Doing the Right Thing examines the use of extraordinary legislative procedures in four cases in the U.S. Congress to accomplish policy objectives that many political scientists would argue are impossible to achieve. It not only shows that Congress is capable of imposing parochial costs in favor of general benefits but it argues that Congress is able to do so in a variety of policy areas through the use of very different kinds of procedural mechanisms that are underappreciated. The book opens by developing a theory of procedural choice to explain why Congress chooses to delegate in differing degrees in dealing with similar kinds of policy problems. The theory is then applied to four narrative case studies--military base closures, the Yucca Mountain Project, NAFTA, and the Tax Reform Act of 1986--that both show the variety of factors that impact procedural choice and highlight how our national legislature was able to "do the right thing." The book concludes by pointing to the variety of ways in which Congress will be confronted with similar policy problems in the coming years and offering some lessons from these cases about what kinds of procedures and policy outcomes we might expect. In short, Congress is remarkably adept at "doing the right thing," even under difficult circumstances, but only when legislators are willing to manipulate procedures in all the necessary ways.

This is the second volume of Lawrence Paterson’s detailed account of all the Luftwaffe’s naval operations during World War II. The first volume took the story up to 1942, and by the end of that year Hermann Göring’s Reich Air Ministry had subsumed nearly every aspect of Wehrmacht maritime aviation. Kriegsmarine attempts to develop an independent Fleet Air Arm had been perpetually frustrated, reflecting the chaotic nature of the Third Reich’s internal military and political mechanics. Driven more by vanity than operational prudence, the Luftwaffe had continually thwarted the advancement of maritime aviation, and by 1942 began to reap the whirlwind it had created. The U-boat war hung precariously in the balance, the lack of well trained and properly equipped aerial reconnaissance suddenly assuming greater importance than ever before. During 1943 the nature of Germany’s war mutated and by its close the Allies were on the offensive in nearly all theatres. This volume resumes the story with Operation Torch in November 1942, when Germany faced an Allied seaborne invasion of North Africa that it was ill-equipped to counter by land, sea or air; and the spectre of even greater invasion armadas loomed on both the southern and western fronts during the months that followed. Facing the Russians, maritime air units were stripped to the bone, those precious few formations available shunted rapidly between military crisis points until barely able to function. The rise of Luftwaffe maritime operations described in the author’s first volume now became, from 1942 onwards, a fall of catastrophic proportions as frequently undertrained crews flew increasingly obsolete aircraft against odds that had become overwhelming. The Luftwaffe was paying the price for its pre-war lack of cohesive strategic planning, none more so than its beleaguered maritime specialists. The author covers this story across all the theatres of the war and in doing so gives the reader a complete and coherent picture of all the Luftwaffe’s naval operations. Heavily illustrated throughout, this detailed and exciting narrative will be of huge appeal to both naval and aviation historians and enthusiasts.

Recognizing that movies reach a greater audience than eyewitness, historical, or literary accounts, Lawrence Baron argues that they mirror changing public perceptions of the Holocaust over time and place. After tracing the evolution of the most commonly employed genres and themes in earlier Holocaust motion pictures, he focuses on how films from the l990s made the Holocaust relevant for contemporary audiences. While genres like biographical films and love stories about doomed Jewish-Gentile couples remained popular, they now cast Jews or non-Jewish victims like homosexuals in lead roles more often than was the case in the past. Baron attributes the recent proliferation of Holocaust comedies and children's movies to the search for more figurative and age-appropriate genres for conveying the significance of the Holocaust to generations born after it happened. He contends that thematic shifts to stories about neo-Nazis, rescuers, survivors, and their children constitute an expression of the continuing impact the Holocaust exerts on the present. The book concludes with a survey of recent films like Nowhere in Africa and The Pianist.

Noted historian Lawrence Sondhaus shows how the undersea campaign, intended as an antidote to Britain’s more conventional blockade of German ports, ultimately brought the United States into the war. Although the German people readily embraced the argument that an “undersea blockade” of Britain enforced by their navy’s Unterseeboote (U-boats) was the moral equivalent of the British navy’s blockade of German ports, international opinion never accepted its legitimacy. Sondhaus explains that in their initial, somewhat confused rollout of unrestricted submarine warfare in 1915, German leaders underestimated the extent to which the policy would alienate the most important neutral power, the United States. In rationalizing the risk of resuming the unrestricted campaign in 1917, they took for granted that, should the United States join the Allies, German U-boats would be able to stop the transport of an American army to France. But by bringing the United States into the war, while also failing to stop the deployment of its troops to Europe, unrestricted submarine warfare ultimately led to Germany’s defeat. Because US manpower proved decisive in breaking the stalemate on the Western Front and securing victory for the Allies, Sondhaus argues that Germany’s decision to stake its fate on the U-boat campaign ranks among the greatest blunders of modern history.
