Questions about the likelihood of conflict between the United States and China have dominated international policy discussion for years. But the leading theory of power transitions between a declining hegemon and a rising rival is based exclusively on European examples, such as the Peloponnesian War, as chronicled by Thucydides, as well as the rise of Germany under Bismarck and the Anglo-German rivalry of the nineteenth and early twentieth centuries. What lessons does East Asian history offer, for both the power transitions debate and the future of U.S.-China relations? Examining the rise and fall of East Asian powers over 1,500 years, Beyond Power Transitions offers a new perspective on the forces that shape war and peace. Xinru Ma and David C. Kang argue that focusing on the East Asian experience underscores domestic risks and constraints on great powers, not relative rise and decline in international competition. They find that almost every regime transition before the twentieth century was instigated by internal challenges and even the exceptions deviated markedly from the predictions of power transition theory. Instead, East Asia was stable for a remarkably long time despite massive power differences because of common understandings about countries’ relative status. Provocative and incisive, this book challenges prevailing assumptions about the universality of power transition theory and shows why East Asian history has profound implications for international affairs today.

Adaptive filtering still receives attention in engineering as the use of the adaptive filter provides improved performance over the use of a fixed filter under the time-varying and unknown statistics environments. This application evolved communications, signal processing, seismology, mechanical design, and control engineering. The most popular optimization criterion in adaptive filtering is the well-known minimum mean square error (MMSE) criterion, which is, however, only optimal when the signals involved are Gaussian-distributed. Therefore, many "optimal solutions" under MMSE are not optimal. As an extension of the traditional MMSE, the minimum mean p-power error (MMPE) criterion has shown superior performance in many applications of adaptive filtering. This book aims to provide a comprehensive introduction of the MMPE and related adaptive filtering algorithms, which will become an important reference for researchers and practitioners in this application area. Three major conceptions of world history (the cyclical, linear and chaotic) have tried to describe the course of history and explain the dynamics of change. The book incorporates these conceptions into one theory, the locomotive theory of history, that provides a comprehensive explanation of the movement and dynamics of change throughout history. The locomotive theory explains why certain nations have made more progress than others, why some people are getting richer while others remain poor, and why democracy has succeeded in some countries and failed in others. The book examines the dam safety regulatory frameworks of 22 countries. It draws comparisons and highlights similarities among the various systems. Most important, it identifies essential elements, desirable features, and emerging trends for dam safety regulatory frameworks. The authors are leading experts in their fields. Daniel Bradlow is professor and director of the International Legal Studies Program at the Washington College of Law at American University and was a consultant to the World Commission on Dams. Alessandro Palmieri is Lead Dam Specialist in the Quality Assurance and Compliance Unit of the Environmentally and Socially Sustainable Development Vice Presidency at the World Bank. Salman Salman is Lead Counsel in the Environmentally and Socially Sustainable Development and International Law Group of the World Bank's Legal Vice Presidency and has published extensively in the area of water law.
