In 1908, after decades of struggling with a public administration undermined by systemic patronage, the Canadian parliament decided that public servants would be selected on the basis of merit, through a system administered by an independent agency: the Public Service Commission of Canada. This history, celebrating the 100th anniversary of the Commission, recounts its unique contribution to the development of an independent public service, which has become a pillar of Canadian parliamentary democracy.

This text presenting the mathematical theory of finite elements is organized into three main sections. The first part develops the theoretical basis for the finite element methods, emphasizing inf-sup conditions over the more conventional Lax-Milgrim paradigm. The second and third parts address various applications and practical implementations of the method, respectively. It contains numerous examples and exercises.

These papers discuss the variations in business planning in Canada, with a view to presenting : a history of the process in the mid- to late-1990s, a template of best practices, and some observations on future directions for the business-planning process, as governments move into an era of surplus.
