The Internet and related technologies have dramatically changed the way we live, work, socialize, and even topple national governments. As the Internet becomes increasingly pervasive across societies, we find more often that governments adopt Information Communication Technologies (ICTs) as part of their toolbox for facilitating efficient and citizen-oriented service delivery at all levels of government. Local governments across the major industrialized democracies have not been an exception to this trend and have set sail into the age of digital government. Closest to their citizens, towns and cities have adopted ICTs to facilitate electronic government (e-government). While research on local e-government functionality in terms of information dissemination, service delivery, and citizen engagement continues at an impressive empirical and methodological pace, gaps in our knowledge remain. Cross-national comparative research on local e-government that covers a wide range of municipalities in combination with in-depth case study analyses is lacking. Informed by a comparative case study approach, this book seeks to narrow that gap and offer practical policy solutions to facilitate local e-government. We do so by pursuing both a macro and micro perspective of e-government functionality in the federal republics of Germany and the United States and unitary France and Japan. The macro perspective focuses on the state and scope of e-government functionality across a large number of randomly selected municipalities of all sizes in these advanced industrialized countries. Based on a small sample of case studies, the micro perspective analyzes the successful implementation of e-government in Seattle (United States), Nuremberg (Germany), Bordeaux (France), and Shizuoka City (Japan).
Providing new insight into the ideas surrounding one of the longest running and hotly debated governmental issues – the global access to healthcare challenge – Louise Bernier develops an original theoretical framework that builds upon cosmopolitan liberal theory. In her early thirties, Louise Dickinson Rich took to the woods of Maine with her husband. In the first part of the twentieth century few women in western Canada had careers as artists—Pauline Boutal had three: 23 years as a fashion illustrator for the Eaton’s catalogue for the graphic design company, Brigden’s of Winnipeg, 27 years as the Artistic Director at the Cercle Molière Theatre and 70 years as a visual artist. Born in Brittany in 1894, Boutal painted in a traditional style and trained at the Winnipeg School of Art, the Cape Cod School of Art, and at l'Academie de la Grande Chaumiere in Paris, France. She left an important legacy of portraits, landscapes, still lifes, and illustrations as well as theatre sets and costume designs. This English translation of Louise Duguay’s award-winning "Pauline Boutal: Destin d'artiste 1894–1992" shares the story of an important artist who lived an exceptional life. Today a great number of Boutal’s works can be found in major private and corporate collections across Canada. For her contribution to the French culture and theatre in Canada, Boutal was awarded numerous prestigious prizes, including the Order of Canada. In addition to thousands of sketches, illustrations, and paintings, Boutal also left a rich legacy of letters, speeches and interviews at the Centre du Patrimoine Canadien. Drawing on these sources, Louise Duguay has created a work that honours the best of biography and autobiography.
The eighteenth-century text Work on Women by Louise Dupin (also known as Madame Dupin, 1706-1799) is the French Enlightenment's most in-depth feminist analysis of inequality--and its most neglected one. Angela Hunter and Rebecca Wilkin here offer the first-ever edition of selected translations of Dupin's massive project, developed from manuscript drafts. Hunter and Wilkin provide helpful introductions to the four sections of Work on Women (Science, History and Religion, Law, and Education and Mores) which contextualize Dupin's arguments and explain the work's construction--including the role of her secretary, Jean-Jacques Rousseau. Dupin's central claim in Work on Women is that French jurists have gradually disenfranchised women through reductive interpretations of Roman law. As a result, modern marriage is founded on an abusive, illegitimate contract that enriches one party and impoverishes the other. This manifest injustice is enabled by the "masculine vanity" that aggrandizes men, diminishes women, and distorts all realms of knowledge. Dupin shows how the most reputable scientists incorporate old notions of women's weakness into new understandings of the body, while historians denigrate female rulers or erase them altogether. Even in everyday conversation, men assert their entitlement to social dominance through casual misogyny. Thus, although Dupin advocates for meaningful education for girls, she insists that the upbringing of boys must also be reformed. This volume fills an important gap in the history of feminist thought and will appeal to readers eager to hear new voices that challenge established narratives of intellectual history.
Adam Smith, in his The Theory of Moral Sentiments, largely left his readers to develop his argument's full implications. Many philosophers famously did so, including Mary Wollstonecraft, Thomas Paine, and John Millar, among others, but less known are Sophie de Grouchy's own contributions, presented here alone in translation. Grouchy (1764-1822) published her Letters on Sympathy in 1798 together with her French translation of The Theory of Moral Sentiments. While Grouchy's Letters mainly engage critically with Smith's philosophical analysis of sympathy, they offer valuable perspectives and original thoughts about the relationship of emotional and moral development to legal, economic, and political reform. In particular, Grouchy sought to understand how the mechanisms of sympathy could help the development of new social and political institutions after the revolution. Her Letters further contain profound reflections on the dangers of demagoguery, the nature of tragedy, and the roles of love and friendship. Though ostensibly a commentary on Smith, the Letters stand in their own right as significant and original contributions to political philosophy. This new translation by Sandrine Berg s of a text by a forgotten female philosopher illuminates new inroads to Enlightenment and feminist thought and reveals insights that were far ahead of their time. The volume includes a critical introduction, explanatory notes, and a glossary of terms to provide critical and historical analysis for the novice reader.

Overturning the tendency to glorify the military feats of New France and exploding the rosy myth of a tax-free colonial population, Louise Dechêne challenges the stereotype of the fighting prowess and military enthusiasm of the colony’s inhabitants. She reveals the profound incidence of social divides, the hardship war created for those expected to serve, and the state’s demands on the civilian population in the form of forced labour, requisitions, and billeting of soldiers. Originally published posthumously in French, People, State, and War under the French Regime in Canada is the culmination of a lifetime of research and unparalleled knowledge of the archival record, including official correspondence, memoirs, military campaign journals, taxation records, and local parish records. The American poet and essayist Louise Imogen Guiney was a prominent figure of the Boston literary circle of her day. Recent evidence has shown many ways in which our bodies and the environment influence cognition. In this Research Topic we aim to develop our understanding of cognition by considering the diverse and dynamic relationship between the language we use, our bodily perceptions, and our actions and interactions in the broader environment. There are already many empirical effects illustrating the continuity of mind- body-environment: manipulating body posture influences diverse areas such as mood, hormonal responses, and perception of risk; directing attention to a particular sensory modality can affect language processing, signal detection, and memory performance; placing implicit cues in the environment can impact upon social behaviours, moral judgements, and economic decision making. This Research Topic includes papers that explore the question of how our bodies and the environment influence cognition, such as how we mentally represent the world around us, understand language, reason about abstract concepts, make judgements and decisions, and interact with objects and other people. Contributions focus on empirical, theoretical, methodological or modelling issues as well as opinion pieces or contrasting perspectives.
