Matthew Tawo Mbu was a Nigerian lawyer, politician, diplomat, and a permanent fixture in Nigeria political affairs for more than fifty years. Most notably, he became the First Nigerian Chief Representative in Washington DC from 1955-1959, and was chief negotiator to the United Nations Disarmament Conference, Geneva between 1963-65; in 1992-1993 he served as Nigeria’s Minister of Foreign Affairs. Within Nigeria he was referred to as a Baby Minister, due to being just 23 years of age when he first became a federal minister; the youngest ever in the history of Nigeria. The British press, meanwhile, nicknamed him the "Wonder Boy of the Commonwealth" and his opinion was sought on many issues concerning not only Nigeria and Africa, but other Commonwealth sovereignties. He was a member of many international bodies: the London Institute of World Affairs; he was a Fellow of the Royal Society of Arts, and of the Royal Commonwealth Society. In 2001 he served as President of the Nigeria Society of International Law.

What explains the existence of separate, semi-sovereign nations within the larger American nation? In large part it has been victories won at the Supreme Court that have preserved the opportunity for Native Americans to ‘make their own laws and be ruled by them.’ The Supreme Court could have gone further, creating truly sovereign nations with whom the United States could have negotiated on an equal basis. The Supreme Court could also have done away with tribes and tribalism with the stroke of a pen. Instead, the Court set a compromise course, declaring tribes not fully sovereign but also something far more than a mere social club.

Ever since Einstein’s special relativity in 1905, the principle of invariant light speed in vacuum has been attracting attention from a wide range of disciplines. How to interpret the principle of light speed? Is light referred to continuous light, or light pulse with definite boundaries? Recent discovery of superluminal medium triggered vigorous discussion within the Physics community. Can communication via such “superluminal channel” break the speed limit and thus violate causality principle? Or, will a single photon, which is not governed by classical laws of Physics, tend to break the speed limit? To solve these problems, this Brief brings in Optical Precursors, the theoretical works for which started as early as 1914. This is a typical optical phenomenon combining wave propagation theory and light-wave interaction. Both theory and experimental works are covered in this Brief. The study of precursor verifies that the effective information carried by light pulses can never exceed the speed of light in vacuum- c. Further, through observation from nonclassical single photon source, the precursor rules out the probability of a single photon traveling with the speed, breaking the classical limit.

Here is a collection of my motivational and directional messages on authoring academic books. They answer the questions why should a teacher in an institution of higher learning involve in authoring an academic book? And How to go about authoring keeping in mind the expectations from the book’s perspective readers and the expectations from the prospective publishers? And in addition to these there is one more chapter (9th one) namely “9. Responses from Professors of Eminence, Teachers, Friends and Team Members on the Initiative and on the Motivational and Directional Communications”. The messages in the well-organized chapters undoubtedly clear all inhibitions in the mind of a teacher aspiring to become an author. The book has thus turned out to be a reference guide consisting of the right set of prescriptions for budding authors of academic books to realize their dream of becoming an author.

Sixteen hundred years after Jesus preached the Sermon on the Mount, a new 'Promised Land' was opened up to the Puritans of England. Just as the Jewish people living during the time of Jesus, believed they were living in the 'end-times' of Biblical prophecy, and because of this they purified themselves; so too were the Puritans in England convinced of this as well. They believed that the prophesied time of persecution by Satan, the great red dragon, had just passed and that God was about to create a 'New Heaven and a New Earth', and to initiate the kingdom of God on earth. They were convinced that He would accomplish this in the newly discovered New World, when they fled from persecution in England, left everything they knew behind, and set out to establish God's kingdom on earth. This spiritual battle for the soul of 'the New Israel' would last for 170 years and it is this we will discover in: "THE PROMISED LAND: The Spiritual Founding of America".

All algebras in a very large, axiomatically defined class of quantum nilpotent algebras are proved to possess quantum cluster algebra structures under mild conditions. Furthermore, it is shown that these quantum cluster algebras always equal the corresponding upper quantum cluster algebras. Previous approaches to these problems for the construction of (quantum) cluster algebra structures on (quantized) coordinate rings arising in Lie theory were done on a case by case basis relying on the combinatorics of each concrete family. The results of the paper have a broad range of applications to these problems, including the construction of quantum cluster algebra structures on quantum unipotent groups and quantum double Bruhat cells (the Berenstein-Zelevinsky conjecture), and treat these problems from a unified perspective. All such applications also establish equality between the constructed quantum cluster algebras and their upper counterparts

Food fraud has beset governments for centuries, and the legal responses to it have been uniquely suited to the sensibilities of the time. This publication follows the concept of food fraud described to occur when a fraudster intentionally deceives a customer about the quality and/or contents of the foods they wish to purchase, and such act is done to obtain an undue advantage, most often economic, for the fraudster. The vastness and complexity of food fraud, and the versatility in regulatory approaches can challenge national governments in their attempts to develop a coherent, focused approach to food fraud. To respond to this challenge, this paper introduces the available international regulatory guidance and the potential legal strategies at the national and regional level. It identifies and analyses some of the regulatory approaches to food fraud that countries have chosen and pays attention to the role of the private sector in food fraud regulation.
