Homeowners in California, faced with impossible property tax bills in the 1970s, got mad and pushed back, starting an avalanche that swept tax limitation measures into state after state. What we learn is that, although the property tax was slashed, two-thirds of the benefits went to business owners rather than homeowners. How did a crusade launched by homeowning consumers seeking tax relief end up as a pro-business, supply-side political program? To trace the transformation, Lo uses the firsthand recollections of 120 activists in the movement, going back to the 1950s. He shows how their protests were ignored, until a suburban alliance of upper-middle-class property owners and business owners took charge. Rapid urbanization of economic zones in China has resulted in a special social phenomenon: "villages-in-the-city." Underdeveloped villages are absorbed during the expansion of urban areas, while retaining their rustic characteristics. Due to the rural characteristics of these areas, social security is much lower compared with the urbanized city. This book uses Tang Village, a remote area in the Shenzhen Special Economic Zone, as an example to establish a comprehensive analytical framework by integrating existing crime theories in analyzing villages-in-the-city. The analysis covers the community, individual, and macro levels to detail the diverse social and behavioral factors causing crime at multiple levels. First, a brief history of the urbanization process of Tang Village is provided to establish how urban planning contributed to the issues in the village today. The authors go on to explain how socially disorganized communities dictate the crime hotspots and the common types of crime. The book examines other risk factors that may contribute to the level of crime such as weak social controls, building density, and floating populations of poor working-class migrants. The routine activities of victims, offenders, and guardians are examined. There is currently much debate over corporate social responsibility on whether business companies should look beyond shareholder primacy and profit maximisation to act for the benefit of others. It is generally agreed, however, even amongst advocates of shareholder primacy, that profit maximisation should only be achieved within the framework of external laws regulating the conduct of individuals and companies generally. If the objectives of such external laws are not to be defeated, then it is important for controllers of companies to ensure corporate compliance with the law. Despite this, controversies have arisen where corporate enterprises may have improperly flouted or evaded liabilities under the law. Against this background, it is argued in this book that it is necessary to ensure that responsible persons are accountable under the law so as to promote compliance with legal regulations in the corporate context. Individuals or entities behind the company who are responsible for wrongful conduct should be held liable under the law – whether it be tort law or statutory regulation. Some counter that the corporate law principles of limited liability and separate entity have the primacy to effectively shield those behind the company from at least certain types of liability. However, it is undesirable for corporate insiders to hide behind the company to avoid tortious or statutory liabilities. This book adopts a theory of interactive (corrective) justice that is applied in the corporate context to justify the imposition of civil liability on responsible directors, shareholders and other corporate participants under Anglo-Australian law. In light of this theoretical framework, possibilities of rectifying deficiencies in the law through judicial development of existing legal principles are examined. To the extent that appropriate directions in the law cannot be achieved via judicial development of the law, the book also investigates possibilities of statutory reform.

In China, the central government has the political will to control organized crime, which is seen as a national security threat. The crux of the problem is how to control local governments that have demonstrated lax enforcement without sufficient regulation from the provincial governments. The development of prostitution, underground gambling and narcotics production has become so serious that the central government has to rely on anti-crime campaigns to combat these "three evils". This book explores the specific role of government institutions and agencies, notably the police, in controlling organised and cross-border crime in Greater China. Drawing heavily on original empirical data, it compares the both the states of the People’s Republic of China and Taiwan, as well as city-states Hong Kong and Macao. This region has become increasingly economically integrated, and human interactions have been enhanced through improved trade relations, tourism, and increased individual freedom. The book argues that the regime capacity of crime control across Greater China has been expanded through regional and international police cooperation as well as anti-crime campaigns. It suggests that a strong central state in China is necessary to rein in the local states and to prevent the risk of deteriorating into a political-criminal nexus. Focusing on regime capacity in crime control, regime autonomy from crime groups, and regime legitimacy in the fight against organized crime, this thought-provoking book will be of great interest to students and scholars of Chinese politics and criminology more broadly.

It examines the evolution of the concept of financial stability during the financial crisis and provides a conceptual framework in order to demonstrate that financial stability has become a foundational objective in Europe and has set a new normative framework in EU law and policy. Arguing that financial stability is a foundational objective in EU law and policy based on certain normative instruments, this ground-breaking book provides an in-depth and original understanding of the newly developed framework to attain supranational financial stability. In its analysis of the legal implications of these new instruments, the study examines topics and issues such as the following: - the concept and normative instruments of financial stability at European level; - the renewed economic governance in Europe; - the financial assistance mechanisms developed in Europe; - the new regulatory environment for banks at European level; - the Single Supervisory Mechanism and the role of the European Central Bank (ECB) therein; and - the new framework for banking resolution, with specific focus on the Single Resolution Mechanism. The author shows in detail how an appropriate level of supranational regulation, supervision, burden-sharing and rescue measures strengthen financial stability. Thereby, the book will appeal to officials in EU institutions and agencies as well as lawyers and academics in EU law and in banking/financial law to gain a clear understanding of role of financial stability and its normative instruments in EU law and policy. Gianni Lo Schiavo is currently working as a lawyer at the ECB. Omar ibn Said (1770–1863) was a Muslim scholar from West Africa who spent more than fifty years enslaved in the North Carolina household of James Owen, brother of Governor John Owen. In 1831 Omar composed a brief autobiography, the only known narrative written in Arabic by an enslaved person in North America, and he became famous for his Arabic writings. His enslavers also provided him with an Arabic Bible and claimed Omar as a convert to Christianity, prompting wonder and speculation among amateur scholars of Islam, white slave owners, and missionaries. But these self-proclaimed experts were unable or unwilling to understand Omar's writings, and his voice was suppressed for two centuries. Mbaye Lo and Carl W. This book constitutes the first systematic analysis of meta-discourse in the spoken domain, addressing the question of how, why, and when speakers switch from discourse to meta-discourse by means of comment clauses (e.g., ‘I think’). The case of Present-day Italian is considered, exploring the internal properties of comment clauses (e.g., morphosyntax and semantics of the verb), their relations with the surrounding discourse (e.g., position of comment clause), and their prosodic profiles. This study shows that speakers recur to meta-discourse to convey a non-random set of functions, having mainly to do with the online process of reference construction (e.g., approximation and reformulation) and with the degree of speaker’s commitment (e.g., epistemicity and emphasis). Comment clauses are also used as attention-getting or topic-resuming devices, though less frequently. One of the most interesting results of this study is the identification of a close relation between meta-discourse and stance-taking in spoken domain, with speakers recurring to comment clauses to convey their attitude. Finally, meta-discourse turns out to be highly influenced, if not constrained, by universal properties of the spoken domain (i.e., non-linearity).
