Privatizing public resources by creating stronger property rights, including so-called rights to pollute, is an increasingly popular environmental policy option. While advocates of this type of market-based environmental policy tend to focus on its efficiency and ecological implications, such policies also raise important considerations of equity and distributive justice. Private Rights in Public Resources confronts these ethical implications directly, balancing political theory and philosophy with detailed analysis of the politics surrounding three important policy instruments--the Kyoto Protocol, the 1990 Clean Air Act Amendments, and the 1934 Taylor Grazing Act. Author Leigh Raymond reviews legislative records and administrative documents and interviews key policymakers. Confirming that much of the debate in the selected policies centers on the equity or fairness of the initial allocation of property rights, he applies the theories of John Locke, Morris Cohen, and others to build a framework for identifying the competing norms of equity in play. Raymond's study reveals that, despite the different historical and ecological settings, the political actors struggled to reconcile similar arguments-and were often able to achieve a similar synthesis of conflicting ownership ideas. The Rare or Threatened Australian Plants (ROTAP) list and associated coding system was developed and has been maintained by CSIRO since 1979, and lists taxa that are Presumed Extinct, Endangered, Vulnerable, Rare or Poorly Known at the national level. This edition provides the most up-to-date list for conservation purposes. A significant number of endangered and Vulnerable taxa are included, which have not yet been considered for inclusion on either the Australian and New Zealand Environment and Conservation Council list or the Commonwealth's Schedule 1. This is the first ROTAP publication to include subspecies and varieties, and the list now includes 5031 taxa. There have also been at least 3270 amendments to data for listed taxa. A total of 2012 additional records of regional data for tax already listed has been included. A key factor in the development of public opinion, and the design of effective management schemes, lies in the production of accurate data to tell the story. What is threatened? Where is it found? These are two of the most fundamental questions to answer before any strategic plans can be drawn up. Obtaining such apparently simple statistics is a huge task. Through the study of more than twenty novels produced in Spain from the 1840s to the 1920s, this book explores the literary means by which the social options available to modern Spanish bourgeois citizens were discursively constructed, occasionally before and often concomitantly to their production in reality. As a result, this study is concerned with the interplay of realism and reality in modern Spain. From the earliest folletines of the 1840s to the Modernist novels of the 1920s, the majority of novels written in this eighty-year period are what one might term novelas de costumbres contempor neas, or novels of contemporary customs, and therefore primarily concerned with faithfully copying and moreover influencing real social norms in the public sphere. In these pages, I argue that the spatial and behavioral discourses in the novels of contemporary customs offer a telling history of the evolving formulation of the Spanish bourgeoisie. The linking of novels and urbanism is hardly arbitrary in the context of nineteenth-century Spain. Urbanism, particularly in the nineteenth century, was as much a verbal construction as the novel, as proven by the lengthy treatises of such prominent Spanish bureaucrats, engineers, architects, and urban planners as Ram n de Mesonero Romanos, Ildefons Cerd and Carlos Mar a de Castro. For Spanish intellectuals of this era, city planning and the novel functioned as parallel, enmeshed discourses in which to work out what it meant to be middle class and the roles this class ought to play in contemporary society. In this way, they can be considered associated fields of discourse, in the sense described by Michel Foucault in The Archaeology of Knowledge. Foucault's treatise was a call for scholars to reexamine historical fields and question the historical grouping of knowledge(s) into certain discursive unities, and consider whether these might be broken up and new ones conceived. In this vein, this book undertakes a broader and more integrative view of the Spanish nineteenth century, calling into question the boundaries of fields such as etiquette and urban planning, or literature and touristic discourse.
