For nearly ten years now Luca Coscioni Association through and together with the World Congress has been fighting for freedom of scientific research. The World Congress is not a place of mere convention and intellectual debate: it is also the seat of political initiative where scientists, researchers, politicians, sick and disabled people and citizens can work together to address complex issues such as patentability, Open Access and clinical trials, as well as the relationship between science and religion or between science and politics. Marco Pannella, leader of the Nonviolent Radical Party, is to thank for providing the idea for this scheme. It was put together in the weeks when we were beginning to organize a referendum in Italy to abolish the law banning scientific research on embryos. This was not just an Italian issue, but a global one. At that moment in history, we spoke of the danger and threat of all types of fundamentalism – whether religious or ideological – which were opposed to science and to freedom of research. The aim of the meeting that was held in November 14-15, 2013 in Brussels is to identify the urgent need for freedom of research and freedom in the broader, more general sense. This is not to insist so much on the importance of science, research, human well-being, but also to respond – or to find another possible answer – to the problem of the crisis of democracy and the rule of law.

This book concerns the study of open-air accommodation facilities. The market evolutions allow us to look at these structures as temporary settlements characterised by a low-density dwelling and a close connection with natural elements and the landscape. This new and different point of view is sustained by the tendency of outdoor tourism to go in the direction of temporary villages, and this tendency is directly related to "time" and "landscape". The landscape is the reason why the campsite is settled. The time is linked to the holiday season timing. Today, both are greatly influenced by the introduction of the "Maxi-Caravan". This removable living unit can be placed on the empty pitch, occupying the landscape without ruining the soil. By the settlement of Maxi-Caravans, the campsite is transformed from an empty landscape with tents to a temporary settlement, whose timing is divided between the seasonal timing of the campsite and the "timing" of the product, and whose landscape is organised by the relation with the prevalent landscape and the internal one. The book's core defines the outdoor facility structure, using Italy as the main case study. To identify design strategies, the book analyses temporary settlement examples (quick time) and projects from historic outdoor tourism (medium time). Finally, the last chapter reflects on open-air accommodation facilities by showing their applicability in the different contexts of the refugee camps (long time). The aim of this research is to enhance the theme of open-air accommodation facilities, highlighting the need to equalise the study of temporary settlements with that of permanent settlements. It will be of interest to researchers and students of planning, landscape and tourism.

In the panorama of studies related to the ability of lands to support both natural processes and agricultural production activities, this research introduces a still unexplored or under-studied theme which is that of the relationship between urban sprawl in its various forms and land quality. The first part of the book is dedicated to the motivations and the theoretical premises from which the research originates, connected to the concept of land and those of sustainable urban form. The second part concerns the complex path towards a sustainable use of land, both in terms of institutional and regulatory measures, and in terms of knowledge and understanding of soil degradation processes. This research focuses on the Mediterranean area which is discussed in more detail in the third part. In this part of Europe we try to establish relationships between settlement dynamics and land quality: here fragile ecosystems are diffused both from a biological point of view. physical as well as socio-economic, here we find landscapes that are particularly sensitive to land degradation processes (subject to land degradation, considered the antipodes of land quality) and which in recent decades have been particularly affected by anthropic pressure. In the fourth part, an analysis is presented concerning 76 metropolitan areas representative of southern Europe. The methodology used in this analysis is based on the relationship that exists between soil sealing (or soil waterproofing) and land degradation (or land degradation) aimed at an interpretation, at the metropolitan scale, of how in southern Europe the pattern of Urbanization (compact, dispersive, intermediate) affects the land's ability to support both natural processes and agricultural production activities in a diversified way. In particular, the data on land quality and data on land use were considered together in order to analyze the processes of urban growth and the occupation of productive land for a very large area that includes Greece, France, Italy, Spain, Portugal and some parts of the Adriatic coast. There is still a long way to go, in terms of sharing, integration and definition of strategies aimed at achieving certain targets. A necessary and innovative look towards land quality could help to consider the protection of the soil as a whole, even at the planning level.

Does gross or net debt matter for long-term sovereign spreads in emerging markets? The topic is important for undestanding the borrowing cost implications of public assetliability management decisions (e.g. using assets to lower debt). We investigate this question using data on emerging market economies (EMEs) over the period 1998–2014. We find that both gross debt and assets have a significant impact on long-term sovereign bond spreads in emerging markets, with effects roughly offsetting each other (coefficients of opposite sign and similar magnitude). Hence, net debt seems more appropriate than gross debt when evaluating the impact of indebtedness on spreads. The empirical results suggest that an increase in net debt by 10 percentage points of GDP implies an increase in the spread by 100–120 basis points, and the effect is larger during periods of domestic distress. The key results from this empirical study are quite robust to alternative specifications and subgroups of EMEs.
