This book traces changes in American attitudes toward racial issues that have taken place between the 1940s and the 1980s--a crucial period that encompasses the civil rights revolution, the growth of black militancy and white resistance, and the enactment of affirmative-action legislation. The authors are the first to compare data about black and white attitudes collected by three major survey organizations: Gallup, the National Opinion Research Center, and the Institute for Social Research. They make careful distinctions between attitudes toward principles of racial equality and attitudes toward government action to implement those principles. The wide research base and methodological sophistication of their analysis yield conclusions quite different from those of earlier, more narrowly drawn studies. For example, they find that while there has been a striking increase in support for principles of equality and fairness, support for some kinds of implementation of these ideals lags far behind or has even declined among both blacks and whites. The implementation measures considered range from busing to achieve integration of schools to laws requiring equal opportunity in employment. In addition to reanalyzing survey data, the authors have also performed several innovative experiments on the wording and context of survey questions to help them interpret the data more accurately.

Aspects of Colonial Tanzanian History is a collection of essays that examines the lives and experiences of both colonizers and the colonized during colonial rule in what is today known as Tanzania. Dr. Mbogoni examines a range of topics hitherto unexplored by scholars of Tanzania history, namely: excessive alcohol consumption (the sundowners); adultery and violence among the colonial officials; attitudes to inter-racial sexual liaisons especially between Europeans and Africans; game-poaching; European settler vigilantism; radio broadcasting; film production and the nature of Arab slavery in Zanzibar. A particularly noteworthy case related to European vigilantism is examined: the trial of Oldus Elishira, a Maasai, for the murder of a European settler farmer in 1955. The victim, Harold M. Stuchbery, was speared to death when he attempted to "arrest" a group of Maasai young men who were passing through his farm. The event highlighted the differences in the concepts of justice held by Maasai and the imported justice systems from the colonizers. It also raised vexing questions about the colonial judge's acquittal of Oldus Elishira, while the Maasai who should have been satisfied with that decision decided to take it upon themselves to mete out an appropriate punishment to Elshira instead of total acquittal, and to compensate Mrs. Stuchbery for the death of her husband by giving her a number of heads of cattle.

What motivates judges as decision makers? Political scientist Lawrence Baum offers a new perspective on this crucial question, a perspective based on judges' interest in the approval of audiences important to them. The conventional scholarly wisdom holds that judges on higher courts seek only to make good law, good policy, or both. In these theories, judges are influenced by other people only in limited ways, in consequence of their legal and policy goals. In contrast, Baum argues that the influence of judges' audiences is pervasive. This influence derives from judges' interest in popularity and respect, a motivation central to most people. Judges care about the regard of audiences because they like that regard in itself, not just as a means to other ends. Judges and Their Audiences uses research in social psychology to make the case that audiences shape judges' choices in substantial ways. Drawing on a broad range of scholarship on judicial decision-making and an array of empirical evidence, the book then analyzes the potential and actual impact of several audiences, including the public, other branches of government, court colleagues, the legal profession, and judges' social peers. Converting research evidence into practice is an issue of growing importance to many fields of policy and practice worldwide. Indeed, during the early part of the present century before mutation was recognized as being of general occurrence, the seeming unvarying nature of the gene led to skepticism regarding the validity of the evolutionary theory; only later could the origins of the morphological differences between individuals and species be attributed to a combination of mutation and evolution, involving natural forces selecting between favorable and unfavorable genetic changes. But during the past several decades, as knowledge of the macromolecular constitution of or ganisms has increased to the point where even the primary structures of the genes themselves are being revealed on a routine basis, it has become increas ingly difficult to ascribe all the resulting observations to ordinary mutagenesis and natural selection. Some more profound mechanism often seems to be present that influences both the constancy and inconstancy of the genes, an ap paratus whose existence this study hopes to reveal. In seeking to demonstrate the universality of this mechanism, data are sought through the numerous activities of organisms of many types wherever gene action changes are manifest.
