Yet despite their best intentions, Christian leaders often discover that the cause of recurring conflict remains unclear and prescribed techniques for conflict resolution are ineffective in their communities. In this Sri Lankan case study, Dr Mano Emmanuel examines the specifics of interpersonal conflict within a shame-oriented culture. Taking an interdisciplinary approach, she incorporates cultural anthropology, missiology, and communication studies into her analysis, identifying seven aspects of culture that must be addressed if reconciliation is to be fully experienced in the Sri Lankan church. The author describes how as a high school student, he first met the scientific approach to the study of the Gospels and learned that the Gospel of St. Matthew was copied from an older document called Q. The question arose: if Matthew was a disciple of Jesus, why would he need another document to write about Jesus? A life-long struggle to answer that question resulted in the development of this new Interpretation. Matthew was a trained tax accountant. Taxation is all about keeping records and diaries. Jesus called Matthew to be a disciple. Matthew did what he knew bestkeeping records and diaries as directed by Jesus. Analyzing its contents using principles of information assurance, Mano concludes that this gospel is in two parts. The first nine chapters happened before the call of Matthew, and the source of data is Jesus. After chapter ten, Matthew is the source of data. He recorded events as indicated by Jesus, including events after the arrest. This is the justification for calling it an authorized biography of Jesus Christ. The Ascension is omitted. That significant omission proves that this gospel was not written by a later Christian believer or organization, but happened because Matthew ceased his diaries before the Ascension. These diaries were obtained by Christians many years later and recognized as a gospel.
We quantify the effect of mask mandates in the United States. Our regression discontinuity design exploits county-level variation in COVID-19 cases, hospital admissions, and deaths across the border between states with and without mandates. We find a significant and substantial effect—mask mandates reduced new weekly COVID-19 cases, hospital admissions, and deaths by 55, 11 and 0.7 per 100,000 inhabitants on average. Crucially, we find that the effect of mask mandates depends on the attitudes toward mask wearing at the county level, with larger effects in counties more positively inclined towards mask wearing. Our results imply that mandates saved 87,000 lives through December 19, 2020, while a nationwide mandate could have saved 58,000 additional lives. These large effects suggest that mask mandates are a crucial tool to counter pandemics, particularly if accepted widely by the population. Our results are thus also relevant for countries who will not be able to immunize large swaths of their population in the short term.

This book discusses a number of ways in which the dialogue about Europe’s past and future could be rendered more inclusive, such as the promotion of critical and sentimental education and the creation of virtual and actual social spaces in which citizens and organised identity groups can participate. The discussion about European memory is far from being a “merely” symbolic issue with no political consequences. Imagining Europe and its past in different ways will lead to different real political outcomes. For instance, thinking about European integration as an embodiment of the values of the Enlightenment (such as human rights, liberal democracy, and reason), as a guarantor of peace on the continent, as a guarantor of prosperity, or as a guarantor that massive human rights violations like genocide will “never again” be committed on its soil, all entail different political objectives. Similarly, conflicting understandings of European memory as either a thing or a social construct, as either one memory or a plurality of memories, as either the end point of deliberation or a dialogical process, represent not merely inconsequential cultural “froth on the tides of society,” but crucially important issues with real political consequences. The book is intended to contribute to this discussion about the common European approach to the past (and thus to the future).

We re-assess the view that sovereigns with a history of default are charged only a small and/or short-lived premium on the interest rate warranted by observed fundamentals. Our reassessment uses a metric of such a “default premium” (DP) that is consistent with asymmetric information models and nests previous metrics, and applies it to a much broader dataset relative to earlier studies. We find a sizeable and persistent DP: in 1870-1938, it averaged 250 bps upon market re-entry, tapering to around 150 bps five years out; in 1970- 2011 the respective estimates are about 400 and 200 bps. We also find that: (i) these estimates are robust to many controls including on actual haircuts; (ii) the DP accounts for as much as 60% of the sovereign spread within five years of market re-entry; (iii) the DP rises with market exclusion spells. These findings help reconnect theory and evidence on why sovereign defaults are infrequent and earlier debt settlements are desirable.

The accumulation of large foreign asset positions by many central banks through sustained foreign exchange (FX) intervention has raised questions about its associated fiscal costs. This paper clarifies conceptual issues regarding how to measure these costs both from an ex-post and an ex-ante (relevant for decision making) perspective, and estimates both marginal and total costs for 73 countries over the period 2002-13. We find ex-ante marginal costs for the median emerging market economy (EME) in the inter-quartile range of 2-5.5 percent per year; while ex-ante total costs (of sustaining FX positions) in the range of 0.2-0.7 percent of GDP per year for light interveners and 0.3-1.2 percent of GDP per year for heavy interveners. These estimates indicate that fiscal costs of sustained FX intervention (via expanding central bank balance sheets) are not negligible.

Using the near universe of online vacancy postings in the U.S., we study the interaction between labor market power and monetary policy. We show empirically that labor market power amplifies the labor demand effects of monetary policy, while not disproportionately affecting wage growth. A search and matching model in which firms can attract workers by either offering higher wages or posting more vacancies can rationalize these findings. We also find that vacancy postings that do not require a college degree or technology skills are more responsive to monetary policy, especially when firms have labor market power. Our results help explain the “wageless” recovery after the 2008 financial crisis and the flattening of the wage Phillips curve, especially for the low-skilled, who saw stagnant wages but a robust decline in unemployment.
In Civil Disobedience, Henry David Thoreau looks at old issues in new ways, asking: is there ever a time when individuals should actively oppose their government and its justice system? After a thorough review of the evidence, Thoreau comes to the conclusion that opposition is legitimate whenever government actions or institutions are unacceptable to an individual’s conscience. What is particularly interesting is that Thoreau’s creative mind took him deeper into the argument, as he concluded that this legitimate opposition really wasn’t enough. In Thoreau’s opinion, anyone who believed something to be wrong had a duty to resist it actively. These ideas were completely at odds with the prevailing opinions of the day – that it was the duty of every citizen to support the state. Thoreau connected ideas and notions in a novel manner and went against the tide, generating new hypotheses so that people could see matters in a new light. It is a mark of the success of his creative thinking that his views are now considered mainstream, and that his arguments are still deployed in defence of the principle of civil disobedience.

After many years of rapid expansion, China’s growth is slowing to more sustainable levels and is rebalancing, with consumption becoming the main growth driver. This transition is likely to have negative effects on its trading partners in the near term. This paper studies the potential spillovers to the ASEAN-5 economies through trade, commodity prices, and financial markets. It finds that countries with closer trade linkages with China (Malaysia, Singapore, and Thailand) and net commodity exporters (Indonesia and Malaysia) would suffer the largest impact, with growth falling between 0.2 and 0.5 percentage points in response to a decline in China’s growth by 1 percentage point depending on the model used and the nature of the shock. The impact could be larger if China’s slowdown and rebalancing coincides with bouts of global financial volatility. There are also opportunities from China’s rebalancing, both in merchandise and services trade, and there is preliminary evidence that some ASEAN-5 economies are already benefiting from these trends.
