Neuroscience's inherent complexity and rapid growth mean that no one can keep abreast of all the changes across the field. We each bring a necessarily narrow perspective. Neurotherapeutics: Emerg ing Strategies is an attempt to provide some diverse perspectives within the hunt for new drugs to treat central nervous system diseases. The book's premise is that the search for new drugs is based on an understanding ofboth clinical and basic sciences. Neurotherapeu tics: Emerging Strategies begins with psychiatry and concludes with neurological disorders. Each chapter examines a disease, including clinical features and existing treatments, but the emphasis is on current concepts of underlying causes and novel strategies for drug discovery arising from these possible mechanisms. Participating authors include basic neuroscientists, industry-based pharmacolo gists and chemists, and clinicians. The chapters describe the status of the existing disease treat ments, and when treatments are lacking, the approach is more basic science oriented. When there is a long history of treatment, there is greater emphasis on those therapies. However, all the chapters seem to reflect the benefits of cloning, since the availability of receptor subtypes now promises the opportunity for greater specificity of drug effects. Modulation of second messengers is another new and recur ring theme. And in the chapter on cachexia, cytokines are explored both as drugs and drug targets. Neurotherapeutics: Emerging Strategies reflects the complex ity of the nervous system, but the overriding message is hope for new and better drugs to treat those diseases that rob us of ourselves.

The success of the United States in research and development contributes to this optimism and leads many to assume that there is a technological fix for significant national problems. Since World War II the federal government has been the major supporter of commercial research and development efforts in a wide variety of industries. But how successful are these projects? And equally important, how do economic and policy factors influence performance and are these influences predictable and controllable? Linda Cohen, Roger Noll, and three other economists address these questions while focusing on the importance of R&D to the national economy. They examine the codependency between technological progress and economic growth and explain such matters as why the private sector often fails to fund commercially applicable research adequately and why the government should focus support on some industries and not others. They also analyze political incentives facing officials who enact and implement programs and the subsequent forces affecting decisions to continue, terminate, or redirect them. The central part of this book presents detailed case histories of six programs: the supersonic transport, communications satellites, the space shuttle, the breeder reactor, photovoltaics, and synthetic fuels. The authors conclude with recommendations for program restructuring to minimize the conflict between economic objectives and political constraints.

The Health Insurance Portability & Accountability Act of 1996 (HIPAA) provided, among other things, funding by transfer to the FBI to carry out specific purposes of the Health Care Fraud & Abuse Control Program. There was concern about a shift in FBI resources from health care fraud investigations to counter-terrorism activities after Sept. 11, 2001. This report reviews FBI¿s accountability for the funds transferred under HIPAA for FY2000 through 2003. The report determined: (1) whether FBI had an adequate approach for ensuring the proper use of the HIPAA transfers; & (2) the extent to which FBI had expended these transferred funds on health care fraud investigations in FY2000 through 2003. In the early 1990s the collapse of the Atlantic groundfish stocks signaled the destruction of life in the seas, but it also threw 40,000 people out of work, unraveling the very fabric of rural life throughout Atlantic Canada. Twenty years later, even after fishing moratoriums and limited directed fishing, the cod have not recovered and some stocks are on the verge of biological extinction. The fishing industry, politicians and government scientists blame the growing population of grey seals – a species that had up until the 1970s been severely depleted – and argue that a large-scale cull of the population is needed to save the cod. In The Devil and the Deep Blue Sea, Linda Pannozzo finds that the truth is much more complex and that the seals are scapegoats for the federal government’s mismanagement of the cod stocks, deflecting attention away from the effects of global warming and the continued use of destructive fishing methods. The collapse of the cod, its failure to recover and the recent recommendations for large-scale grey seal culls are stark reminders of how fisheries, science and public policy are increasingly estranged from each other.
