Today the names of these young men—Al Capone, Lucky Luciano, Dutch Schultz, Legs Diamond, Nucky Johnson—are more familiar than ever, thanks in part to such cable programs as Boardwalk Empire. Here, Mappen strips way the many myths and legends from television and movies to describe the lives these gangsters lived and the battles they fought. Placing their criminal activities within the context of the issues facing the nation, from the Great Depression, government crackdowns, and politics to sexual morality, immigration, and ethnicity, he also recounts what befell this villainous group as the decades unwound. Making use of FBI and other government files, trial transcripts, and the latest scholarship, the book provides a lively narrative of shootouts, car chases, courtroom clashes, wire tapping, and rub-outs in the roaring 1920s, the Depression of the 1930s, and beyond. Mappen asserts that Prohibition changed organized crime in America. Although their activities were mercenary and violent, and they often sought to kill one another, the Prohibition generation built partnerships, assigned territories, and negotiated treaties, however short lived. They were able to transform the loosely associated gangs of the pre-Prohibition era into sophisticated, complex syndicates. In doing so, they inspired an enduring icon—the gangster—in American popular culture and demonstrated the nation’s ideals of innovation and initiative. J. Fagg Foster (1907-1985) was one of the most significant creators of institutionalist economic theory in the twentieth century. He wrote and taught in the American intellectual tradition of Thorstein Weblen, John R. Commons, John Dewey and Clarence E. Ayres. Debates about methods of supporting language development and academic skills of deaf or hard-of-hearing children have waxed and waned for more than 100 years: Will using sign language interfere with learning to use spoken language or does it offer optimal access to communication for deaf children? There is a clear need to better understand the relationship between two concepts at the heart of peacebuilding: the Rule of Law (RoL), and Security Sector Reform (SSR). If it is acknowledged in principle that they are interdependent, in practice enduring conceptual ambiguities and contradictions undermine latent synergies. As a consequence, international donor agencies are under increasing pressure to demonstrate the benefits of their RoL and SSR assistance. This SSR Paper moves the RoL-SSR debate forward through examining these activities jointly within a peacebuilding context. It proposes a heuristic framework that helps to rationalize this relationship on a conceptual level, demonstrating that RoL and SSR are interdependent and mutually reinforcing. The resulting framework provides a basis for the development of coherent policies that can support the development of coordinated, complementary programmes on the ground.

All of the essays in this book challenge the conventional wisdom in the problem areas addressed. They advocate policy positions that often run contrary to views widely held by academic economists and policy makers alike. The general literature of institutional economics is unorthodox, beginning with its methodological foundations and continuing through the kind of policy analysis found in these pages. The orthodox tradition in economics is commonly characterized as "neoclassical economics." Neoclassical economics fosters the myth that only "the market" can efficiently allocate a society's economic resources and equitably distribute its income. It provides the intellectual defense for in which "free markets" are championed over democratic capitalist ideology policy formation, which it contends is neither efficient nor equitable. For both professional economists and policy makers of a conservative political persuasion, neoclassical economics writes the script for a morality play in which the market is the "good guy" and the government is the "bad guy." As such, it undermines the belief that free societies can enhance economic welfare through the use of democratic processes in the formulation of economic policies.
