States monopolized education, and public-funded centralized education systems were established to teach literacy, transmit national cultures and promote social cohesion, and to produce literate workers. Globalization forces, however, dramatically impacted in varying ways and degrees the national education systems across the region. As states begun to see their citizens as resources to enhance the countries’ competitiveness in the global market, it, among other things, led to the increasing demand for highly skilled and qualified human capital. The accompanying neoliberal ideology led to varying degrees of decentralization, privatization and internationalization of education, especially of higher education, in Southeast Asia. The chapters in this volume focus on a number of issues and challenges confronting the education sector in Southeast Asia, including: (i) the contrasting language in education policy in Singapore and Malaysia; (ii) the introduction of an English-medium private education sector in Malaysia; (iii) the internationalization of Thai higher education; (iv) access and quality issues in the massification of Malaysian higher education; (v) secondary school quality and higher education participation in Indonesia; (vi) equity, access and retention in primary school education in Malaysia; and (vii) reforms in the primary and secondary education in Myanmar.

This book explores why and how to effect preferential treatment which has been utilized in the pursuit of inter-ethnic parity, specifically in higher education, high-level occupations, enterprise development and wealth ownership. Over the past two decades, ISEAS has compiled abridged articles that analyse key aspects of Southeast Asia's development and the ASEAN process. The ASEAN Reader was published in 1992 just as the Cold War ended, while The Second ASEAN Reader came in 2003 in the wake of the 1997 Asian crisis and the September 11 attacks in 2001. The past decade has not been spared its share of intense changes, with the rise of China and India bringing new challenges to the region's power equation, and the impact of the 2008 global financial crisis. Despite this, the momentum towards an integrated ASEAN community has been maintained. The articles in The Third ASEAN Reader study the trends and events of recent years, and discuss the immediate future of Southeast Asia.

Malaysian Cinema in the New Millennium offers a new approach to the study of multiculturalism in cinema by analysing how a new wave of filmmakers champion cultural diversity using cosmopolitan themes. Adrian Lee offers a new inquiry of Malaysian cinema that examines how the ‘Malaysian Digital Indies’ (MDI) have in recent years repositioned Malaysian cinema within the global arena.
