 1990s, countries in the CCA region have made considerable progress in modernizing their monetary policy frameworks. CCA central banks have strengthened their legal frameworks and established broad de-jure independence. Armenia, Georgia, Kazakhstan, the Kyrgyz Republic, and Uzbekistan are transitioning to inflation targeting regimes, while the central banks of Azerbaijan, Tajikistan, and Turkmenistan rely on the exchange rate as an operational target. However, the post-COVID surge in inflation has highlighted the limitations of current frameworks and triggered a fresh policy debate on the need to strengthen monetary policy effectiveness in the CCA. This paper reviews the CCA region’s monetary policy landscape, highlights challenges in monetary policy design and implementation, and identifies areas that warrant strengthening. It draws on original surveys of country authorities, IMF country teams, and the work by Unsal and others (2022). It uses novel empirical work to analyze monetary policy transmission, the link between foreign exchange interventions and exchange rate dynamics, the drivers of financial de-dollarization, and the effects of central bank communication in the CCA.

Water resources in tourist islands have been severely threatened, especially in the Galápagos Islands, where the increased local population has generated attractive income from the tourist services. In addition, the data regarding water supply and demand are scarce. This study investigates water supply and demand in Santa Cruz, the most populated island of Galápagos. The research encompasses a thorough assessment of the water supply crisis, as well as the quantification of water demand from different categories (domestic, tourist, restaurants and laundries) through surveys, in the absence of water metering. Also, specific water demand was assessed by installing 18 water meters. The results yield a wide range of water consumption, questioning the current assumption of water scarcity. Furthermore, a prognosis of water supply and demand was carried out, and also several intervention strategies were proposed such as rainwater harvesting, greywater recycling, leakage reduction, water meter installation, water demand reduction, as well as seawater desalination to cope with the future population growth. Due to the fragility of the ecosystem, these strategies were assessed through a Multi-Criteria Decision Analysis, considering environmental, technical, economic and social aspects, as well as relevant stakeholders’ perspectives. finally, the water supply network of Puerto Ayora was evaluated in order to understand the need of the current intermittent supply regime. A methodology was developed to estimate the overflow of the domestic roof tanks (a common incidence amongst local population). The results question the practicality of individual household storage. The final results show that the current situation in terms of the lack of water quantity may not be real, as it has been thought for the last decades. The water issues refer more importantly to the water quality, as well as to the lack of proper water management practices.

Religion and Society in Ancient Thessaly explores the issues of regionalism in ancient Greek religion and the relationship between religion and society, as well as the problem of thinking about these matters through particular bodies of evidence. It discusses in depth the importance of citizenship and of other group-identities in Thessaly, and the relationship between cult activity and political and social organization. Was migration to Germany a blessing or a curse? The main argument of this book is that the Greek state conceived labor migration as a traineeship into Europeanization with its shiny varnish of progress. Jumping on a fully packed train to West Germany meant leaving the past behind. However, the tensed Cold War realities left no space for illusions; specters of the Nazi past and the Greek Civil War still haunted them all. Adopting a transnational approach, this monograph retargets attention to the sending state by exploring how the Greek Gastarbeiter’s welfare was intrinsically connected with their homeland through its exercise of long-distance nationalism. Apart from its fresh take in postwar migration, the book also addresses methodological challenges in creative ways. The narrative alternates between the macro- and the micro-level, including subnational and transnational actors and integrating a diverse set of primary sources and voices. Avoiding the trap of exceptionalism, it contextualizes the Greek case in the Mediterranean and Southeast European experience.

For more than thirty years, Valamoti has been analyzing a large body of archaeobotanic data that spans 7,000 years from the Neolithic to Bronze Age and that was retrieved from nearly one hundred sites in mainland Greece and the Greek islands. This book also reflects experimentation and research of ancient written sources. Her approach allows an exploration of culinary variability through time. The thousands of charred seeds identified from occupation debris correspond to minuscule time capsules. She is able to document changes from the cooking of the first farmers to the sophisticated cuisines of the elites who inhabited palaces in the first cities of Europe in the south of Greece during the Late Bronze Age. Along the way, she explains the complex processes for the addition of new ingredients (such as millet and olives), condiments, sweet tastes, and complex recipes. "Ancient Grains" also explores regional variability and diversity. Rich chapters are devoted to overviewing plantstuffs in their spatial and temporal distribution, with ritual and symbolic significance noted, and also to broader themes and practices. The main chapters are on bread/cereals, pulses, oils, fruit and nuts, fermented brews, healing foods, cooking, and identity. Valamoti also offers insight into engaging in public archaeology and provides recipes that incorporate ancient plant ingredients and connect prehistory to the present in a critical way. While anecdotal evidence suggests that interest groups play a key role in shaping immigration policy, there is no systematic empirical analysis of this issue. In this paper, we construct an industry-level dataset for the United States, by combining information on the number of temporary work visas with data on lobbying activity associated with immigration. We find robust evidence that both pro- and anti-immigration interest groups play a statistically significant and economically relevant role in shaping migration across sectors. Barriers to migration are lower in sectors in which business interest groups incur larger lobby expenditures and higher in sectors where labor unions are more important.
