A critical issue in the origins of the Cold War—the development of Soviet—American conflict over Eastern Europe from 1941 to 1945—is the subject of Lynn Etheridge Davis's book. Disagreeing with those writers who argue that conflict arose from the determination of the United States to obtain economic markets in Europe or from imprecise assessments of Soviet security interests, the author describes how the United States made an initial commitment to the Atlantic Charter principles in 1941, then continued to promote the creation of representative governments in Eastern Europe without clearly identifying American interests or foreseeing the consequences of these actions. Using recently released documents of the Departments of State and War, Professor Davis explains how the views of U.S. officials on postwar peace precluded approval of Soviet efforts to establish a sphere of influence in Eastern Europe through the imposition of Communist regimes. She describes how American officials interpreted Soviet actions as intent to expand into Western Europe and how the subsequent undermining of Allied cooperation around the world led to the Cold War. Following the President's decision in January 2010 to withdraw the license application for a geologic repository at Yucca Mountain, Nevada, the Secretary of Energy established the Blue Ribbon Commission on America's Nuclear Future (BRC) to consider alternatives to the nation's current institutional arrangements for management and disposition of used fuel and defense high-level nuclear waste. In February 2012, the BRC issued its final report. Among its recommendations was a call for a new, single purpose organization to be established to replace the Office of Civilian Radioactive Waste Management (OCRWM) in the U.S. Department of Energy (DOE) that had been established under the authority of the 1982 Nuclear Waste Policy Act. The BRC suggested that a congressionally chartered federal corporation offers the most promising model, but the commission left open the possibility of alternative concepts to achieve the desired ends. In response to this recommendation, DOE asked the RAND Corporation to examine alternative organizational models for such a new management and disposition organization (MDO). Our study supports the work of DOE's Office of Nuclear Energy and the Management and Disposition Working Group(MDWG) formed to consider implementation options and activities.

Far from being a relic of the Cold War, this study argues arms control has a continuing role to play in addressing Europe's new insecurities and instabilities and, therefore, should be pursued ambitiously for its potential contribution to peace and security.
Armed drones are making the headlines, especially in their role in targeted killings. In this report, RAND researchers stepped back and asked whether these weapons are transformative. The answer is no, though they offer significant capabilities to their users, especially in counterterrorism operations as has been the case for the United States. Will they proliferate? Yes, but upon a closer look at the types of systems, only a few rich countries will be in a position to develop the higher technology and longer range systems. U.S. adversaries and others will likely find weapons such as aircraft and air defenses more cost and militarily effective. Their proliferation will not create the kinds of global dangers that call for new arms control efforts, but the risks to regional stability cannot be dismissed entirely, as is the case of any conventional weapon. How the United States will use these weapons today and into the future will be important in shaping a broader set of international norms that discourage their misuse by others.
