This timely Brief examines recent examples of emerging drugs including salvia (from the plant Salvia divinorum), bath salts (and other synthetic stimulants) and so-called research chemicals (primarily substituted phenethylamines, synthetic cousins of ecstasy), which have tended to receive brief levels of high intensity media coverage that may or may not reflect an actual increase in their usage. Over the past decade in particular, “new” substances being used recreationally seem to come out of obscurity and gain rapid popularity, particularly spurred on by discussion and distribution over the internet. While changing trends in the drug market have always presented a challenge for law enforcement and public health officials, online forums, media coverage and other recent trends discussed in this Brief allow them to gain popularity more quickly and change more frequently. These rapid shifts allow less time for researchers to understand the potential health consequences of these substances and for law enforcement to stay abreast of abuses of legal substances. This work includes: 1) review of relevant research and literature, 2) review the Internet sources in which many deem important in influencing the emerging drug market, 3) discussion of national and international trends in use, abuse and distribution of these substances and 4) examination of current drug policy and recommendations for the future. This brief will be useful for criminology and criminal justice, sociology and public health. It will also be useful for those that deal with youth and the problems that may develop during adolescence and early adulthood.

In How to Grow a Robot, Mark Lee explores how robots can be more human-like, friendly, and engaging. Developments in artificial intelligence—notably Deep Learning—are widely seen as the foundation on which our robot future will be built. These advances have already brought us self-driving cars and chess match–winning algorithms. But, Lee writes, we need robots that are perceptive, animated, and responsive—more like humans and less like computers, more social than machine-like, and more playful and less programmed. The way to achieve this, he argues, is to “grow” a robot so that it learns from experience—just as infants do. After describing “what's wrong with artificial intelligence” (one key shortcoming: it's not embodied), Lee presents a different approach to building human-like robots: developmental robotics, inspired by developmental psychology and its accounts of early infant behavior. He describes his own experiments with the iCub humanoid robot and its development from newborn helplessness to ability levels equal to a nine-month-old, explaining how the iCub learns from its own experiences. AI robots are designed to know humans as objects; developmental robots will learn empathy. Developmental robots, with an internal model of “self,” will be better interactive partners with humans. That is the kind of future technology we should work toward.

In the last fourteen chapters of Genesis the biographies of Jacob and Joseph are blended, indicating that according to spiritual experience, Jacob and Joseph should be considered one person. These chapters indicate that after Jacob had become Israel, a transformed person mature in the spiritual life, he expressed God in God’s image and, through Joseph, reigned for God in God’s dominion. Joseph represents the constitution of Christ in Jacob’s mature nature. According to the record of Joseph’s life, Joseph is a portrait of Christ as the One who is altogether perfect, having no defects. As such, Joseph represents the reigning aspect of a mature believer. As portrayed in Genesis 37—50, Joseph’s life reveals the secret of a believer’s reigning in the divine life and the way of this reigning life (Romans 5:17), that is, to behave according to God’s divine view concerning the nature, position, function, and goal of His people on earth and to live under the rulership of the Holy Spirit, the restriction and limitation of the divine life in the reality of God’s kingdom. Joseph lived a calm life, a sober life, a discerning life, and a self-denying life in his love for his brothers. His living under God’s restriction, a portrait of the human living of Christ, manifested the maturity and perfection of the divine life and brought in God’s kingdom.

A brief theoretical description of cracks in brittle elastic materials is given and the Griffith approach is introduced. The fracture toughness is described, including viscoelastic effects. Critical (catastrophic) and subcritical (fatigue) cracks and their growth are also described theoretically. The adhesion and cohesion energies are introduced as well, and the theory of the blister test for the two limiting cases of stiff and soft materials is developed. In addition, the effect of non-self-healing nanofiber mats on the toughening of ply surfaces in composites is discussed. The book also presents a brief description of the electrochemical theory of corrosion crack growth. All the above-mentioned phenomena are relevant in the context of self-healing materials.
