To address this threat, NORAD and DoD have fully fueled, fully armed aircraft and trained personnel on alert 24 hours a day, 365 days a year, at 18 ASA sites across the U.S. This testimony discusses whether: (1) NORAD conducts risk assessments to determine the appropriate operational requirements; (2) the Air Force has implemented ASA operations as a steady-state mission, which would require programming funding; and (3) the Air Force has developed a plan to address the recapitalization challenges to sustaining ASA operations for the future. This report examined the extent to which: (1) NORAD has adopted a risk-based mgmt. approach to determine ASA operational requirements; (2) the AF has implemented ASA operations as a steady-state mission in accordance with DoD, NORAD, and AF directives and guidance; (3) the AF assesses the readiness of units conducting ASA operations; and (4) the AF faces challenges in sustaining ASA operations for the future and what plans, if any, it has to address such challenges. This report: (1) evaluates DoD¿s assumptions in its cost-benefit analysis of the 3 alternatives in its plan, and their effect on the recommendation; (2) determines the extent to which DoD¿s report assessed and contained a plan to mitigate the security risks DoD identified at Peterson AFB; and (3) determines the extent to which the final relocation plans take into account security issues.

He begins with the complexities of finding workable definitions, then explores the historical underpinnings of slavery, colonialism, and xenophobia globally and in the US. Within each chapter he addresses the current moment, particularly how the ideals of liberty and freedom have been perverted to manipulate the fears of White Americans. This book is not an academic study. And there is plenty that the hypersensitive, politically-correct reader will take issue with. If so, that is to their detriment, because this book is a primer for how to do the hard work of examining what it means to be a White American. Not for the sake of feeling guilt or shame over the past, but it’s important to understand how we got to the present so we can avoid being complicit. He invites the reader in by continually asking questions, not in a finger-wagging, preachy way, but as a model for introspection. Of the various modes of communicating instruction to the uninformed, the masonic student is particularly interested in two; namely, the instruction by legends and that by symbols. It is to these two, almost exclusively, that he is indebted for all that he knows, and for all that he can know, of the philosophic system which is taught in the institution. All its mysteries and its dogmas, which constitute its philosophy, are entrusted for communication to the neophyte, sometimes to one, sometimes to the other of these two methods of instruction, and sometimes to both of them combined. The Freemason has no way of reaching any of the esoteric teachings of the Order except through the medium of a legend or a symbol.A legend differs from an historical narrative only in this—that it is without documentary evidence of authenticity. It is the offspring solely of tradition. Its details may be true in part or in whole. There may be no internal evidence to the contrary, or there may be internal evidence that they are altogether false. But neither the possibility of truth in the one case, nor the certainty of falsehood in the other, can remove the traditional narrative from the class of legends. It is a legend simply because it rests on no written foundation. It is oral, and therefore legendary.

This book is a comprehensive and intensive monograph for scientists, engineers and applied mathematicians, as well as graduate students in fluid dynamics. It starts with a brief review of fundamentals of fluid dynamics, with an innovative emphasis on the intrinsic orthogonal decomposition of fluid dynamic process, by which one naturally identifies the content and scope of vorticity and vortex dynamics. This is followed by a detailed presentation of vorticity dynamics as the basis of later development. In vortex dynamics part the book deals with the formation, motion, interaction, stability, and breakdown of various vortices. Typical vortex structures are analyzed in laminar, transitional, and turbulent flows, including stratified and rotational fluids. Physical understanding of vertical flow phenomena and mechanisms is the first priority throughout the book. To make the book self-contained, some mathematical background is briefly presented in the main text, but major prerequisites are systematically given in appendices. Material usually not seen in books on vortex dynamics is included, such as geophysical vortex dynamics, aerodynamic vortical flow diagnostics and management.
