This open access book examines how and why the UK's approach towards increasing cultural participation has largely failed to address inequality and inequity in the subsidised cultural sector despite long-standing international policy discourse on this issue. It further examines why meaningful change in cultural policy has not been more forthcoming in the face of this apparent failure. This work examines how a culture of mistrust, blame, and fear between policymakers, practitioners, and participants has resulted in a policy environment that engenders overstated aims, accepts mediocre quality evaluations, encourages narratives of success, and lacks meaningful critical reflection. It shows through extensive field work with cultural professionals and participants how the absence of criticality, transparency, and honesty limits the potential for policy learning, which the authors argue is a precondition to any radical policy change and is necessary for developing a greater understanding of the social construction of policy problems. The book presents a new framework that encourages more open and honest conversations about failure in the cultural sector to support learning strategies that can help avoid these failures in the future.
Public Feminism in Times of Crisis examines the public practice of feminism in the age of social media. While their concept of public feminism emerges from a moment of acute crisis (the Trump years and the Covid-19 pandemic), Leila Easa and Jennifer Stager locate its foundations in history, journeying through broad swatches of time looking for connections between the centuries through art and literature and culture. Each chapter focuses on what public feminists do in the world: Public feminists gain control over an archive that otherwise contains or excludes them; they recover their own stories and subjective experiences, sometimes for activist use; they examine images and language that construct women in patriarchal texts; they situate the individual within a collective and the collective within an individual; they confront the limitations of such situating due to the containment of patriarchy and reclaim new systems of power in response; and they resurface a deep history for the alternative strategies of memorializing they employ. Victimisation of women in times of war, genocide or mass slaughter has been the primary focus of the majority of explorations concerning gender and conflict. Traditionally, women are espoused as victims, at the mercy of male killers, and therefore subordinate. The notoriety of brutal, horrific, and incomprehensible sexual crimes against women in times of genocide has ensured that reluctance in addressing female accountability has plagued this debate. While examinations of these atrocities are imperative and indispensable in facilitating reconciliation, both psychological and social, this one-sided representation has led to a misunderstanding of the dynamic roles which women play during genocide. Whether supportive, active or auxiliary roles, women have been a vital component in endorsing, and sanctioning genocidal violence in history. In Rwanda, some women not only provided assistance and encouragement to Hutu men but, also perpetrated the attacks, and incited rape. The suffering of female victims cannot be fully understood without a consideration of the extensive nature of the perpetrators, both male and female. Moreover, quite the opposite of diminishing the value and significance of the victimisation of women, any examination which focuses on female agency re-balances the scales of gender inequality, and consequently serves to empower women. Women should not be portrayed solely as victims. Women in the Rwandan genocide were victims and perpetrators, agents and symbols. Gender expectations which propagate the superiority of men, both during and after conflict are detrimental to the reconstruction of post-genocide gender identities.
This book offers a new approach to reading the cultural memory of Africa in African American fiction from the post-Civil Rights era and in Black British fiction emerging in the wake of Thatcherism. The critical period between the decline of the Civil Rights Movement and the dawn of the twenty-first century saw a deep contrast in the distinctive narrative approaches displayed by diverse African diaspora literatures in negotiating the crisis of representing the past. Through a series of close readings of literary fiction, this work examines how the cultural memory of Africa is employed in diverse and specific negotiations of narrative time, in order to engage and shape contemporary identity and citizenship. By addressing the practice of “remembering” Africa, the book argues for the signal importance of the African diaspora’s literary interventions, and locates new paradigms for cultural identity in contemporary times.

To discover how war can affect the status of women in industrial countries, Leila Rupp examines mobilization propaganda directed at women in Nazi Germany and the United States. Her book explores the relationship between ideology and policy, challenging the idea that wars improve the status of women by bringing them into new areas of activity. Using fresh sources for both Germany and the United States, Professor Rupp considers the images of women before and during the war, the role of propaganda in securing their support, and the ideal of feminine behavior in each country. Her analysis shows that propaganda was more intensive in the United States than in Germany, and that it figured in the success of American mobilization and the failure of the German campaign to enlist women's participation. The most important function of propaganda, however, consisted in adapting popular conceptions to economic need. The author finds that public images of women can adjust to wartime priorities without threatening traditional assumptions about social roles. The mode of adaptation, she suggests, helps to explain the lack of change in women's status in postwar society. Far-reaching in its implications for feminist studies, this book offers a new and fruitful approach to the social, economic, and political history of Germany and the United States. Leila Farsakh provides the first comprehensive analysis of the rise and fall of Palestinian labour flows to Israel. Highlighting the interdependence between Israel’s confiscation of Palestinian land and the use of Palestinian labour, she shows how migration has been the result of evolving dynamics of Israeli occupation and the reality of Palestinian labour force growth. This study analyzes the pattern of Palestinian labour supply, the role of Israel’s territorial and economic policies in the Occupied Territories in releasing Palestinian labour from the land, and the nature of Israeli demand for Palestinian workers, especially in the construction sector where the majority of commuting labourers are concentrated. New light is shed on the growth of illegal Israeli settlements in the West Bank and Gaza Strip, which are being built by Palestinian workers. Palestinian Labour Migration to Israel is original in its analysis of the contrasting forces of separation and the integration between Israel and the Palestinian territories, showing that the changing patterns in labour flows reflect a process of redefinition of the 1967 borders. Worlds of Women is a groundbreaking exploration of the "first wave" of the international women's movement, from its late nineteenth-century origins through the Second World War. Making extensive use of archives in the United States, England, the Netherlands, Germany, and France, Leila Rupp examines the histories and accomplishments of three major transnational women's organizations to tell the story of women's struggle to construct a feminist international collective identity. She addresses questions central to the study of women's history--how can women across the world forge bonds, sometimes even through conflict, despite their differences?--and questions central to world history--is internationalism viable and how can its history be written? Rupp focuses on three major organizations that were technically open to all women: the broadly based and cautious International Council of Women, founded in 1888; the feminist International Alliance of Women, originally called the International Woman Suffrage Alliance, founded in 1904; and the vanguard Women's International League for Peace and Freedom, which grew out of the International Congress of Women that met at The Hague in 1915. Norako highlights the impact that the Ottoman victory and subsequent massacre of Christian prisoners at the battle of Nicopolis in 1396 had on intensifying the popularity of what she calls recovery romance.
