The Paradox of Plenty explains why, in the midst of two massive oil booms in the 1970s, oil-exporting governments as different as Venezuela, Iran, Nigeria, Algeria, and Indonesia chose common development paths and suffered similarly disappointing outcomes. Meticulously documented and theoretically innovative, this book illuminates the manifold factors—economic, political, and social—that determine the nature of the oil state, from the coherence of public bureaucracies, to the degree of centralization, to patterns of policy-making. Karl contends that oil countries, while seemingly disparate, are characterized by similar social classes and patterns of collective action. In these countries, dependence on petroleum leads to disproportionate fiscal reliance on petrodollars and public spending, at the expense of statecraft. Oil booms, which create the illusion of prosperity and development, actually destabilize regimes by reinforcing oil-based interests and further weakening state capacity. Karl's incisive investigation unites structural and choice-based approaches by illuminating how decisions of policymakers are embedded in institutions interacting with domestic and international markets. This approach—which Karl dubs "structured contingency"—uses a state's leading sector as the starting point for identifying a range of decision-making choices, and ends by examining the dynamics of the state itself.

Why did a nation-state order emerge when nationalist activism was usually an elitist pursuit in the age of empire? Ordinary inhabitants and even most indigenous elites tended to possess religious, ethnic, or status-based identities rather than national identities. Why then did the desires of a typically small number result in wave after wave of new states? The answer has customarily centered on the actions of "nationalists" against weakening empires during a time of proliferating beliefs that "peoples" should control their own destiny. This book upends conventional wisdom by demonstrating that nationalism often existed more in the perceptions of external observers than of local activists and insurgents. Lynn M. Tesser adds nuance to scholarship that assumes most, if not all, pre-independence unrest was nationalist and separatist, and sheds light on why the various demands for change eventually coalesced around independence in some cases but not others.

Combining insights from traditional thought and practice and from contemporary political analysis, Madison's Managers presents a constitutional theory of public administration in the United States. Anthony Michael Bertelli and Laurence E. Lynn Jr. contend that managerial responsibility in American government depends on official respect for the separation of powers and a commitment to judgment, balance, rationality, and accountability in managerial practice. The authors argue that public management—administration by unelected officials of public agencies and activities based on authority delegated to them by policymakers—derives from the principles of American constitutionalism, articulated most clearly by James Madison. Public management is, they argue, a constitutional institution necessary to successful governance under the separation of powers. To support their argument, Bertelli and Lynn combine two intellectual traditions often regarded as antagonistic: modern political economy, which regards public administration as controlled through bargaining among the separate powers and organized interests, and traditional public administration, which emphasizes the responsible implementation of policies established by legislatures and elected executives while respecting the procedural and substantive rights enforced by the courts. These literatures are mutually reinforcing, the authors argue, because both feature the role of constitutional principles in public management. Madison's Managers challenges public management scholars and professionals to recognize that the legitimacy and future of public administration depend on its constitutional foundations and their specific implications for managerial practice.

A frontier has been called "an area inviting entrance." For the Norman invaders of England the Welsh peninsula was such an area. Fertile forested lowlands invited agricultural occupation; a fierce but primitive and disunited native population was scarcely a formidable deterrent. In The Normans in South Wales, Lynn H. Nelson provides a comprehensive history of the century during which the Normans accomplished this occupation. Skillfully he combines facts and statistics gleaned from a variety of original sources—The Anglo-Saxon Chronicle, the Domesday Book, Church records, charters of the kings and of the marcher lords, and more imaginative literary sources such as the chanson de geste and the frontier epic—to give a vivid picture of a century of strife. He describes the fluctuating conflict between Norman invaders in the lowlands and Welsh tribesmen in the highlands; the hard struggle of medieval frontiersmen to take from the new land a profit commensurate with their labors; the development of a Cambro-Norman society distinct and quite different from the Anglo-Norman culture which engendered it; and the attempt of the frontiersman to prevent the Anglo-Norman authorities from taking control of the lands he had won. The turbulent Welsh tribes provided an ever present harassment along the frontier, and Nelson begins his presentation with an account of the failure of the Saxons to control them. He examines the methods adopted by William the Conqueror to cope with the problem—the creation of the great marcher lordships and the subsequent problems in controlling these lordships—and the weakness of some Anglo-Norman kings and the strength of others. By 1171 the conquest of the Welsh frontier was complete; but as Nelson points out, this conquest was strangely limited. The frontier, which extended throughout the lowlands of Wales, stopped at the 600-foot contour line in the mountains. In his final chapter Nelson speculates upon the curious fact that large areas of seemingly inviting moorlands lying above this line remained closed to the Cambro-Norman, and his speculations lead him to some interesting inferences about the nature of the frontier's influence upon the civilization which moves in to occupy it.
